MINUTES OF THE REGULAR NLEETING OF THE MOUND VILLAGE COUNCIL HELD ~arch 2nd, 1948
Responding to roll call ~t this meeting were A. S. Newcomb, presiding,
R. I:. pierce and B. F. '~inkle, with Alwln recording. Ma~or W. I. Davis
was absent for good reason.
After the 'reading and approwal of the minute, s wlt~ corrections; the
mmetlng proceeded by giving ~ hearldg to Fire Chief Lloyd Bowers
who cuestioned~t,~he council with reference to the non-p~vment to the
Fire Dept. of the full amount of the one mill levy agsl~nmt full
village valuation for flremen's relief. In answer,R. L. Pierce moved
that the clerk be authorized, to write the County Auditor for sn
answer to ~he euestlon. Winkle seconded the motion, the council
carrying ·
The cougcil gave s. hearing to H. I. Horton on the assessment spread
of Water ~ain Project No. 8, which reportedly was to extend over
a oeriod'of fifteen years, both with respect to debt retirement by
the village end tax ps. yments by benefitec frontage. The council was
agreed to inwes~igated for a possible discrepancy, since the actual
levy, as supervised by Fngineer Arleigh Smith, was limited ~o ten
years,
The council assured a delegation of householders from Chipm~n ~ve.
in Lakeside Park that the extension of' Chlpman Ave. to Todd Ave.,
and as surveyed and laid cut by Arleigh Smith, would get under way
as a first improvement this coming Spring. ~
Pierce mowed that the council adopt a new form of apolication blank
and Euilding Penni%, which he presented to the council, and'which
P~owided, in addition to necessary building information, a sliding
scale license fee calling for ~.00 for the first $1,000 ws~luation of
new construcilon and 75~ for each additional ~l,O00 of waluation, or less,
thereafter. Winkle seconded the motXon, the council carrying.
On a motion by Winkle, Alwin sup~orting, the council,' on the former
request of Roy Harriman, authorized the construction of a street,
same' to proceed North from i%~ ~ersection with ?tale Highway No.
110, ~etween the lengthof Lot 54, A~ditor's S, ubdiv. '168 an'd Seifert's
Subdivision of ~ound Bay park, to the ~outh line of Lot 51, thence
~ast, encompassing within its 50 ft width the ~outh 25 ft. of Lots
51, 50 & 47, and the North 25 ft of Lots ~54 & 46, and coming to a dead
end at Lot 13, all of Auditor's ?ubdlv. 168. Provided, further, that
~his authorization be contingent upon the requirement ths. t this street,
as outlined, be brought to grade by benefited frontage.
pierce moved that the bid of the Mlnnetonka Construction Co. with
reference to the construction of a shelter fo.r Pump No. 3 at Lafayette
Park be tabled until the adjourned regular meeting to convene at
2 P. ~. on 9aturday, ~arch 6th, 1948. Winkel supported the motion,
the council agreeing.
Winkle moved that the annual pay of Gilbert Blakstvedt, ?ex%ant of
Nound Union Cemetery, be f-aised f~om $150.00 per year to $175.00
per year. pierce seconded the motion, the council carrying.
pierce moved that all present village employes operating village
vehicles be required to provide themselves with a chauffmr's license

In respons.e to a communication directed, to-the..v.il.lage council
and wri.tben by Arthur N~lmquist,. counci~lman Pierce moved that
Holmquist. be appointed to continue in o.ffice, for. the current year
as cus~todian, of The Mound Union cemetery,,, and that- the conditions
of his appoin~tm~nt be the~same as those, current,ly, In effect.~
Alwin. supported this mot-~on~, bhe~ council agreeing-.
The Clerk read a communication signed jointly, by. Village Justices
Holmquist. and. Kelley and which recommen~e~, that the, Village Ordinance
Book be~ revised~ and produced in triplicate, · providing a set of
village, laws. for each Justice, and a copy. fo~mthe files of the
village office. The matter was tabled for later consideration.
On a motion by Jierce, Winkle concurring, the council authorized
a Bingo Game to be operated for the ~enefit of the Mound Fire
Deot. on Wednesday, April 7th, 1948, somewhere within the limits
of' the village of Moun~ .
A form of a contract prepared and presented by the Layne-Minnesota
Co. with reference to the installation of a deep well pump in
Village Well No. 3 was checked by Attorney Wolner and Engineer
Arleigh Smith an d found less comprehensive than the terms of the
lmayne bid. The matter was put.into the hands of Attorney Wolner
for correction.
Pierce moved, with the second of Winkel and the council agreeing,
to authorize the issuance of the following building permits:
N. S. Walter, Lots 18-19, Blk. 8, Lakeside Park;N. S. Walter,
Lots 16-17, Blk. 8, Lakeside Park; John H. Legus, Old School Blk.;
J. C. Krause, N. of White Bakery, 01d School Block; and W. P. Bradley,
Lot 95, Subdiv of Lots 1-~g, Ravenswood.
