1948-03-13908 VILLAGE OF MOUND ADJOURNED STENOGRAPHI$ REPORT OF THE/MEETING OF TH~ MOUND VILLAGE COUNCIL HELD March 1Jth, 1948, at 2:20 P. M. Present were Pierce, Alwin, Winkel, Newcomb and Davis. Considerable discussion regardinf matter of lO~year versus lO-year basis for assessment. Mr. Horton was present to discuss the matter with the council, but the council was awaitimg an opinion from Mr. Wolner, w~o was out of town. Question as to who made the "error". Mr. Newcomb recalled there were 4 council members f6r the 15-year basis, i for the 10-year, but his recollection was that lO-years was decide~ upon. However, there seem to be no records, and the parties involved were not notified as to the time basis, but the bonds were sold on a 10-year basis. Feeling ssemed to be that the village should not have to stand the expense of changing. Mr. Davis recommended waiting for the attorney' s opinion as to what is legal and right for this council to do in the matter, since, if this council is not obligated, we do not want to spend even $100.00 simply to benefit one Locality or group. Mr. Pierc~ stated that if the matter cleared up it would undoubtedly help Mr. Horton in selling lots, and Mr. Winkel pointed out that if the village could reasonably help Mr. Horton out it would be only right in view of Mr. Horton's help in the Dutch Lake. area. Mr. Hortoo remarked that they had suggested at the Court House that the matter be clbared up as. soon as possible, as it gets more complicated day by Day as peoplecome in to pay their taxes. Decided: To await Wolner. Mr Hortoo then said that at Mr Newcomb's request he was resdy to discuss with %he counciltthe matter of the access road (p~oposed) for Chipman Ave. There was considerable discussion and study of maps, decision to run the road around Mr. Hoff's house Swhich is built on vi%lags property,, and make some sort of adjustment between Mr Hoff and Mr. Horton, same to be worked out bM them. Mr. Bowers off, the Water Dept disc ussed with the council the matter of free time to~ make up for Sunday work, ther~ being now no pay for Sunday overtime because of recent salary lncraase. It was decided that Mr. Bowers should work out with others in his department the matter of free ti~e to compemsateffor Sunday work, taking alternate Saturday afternoons, or if aaturday is not practicable, some.week day afternoon. It was emphasized that the men in the depart ment should fill out and keep up to date the time cards in the ~lerk's Of.f .ice. The matter of signs for the village was discussed, both speed limit signs and some sort of "Mound" sign at entrances to the village, as well as ~No Parking" signs for the street South of the school. It was proposed that the matter be discussed with Mr. Ainsworth, CoUnty Commissioner, who was-.to, meet. with tke co~cil la.t~er in the day, thdre being a question as to whether or not the Gounty or State might not furnish some of t~e signs. Mr. Pierce brought up the matter of the problem of dogs in the Village, and the proposed house-to-hous'e survey was discussed. It was mentioned that the present ordinance cannot be enforced because of lack of pound facilities, etc., but that the village could per- haps use the facilities of the Hennepin County Animal Rescue League. VILLAGE OF I~IOUND 909 Pierce moved, seconded by Newcomb, that Nr. Wolner be asked to draw up a new, up-to-date dog ordinance, to comply with the stipu- lations of the Hennepin County Animal Rescue I~eague, so that the village can avail itself of their services. Carrie~ unanimously. Mr. Alwin was instructed to notify ~r Wolner to draw up such an o rdi nanc e. Mr. Piercd mentioned some rubber matting at the ~Luclaimed ~reight Store in ~Excelsior which probably ,could be purchased reasonably. Nr. Pierce stated that Mr. Ralph H~ss would draw up a counter plan for,improving the Liquor Store. He suggested that s~me changes might be made in the st~re room space and in the present office which would make possible a room for council meetings. Also that the large garage door might be sold to Nr. Rondorf for his bus depot building, proceeds from such sale to be used to improve the ~ present village building. The matter of moving the liquor store sign so i.t may ben, seen better when driving passed, was mentioned. Discussion of the matter of the pump: ~The fact was brought out that McCarthy. Well Company will #pull" the w.~ell, clean it up and then discuss with a representative of the council possible action to t ~ake. Motion made by Newcomb that the meeting be adjourned, seconded by Pierce. Passed. Meeting adjourned 4:20 P. M.
