MINUTES DRAWN FROM STENOGRAPHIC RECORDs COVERING T~iE ']~E~UE~R MEETING
OF THE' MOUND VILLAGE COUNCIL HELD APRIL 6th, 1948.
Responding to roll call at this meeting were Mayor William I. Davis,
Councilmen Newcomb, Pierce, and Winkel, with Alwin recording.
Present also were Village Attorney Herbert Wolner, and Engineer
Arleigh Smith.
After the reading and unanimous approval of the minutes covering
the meetings of March 2nd, 6th, and lSth, 1945, the meeting proceeded
with a hearing given .to Mrs. Ed. Peters of Lot 9, Blk. 2, Mound
Terrace, who petition the council for an improvement of surface
and drainage conditions on Maple Lane a~d Interlachen Road. The
matter was referred to the Roa~ Committee of the council.
On a questien from the audiance with reference to the levelling
and oiling to the West Village limits of Watertown Road and the
general improvement of tributary streets such as Grand View Drive,
Langdon Road, and Brockton Drive, Mayor Davis assured that the
County Highway Department would be delt with with reference to
State Aid Road No. 15 (Watertown Road) and that the care of
tributary streets would be referred to the Boad Committee.
The personal petition of G. Robert Jones for the extension ~
~~$~$$ of village water mains down Mound Ave. from the
intersection of State Highway No. llO to the main now on Mound
Ave. as extended from PLtdgeway, be included in Project No. 9,
was referred to attorney Wolner for investigation and a legal
opinion.
Answering the question put by Miss Evalin Johnson with reference
to the alaying of dust on the main bueiness streets pending
resurfacing, Winkel s~ggested a sweeper in preference to all
other means and agreed to confer with the State Highway Dept.
for the use of such equipment. It was also agreed to write
letters to the State and County Highway Depts. to hurry the
matter of resurfacing.
The personal inquiry of Lavin M. Schmidt of Lots 3J&34, Mound
Shores with reference to a filling in of Koehler Terrace to
enable an approach to his property was referred to the Road
Committe for investigation at an early, date.
Upon personal inquiry, Ed. Peters was assured that the Interstate
Power Co. was scheduled to install street lights in Mound Terrace
during the course of the summer. ~
On a motion by Pierce, Alwin seconding, the water, bill of George
Eugster, presented as being excessive due to a f~lty meter, was
referred to the Water Dept. for adjustment.
In a statement made by Mayor Davis, supported by Attorney Wolner,
all complaining tax-payers appearing before the council were in-
structed to pay the curr~_taxes and were given the assurance
of a hearing at some later ~aving as its objective the re-levying
of the assessment on a fourteen year basis. The village attorney
was instructed to draw up a resolution to that effect.

U~m inquiry, Messers,J. S. Carlson and Gene White were advixed
to present the proper petition if they wanted a Park Ave. extension
included in Water Main Project No. 9, which cover$~ the .neighboring
streets of Grant Ave. and Bayview Drive.
Follo~iSg discussion with reference to parking,' Be~il Larson of
the Business Men's Association was advised to write a letter to
the Mound Village Cauncil outlining plans to solve the parking
problem and soliciting the help of the village.
In connection with village garbage disposal, Mayor Davis advised
W. E. Solstad to confer with Councilman Pierce covering the'
detail of an ordinance which could b e submitted to Attorney
Wolner for a final drafting.
W. E. ,Eklof submitted plans and illustrations with 'reference to
five signs, one for ~ach oftthe five main approaches to the village,
made of Masonite or metal, 4t x 6I, and mounted on steel posts,
a~t a cost of $§0.06 each. The matter was tabled fo~ later con-
sideration.
An auto park for Setonites located at the widened area at the
intersection of Broderick and Wakefield Aves., and also planned
and proposed by W. E. Eklof, was temporarily tabled.
Attorney Wolner presenting for the consideration of the council
"An Ammedment to Ordinance No. 48", it was moved by Newcomb and
seconded by Winkel that the Amendment be adopted as presented
and that the Mayor and Clerk be authorized to execute and publish
the same. Upon roll-call vote, the council stood as follows:
Yeas, Winkel~ Pierce, Newcomb, and Alwin. Nays, None; and so the
Amendment stood adopted. The Amendment proceeded as follows:
AN AMENDMENT TO ORDINANCE NO. 45 REGULATING THE CONSTRUCTION OR
ALTERATION OF BUILDINTS AND REQUIRING A PEPd~IT THEREFORE~
THE VILLAG?~ COUNCIL OF MOUND, MINNESOTA, DO ORDAIN AS FOLLOWS:
Section 1. .Section 6 of Ordinance No. 40~_ being an ordinance
regulating the construction or alteration of buildings and requir-
ing a permit therefore," is hereby amended to read as follows:
Section 6.BUILDING PERMITS. No person may within the limits
of this villaEe construct, erect, alter, or improve any building
or~ structure, nor relocate any building or structure, without first
making application to and, before any work is c~mmenced, procure
from th~ village council of said village authority for the i~suance
of a: building permit. Applics~tions for building permits shall
be made to the village clerk on forms provided by the village
specifying information as to the name~ of the applica~.t, the loca-
tion of the proposed improvement, the description of the structure
including its proposed dimensions, number of stories, t~pe of
materials, manner of construction, type ofmheat, the use of the
structure, the anti cipate~ddate of completion of the improvement,
the estimated cost thereof, and the names of the persons to perform
the architectural and construction work. Each application shall
be accompanied by a sketch or blue print of the proposed improvement.

and its location on the ground site. Each application shall show
affirmatively that all work will comply with every provision of any
applicable village ordinance; and it shall be signed by the applicant
under oath. Each application sha~l be accompanied by a fee calculated
on the basis of the estimated cost of the improvement as follows:
For the first $1000.00, or part thereof, the fee shall be $2.00;
and for each additional $1000, or part thereof, the additional fee
shall be $.75.
This section eZ~:~t~is ordinance shall have no application to
improvements to structures where the estimated cost is less than
$50.00. The term "Estimated Cost" as herein used shall mean the
aggregate value of work, labor, and materials expected to be used
in effecting the improvement. Each application shall be approved
by the Village Building Inspector prior to the issuance of the
building permit. The Village Clerk shall issue the building permit
when all requirements of this ordinance have been fulfilled.
'Section II. This Amendment to Ordinance No. 45 shall take
effect and be in force from and after its ~passage ~and publication.
