Two petitions, one calling for the lowering of the grade om Central
Ave. ( Minn. Highway No. ~lO ) at the north village limits, and one
callingffor the const~ction of curb, ~utter and Walk along Central
Ave., both sides, from the Mound School to Grand View Drive, were
placed into the hands of Village Attorney Wolner for a legal cSeck.
A list of tax-forfeited land supplied by the Land Commissioner of
the County Auditor's Office for the approval of the Village Council
was referre~ to Wolner to verify the possibility of a village

On a motion by Newcomb, seconded by Pierce, it was agreed that a
resolution regarding the improvement of the Mound-Minneapolis Highway
to provide hard surface for year-around travel be adopted by the
council, and that a pertinent petition be delt with as required
and returned to Attorney Wolner. This received general council
approval.
Gene White of the Zoning Board made the following recommendations
to the council, i. e., that the Council supervise the activities
of the Board agains~n~he possibilities of bias, especia.l.ly i.n the
matter of establish/parking limitations; that the councm± no%
accept the ~O-minute limit; that commuters be asked to day-long
park their cars in the big lot opposite the school; and that traffic
in the alley behind his store be directed one way, from North to
South. Mayor Davis suggested, among other things, that White
get in touch with Greig of the Planning Board to work out concrete
proposals,and that members of the council do the same.
The request of Gilbert Blakstvedt f~r more pay for the care of
village park and cemetery was referred back to Winkel for his
later report to the council.
Notice from the Industrial Commission of Minnesota stressing
water abd toilet facilities for the Liquor Store and the Office
of the Village Clerk, in its compliahce, was made contingent
upon the completion of the Municipal Building in the near future,
and the clerk was directed to write a letter in answer to that effect.
A commu$ication from the Public Employees Retirement Association
was referred back to the clerk for a statement from the employees
as to their w~shes in such a retirement plan.
By general agreement of the council, a bill from Victor Carlson
and Sons covering walk construction in front of Pete Sollie, Oscar
B. Johnson, and The Eleanor Shop, was authorized paid after being
adjusted to the total of ~lOl.l§ from a total of $~00.65. The
general character of this bill was tobbe checked with the minutes.

In response to a report on specific detail bF~Winkel covering
t~e~. new construction of curb and gutter and walk along Central
AVe. it was generally agreed by the council that the Road Dept.
was to fill in the drop-off at the end of the new walk at Finley~s,
and that it was the responsibility of the owner, of Lot 9, Auditor'
Subdiv. #167 to build a step down to street grade from the elevation
of his private Walk. Further, the council was agreed that the
village was to fill the spaces between walk and curb~ with bl~ck soil
but that it was up to frontage to seed and maintain the curb lawn.
RespoSsibility for replacing a broken walk in front of David's
Northland Cafe, a break which was made in order to repair a water
leak which was discovered to be private, was referred to Attorney
Wolner for his opinion.
On a motion by Newcomb, Winkel seconding, the Village Assessor was
authorised to purchase a lO0-ft steel tape, same t o be stored witht
the Village Clerk when not in use.
Street si'gns at the four approaches to the village, and as designed
by E. W. EkloF, were referred back to the Mound Business Men's
Association for it to _develop through its own contribution and
with the help of school talent.
It was generally agreed by the council that there was to be no
.parking around the school, and that it was to be supervised,
restricted, and limited around the churches.
Upoh motion by Winkel and seconded by Newcomb the following
resolution was unanimously adopted:
B~ IT RESOLVED that a meeting be held on the 15th Day of Nay,
1948 in the council room of the Village Hall in the Village of
Mound to consider the assessments arising out of Water Main Project
No. 8.
BE IT FURTHER RESOLVED that a notice of said meeting be published
on Thursday, April 29th, 194@ in the Minnetonka Pilot reading

Village of Mound that a meeting will be hel~

No. 8. The assessment list is on file with the
clerk of the village and open to inspection
by the public.

BE IT FURTHER RESOLVED THAT THE Village Clerk cause the said notice
to be published as hereinbefore provided, and that ~.~ue preparation
for said meeting be made.
~ Newcomb offered the following resolution and moved its adoption:
WHEREAS, The Village Council of the Village of Moun~, H~nnepin
County, Minnesota, has: received from the County Auditor of Hennepin
County, ~tnnesota, a list of lands in said Village which became
t'he property of the State of Minnesota under the provisions of
law declaring the forfeiture of lands to the State for non-payment
of taxes, which said list ~as be~n designated as list "956 C" 3/93/48
and
WHEREAS, each parcel of land described in said list has heretofore
beencclassifie~ by the B~ar~ df County Commissioners of Hennepin
CoNnty, Minnesota, as non~'Conservation land and the sale thereof has
heretofore been authorized by said Board of County Commissioners
NOW THEREFORE, be it resolved by said Village Council, acting
pursuant to Minnesota Statutes for 1945, Section 989.01 that the
said classification by said Board of County Commissioners o'f e'~ch
parcel of lan~ described in said list as non-conservation land be
and the same is hereby approved and ~hat the sale of each such parcel
of land be and same is hereby approved.
