1948-05-04VILLAGE OF MOUND 919 ~INUTES O:F THE REGULAR MEETING OF THE MOUi~D VILLAGE COUNCIL Held May 4th, 1948. Responding to roll call at this meeting were ~layor ~llllam I. Davis, Councilmen Newcomb, Pierce, and Winkel, with Alwln reeordlwg Present also. was Herbert E. Wolner, Village Attorney. After the reading end a~oproval of the minutes,of April 6th, of ihs ad3ourned meeting of April 10th, and the temporary tabling of the minutes of t~he Fpecial Meeting of April 26th, and, further, after the reading and approval of t[~e Treasurer's report, the council proceeded with a hearing given to Frank Groschen an~ ~rank Weiland, who represented the Fire Dept. in a petition to widen the fire barn door and to improve the ramp. Ii was agreed that council members .meet with the Fire Dept. on Eaturday, Nay 8ih, at 2. P. N. to reach a solution. lng Frank Groschen petition/the council fo.r funds to send three members of the Fire Dept. to the convention at East Grand Forks in June, Newcomb moved that $100.00 be given the Fire Dept. for this purpose. Alwin seconded this motion, the council carrying unanimously. A matter of street Improvement in ~ound Terrace,following water main installations, presented by August Brceckert and Alfred ~alchow, was referred to Winkel for inveslSigation. ~. J. Geehe, n consulted the .council regarding Lo, is I & 2, Blk. 8, The Highlands, in the matter of culverts under the drfv~ays, which are both too small and are clogged with dirt. The matter was referred to Winkel. Herman Kra~ inquired regarding wate~ service to Lotsl9 & 20 fronting, on ~!o.u~d Ave. and in Blk. 12, The Highlands. He was told t~ get at least 51% of benefitted frontage on a petition for a water main extension down ~ound Ave. J. E Carlson was referred to the County Auditor's Office for answe~ to. his euestions on. water main assessments.. His incuiries about street improvement for Carlson's addition ~ere referred to Wlnkel. ~,~r. Ramsay of the Armco Drainage Co. presented orlces on culverts. He was asked to meet with the Road Co-~mittee and Engineer. ~mith, The latter group te make reco~mendations to the council. Inquiries by Richard Johnson with refer~lnce to garbage collection and dlsoosal and steps necessary to inaugurate and finance w~re referred lo attorney WOlner for investigation. Il was suggested that the clerk .get visitor's to council meetlngs to identify themselvis before meetingsln order to ~asten hearings. A letter over the signature of Mrs. Heletne Beane presenting a ~roderick A~e sireetdrainage pro~lemwas presented to Wlnkel ,for iuve. stlgation. ~ 920 VILLAGE OF MOUND Mayor Davis reported a complaint from Father Hauer with reference to the public handling of dumpage at the Park Ave. dump. It was agreed by the council to continue with the marsh-filling progrs~a by encouraging dumping on neighboring property. Nfs. A. Erause inquired as to regulations covering building of a garage on a lot next to one owned by her,. the wall of the garage to be on the lot line. Attorney ?~'olner advised that h~ believed there would be no objection to this as long as the wall was not actually on her property. A resolution combined with a petition asking for a hard surface road between Mound and Wayzata, enabling year-around heavy traffic, s~me having been prepared and being presented by the Nound Business Nen's Association, it was moved by Newcomb, and s~conded by Winkel that the same be adopted. This was concurred in unanimously by the council. On a motion by Pierce, ~inkel supporting, the council authorized the Fire Dept. to flush all hydrants. Following discussion it was agreed by the council to extend the .nbn~conforming use of a part of Lot 4, NcNaught's Addition, by the Tonka Electric Co. for another year, subject to their written re- 'quest for the extension. Attorney Wa]net.presented his opinion with reference to two petitions; one calling for curb and gutter and walk from the school North along Central Ave to Grand View Drive, and the other requesting the lowering of the grade of Central Ave. from the intersection of Grand View Drive North to the Village limits. Accordin~ Wolner these petitions would qus~lify for action by the council~T~they represented Ol% or more of the actual foot-frontage abutting upon the proposed improvements. There was a question as to whether the curb end gutter petition had reached full qualification. The council was unanlmausly agreed to Pay Gilbert Blakstvedt $65.00 a month beginning April 15th, 1948. On a motion by Pierce, seconded by ~;;inkel, the coumil authorized bi-weekly pay-checks to all village employees beginning May 15th, 1948. On a motion by Pierce, seconded by Newcomb, the council agre~to pay $40.00 a month to the Village Attorney, retroactive to J~nuary 1st, 1948. Wlnkel reported that, to remedy the gutter trouble on Central Ave., it would necessitate a storm sewer, the location of which,' in turn, would necessitate easements from the abutting property. Winkel was asked to consult with Engineer Smith, and that both were to report to the meeting of Nay 15th, 1948. In a discussion of Parking Lots, the council was agreed not to authorize the one suggested back of the bank because of a blind a~lley. It was agreed to all-day and two-hour parking on school property opposite the school, i. e., Lots ll, l~, 13, 14, and 15, Blk. l°~, Lakeside Park, provided the School Board would approve to attain which Newcomb was to meet with the School Board on May ~0~h, Councilman Newc~mb was also to meet with the Business ~en's VILLAGE OF MOUND .Association to establish parking time limits for the main street. ,No Parking was to be.allowed around the school during school hours. .Covering .all of the above, Newcomb was to report ,to .the ,couhcll at ~the adjourned.meeting of May 15th,, 1948, ~., .On a motion by .Newcomb, .Supported ,by Alwin ,the .council ~stipulated. that 5 ,days .after .payment f~or.water over two ,quarters .is ,delinquent, · that is,-.on .the .15th of the month,, the Clerk .shall send out a letter advising that water will be shut of~f in .ten ,days from that date, provided the bill is not paid by that time. It was moved by Newcom~, Alwin seconding, that the water bill of R. R. Daniels in the amount of $10.76, and ~hat of C. J. 01son in the amount of $3.41, Be filed with"stale accounts." This was carrie& by the council. The council was agreed to approve the applications for building permits of Gorham Carlson and Gerald Har~'iman, provided they con- form to the building code with reference to footings. This was on the motion of Pierce, supported by Newcomb. On a motion b~X Newcomb, Pierce seconding, the council agreed to advertise for bids on improvements to the off-sale liquor store. By general agreement of the council, Attorney Wolner was instructe~ to investigate the legal requirements in connection with the publication of the village minutes.
