MINUTES 0F THE ADJOURNED REGULAR~ MEETING OF THE MOUND VILLAGE COUNCIL
H&ld May 15th, 1948 at 2 ot clock P. M.

ewoomo and Winkel, with Alwin recording. Present also were
Village Attorn,_e,y H. E. Wolner and Engineer Arleigh Smith. Councilman
R. L. Pierce was absent.
The council gave a hearing to Mr. John Engstrom with referenc~ to
the erection of prefabricated dwellings in Carlson's Subdivision of
Shirley Hills. According to plans presented the houses deviate
somewhat from established building practise, but allegedly hate
the approval of FHA, subject to certain conditions. The houses
presented measure 20' x 32', have full basements, and have roofs,
floors, and basements etc. that comply with existing mregulations.
The outside walls are to be of 2" x 8" planks,, grooved, and with
dropsiding exterior, are firred on 16 in..centers with 2" x 2"
Full plans were to accompany each application for a building per-
mit. The houses were to sell for from $7,~500.00 to $8,~000.00.
According to Engstrom, a house of this type was now bein, g demon-
strate at Lyn Ave., and County Highway No. 7, St. Louis~ Park.
It was suggested by Mayor Davis that ~ c&uncil member and the
Building Inspector meet with Mr., Engstrom privately and prepare a
report for council action at its meeting ,of June 8th, next. The
matter was tabled pending that report.-
A Armco representative, selling culverts and street signs, was
referred to Street Committeeman B. F.. Winkel on Culverts, and to
Committeeman R. L. Pierce on signs; needs and orders being subject
to their discretion.
The following bids were received in respon~eto village 'advertise-.

All bids were tabled for consideration at the adjourned meeting of
May 18th, 1948.
The council heard the opinion of village attorney Wolner in the matter
of garbage disposal, which was to the effect that the council, by
resolution can control the matter of pick-up and disposal, and
can cont~act for same in any~manner~as..they~wish,, and.c.an make
charges for same against property owners served. In case of none-
payment, the charges can be assessed in the usual way.
In the matter of the monthly publication of the village minutes,
Wolner stated that the council must publish ordinances, by-laws
and rules, and an annual financial statement. If the council desides
to publish more than the minimum, this must be done within thirty
(30) days of the meeting. Further, State law requires that all
statements of claims must show amounts and general purpose of same/

After discussion it was agreed that the clerk be authorized
to.publish a brief summary~of.the minutes with the statement
that a more complete record of council actiQn was on file
for public inspection at the Clerk's Office.
A sign, agreed upon by councilman Winkel and F. A. Reratt, and which was
worde~ to restrict peddlers from the.village dump, and for which
Reratt was agreed to keep the dump levelled"6f~ ~nd i~ order,~ ~
was passed upon and approved by the council.
The council was open to and heard all complaints personally
represented and with reference t~'~the aS~essm&nt'levy covering
Water Nain Project No. 8 and it was unanimously agreed without
~otion to postpone all action until the adjourned regular
meeting dated for ~ay 18th, 19~, at 8 O'clOck p~ N..~ .
