1948-06-08VILLAGE OF MOUND 927 }~I!~UTES ABREVIATED FROM A ST~0GRAPHI6 REPORT OF THE MEETING 0F THE MOUND VILLAGE COUNCIL HELD JUNE 8th, 19~8, at 8 o'clock P. M. present were Davis, Winkel,Pierce, Newcomb, with Alwin recording. With the exception of th~ min~utes of May.18th, 19~8, where the name of ~eratt was changed to Hammer as in charge of the village dump, all minutes were approved as read. The council heard ~,[r. Leonardson of th~ Sheriff's Office with reference to a uniform curfew law within all political units of Hennepin County and with a time limit of 9:~0. On a motion by Newcomb, seconded by Pierce, the council referred the matter t o Attorney Wolner in the preparation of an Ordinance. On a report by Newcomb on prefabricated houses proposed to be built in Shirley Hills by the Tonks Housing Corp. and at a cost of from $?,500.00 to $8,000.00, it was moved by Newcomb, Pierce supporting, that the clerk be authorized to write the Tonka Housing Corp. giving permission to erect one house, with the understanding tha~ the council would be receptive to further construction provided the authorized h~use comes up to plans. This was carried. A report by Neweomb covering his interviews with the MoNnd Busi- ness Men~ s Association, and with reference to the parking of auto- mobiles on village streets and parking lots according.to a sketch he presented was tabled for later discussion. '0tto A. zir~nerman of the Dominion Chemical Co., New York, presented an alleged~yreliable and standardized solution of the village problem of smelley and discolored water in the village water mains in a material or chemical known as Rustoff. On a motion by Newcomb, seconded by Newcomb, the matter was referred to the Water D ep t. Pressure was placed upon the council in the persons of ~r. Steven- son and others w'ith reference to the completion of the Chipman Ave. street improve authorized in the Fall of 19~?, legal clearances .~er ~hich were placed into the hands of then village attorney Edwin A. Hendricks and which, because of a change in administration, had not been completed. The clerk was authorized to confer with Hendricks in Connection with a delivery of all ~egal papers covering the matter, including the original petition. Arleigh Smith was to recheck the survey lines as originally run. Plans for a building over the new village Tower Pump~ ( Pump No. which was to approximate in cost about $1,200.00 to $1, J00.O0,. and which was presented by W. E. Solstad, were tabled per~ing an advertisement for bids to appear in the nearest possible issue~of the Minnetonka Pilot, and prepared b~ attorney Wolner. A. J. ~lalchpw was advised to pay a water main assessment, allegedly an error, pending adjustments and corrections that would naturally follow after a reassessment, that had~ already been authorized. A letter by a Mrs. Dullum with reference to a water~mai~ tap was ordered filed after it was agreed that the Nayor was to interview the author. ~ 928 VILLAGE OF MOUND On a motion by Pierce, supported by Wlnkel, a reffund of $6.50 was made to Sheldon Beise covering a building permit that by error ha~ been issued in duplicattion of one that had been authorized earlier on a building pew partly completed. The written request of IArs. B. I~. Iverson to withdraw from a petition requesting the lowering of the grade fronting her property and on State Highway 110 was granted by general assent and without motion and referred to~the clerk for the needed attention. }gayor Davis instructed council committees to keep a record of work assi~ed to the$ betwoen:meetings, and the clerk to keep a record of all the work designated for any particular meeting. The $15,000.00 B~nd of Deputy Treasurer Edna J. Gooder was presented and examined by the council and ordered filed.. On the petition of ~W. E. Solstad Newcomb moved that the council adopt ti~e following resolution, to wit: RESOLVED that Water main Project No. 9]be exten~ed t° ihclude Lakewood Ave., Second Ave., and Third A¥'&'~ of the village Subdivision of Shirley Hills, Unit "F", and according to a course and cost estimates to be worked out by EEineer Arleigh Smith. Winkel seconding the motion for adoption, the vote of the council stood unanimous. The written request of Gotham Carlson for an approach to his Lots in Block 16, The Highlands, was referred to Road Committeeman Vfinkel. for attention. Village Ordinance No. 48 with reference to traffic control and auto parking throuf;hout the village having been prepared by village ~ttorney ?;olner and presented to the council, it v;as moved by ~ierce and seconded by ~Vinkel that the same be adopted with the following cha_nges: Specific provisions with reference to Park Entrances, slow signs, children signs etc. and that the section ~rohibiting parking on the lefthand side show ~except were designated as one way street." This was carried by the council. on the report by Police Officer Adams with rSference to'the arresting of women, and following discussion, it was moved by Pierce and supported by ;Tinkel that 51rs. J. S. Adams be designated as Natron Deputy to accompany officer Adams in handling such cases. This:was approved by the council. The council authorized a second coat of.paint for the village office wall. This on the suggestion of com~cilman l~ewcomb. The cost was to be $90.00 On the further report by Adams with reference to arrests and fines and Jail sentences which involve the fEcilities and police serv i6es of the ~ounty and their costs, Councilman Pierce offered to confer with Sheriff Ryan in order to secure th$ best possible police coverage for the village for the money expended. In view of the continued sickness and. disability of Liquor Store ~anager ~.,I.
