1948-06-18VILLAGE OF MOUND 933 NINUTES OF THE ADJOUrnED NE~I~G OF THE NOUND VILLAGE COUNCIL HELD June 18th, 19~8. Present at this ~e~ti~g were Newcomb, Alwin, Winkel and Pierce of the council; also village attorney H. E Wol~ner and police officer and Constable J. S. Adams. Pierce re~or~ed his interview w~ith Sheriff Geo. W. Ryan with reference to closer work b~etween Village and County in the matter of neighborhood police supervision and the need of car and radio equipment in such a program, also an increase in local police personnel in the nature of daytime police and Special Deputy Sheriffs. The report also covered the detension and housing of prisoners, the local lack of facilities to be supplimented by facilities found elsewhere, the nearest· being those of the Village of Excelsior. As a result of this report it was g~enerally agreed by the council to confer wit h Exdelsior officials in the matter of Jailing and to authorize Ferdinand Schwartz as daytime police, with hours of,9~ A. N. to 6 P. ~., with the proviso theft he was to relieve the liquor store management for an hour at noon. With reference to weeds and weed control, it was the general agreement of the council that, in all cases were weeds were cut on private property and the owner failed to pan for the cutting, such cases to be only where the village authorizes the cutting, the village was to pay the bill and assess the cost against the property. It was also agreed that,~ in. the~ use. of, the villags~ sprayer and weed poison, in all cases the clerk was to get a receipt for the use of the sprayer and to bill the user for the amount oftthe poison used. The council received the questions and recommendations 9f the new Liquor Store manager, Nr. Kr~ger, with reference to Credit, Blacklist, Help, and measures to remedy a faulty cash register. In answer, it was the consensus of the opinion of the council that noone was to receive credit at the Liquor Store,. that. all~ those, who. showed signs of intoxication were not to receive liquor that would aggrevate their condition, that the Liquor Committee of the Council would take measures in the matter of hel~. Further, the council was agreed to purchase a new cash register, and, in the meantime, t~ supply a rental machine to be used until the new one was delivered. In order to suppl~ legal requirements, the council was agreed to s~dvertise for bids cover ing the c on~truction of a pump house on Lot ll, Blk. ~, Crevier~ s Subdivision of Lot ~8, Lafayette Park, for the installation of electrical control equipment within the proposed bhilding, and for plumbing connecting the new pump to be housed and e~uip~ with the village water mains, all to appear in one advertiSe- ment. This without gener~l motion. Winkel moved that the black dirt to be removed from Chipman Ave, lakeside Park, be taken to cover the clay fill in the Village Park. This was seconded by Pierce, the council concurring. It was moved by Winkel to pay Fred A. Thomas the amount of $1,8~.~§ for gravel hauled upon the village streets. Pierce seconded, the council agreeing. The suggestion of~t~ Committeeman Winkel to hire additional help in the water department ~u. ring the reading of the meters received the a approval of ~he councl±. 93'4 VILLAGE OF MOUND On a motion by Wlnke! the council agreed to extend a credit of ~15.00 to do the village sh~ee in his digging for a water connection, this credit to go to Lloyd Gronberg. Pierce supported this motion. ~,~,rlnkel of the Road Committee moved that' Pat Pl~erc. e be paid for 3S hours of work in the rosd dept. at the rate of $1.95.per hour. Alwin seconded ,thi~s motion, the council carrying. Acting on literature spread before it, the council was ag~reed to advertise for bids in the purchase by the village of a Jeep with all attachments coming, within the range of Village operations such as snowplowing; '.bulldozing, street sweeping, and in the hauling and handling of gravel in various forms, such advertis~nent to appear in two is~ues of the ~?Ii~netonka Pilot prior to July 6th, 1948. This was on the motion of Pierce, Seconded by ~Vird~el. This business done, the meeting adjourned.
