MINUTES OF THE RN~ULAR ~iEETING OF THE~ MOUND VILLAGE COUNCIL HELD
. July 6%b, 1948.
After a roll~calI response of a full council and the reading and ~o~
approval of the minutes of June 8th and 18th, the council proceeded
with a hearing given to Dr. W. C. Huestis, which, in substance,
was the recommendation that the council, after a careful examination
of the current village indebtedness covering Water main Projects
,~o. 1 to 7 inclu'slve, including tbs tower, and the relation of this
.%o~ali~ndebtedness to the combined totals of the :..neclal Assessment
fund and the Bond & Interest Fund, authorize a cessation of taxes
covering these project's, the remaining debts to be paid out of the
funds as they now stand; they prest~nably being sufficient. Dr.
Huestis also took occasion to remind the council that the village,
under the law, had a first lien for any-taxable improvementagainst
any lot that was being sold by the ~tate for taxes and that these
claims' should be pramptly pursued and recorded
The drainage Problem as presented by Mr. ~ o1 . M . O~mann, and affecting
the n~eighborhood at the Juncture of Dewey Ave._ And Elm Str. North
of the schbol, was referred to the Road Committee and Engineer
Arleigh Smith for solution,
The council heard the inquiry of J. S. Goodwin with reference to
action on a petillon, circulated and presented earlier, and which
called for a tarred surface along Higkland Ave. from its J~ture
with Highland Blvd. to-and through Mound Ave. The matter was
referred back to the clerk for the finding or reviv ?1 of the
petition and the assurance that the matter would get early action.
Under the urging of a delegation from the proposed Chipman ~.ve.
frontage, members of the council were agreed %o meet with Engineer
Arlelgh Smith, Village Attorney Wolner, and interested owners of
street fronlage, and provide the legal right-of-way for the street
improvement, this meeting to take place July 7th, 19&8, at 8. P. M.

the plan being to limit it strictly to passenger oars and within
the zone confined within the Catholic convent at o, ne end and the //~
Standard Oil S%a. at the other. Action was with held pending further
thought and investigation.
The question being presented by Police Office Adams, the Clerk was
reouested to outline a vacation schedule for the entire staff of
village employes.
On a morton by Newcomb, seconded by Pierce, the council authorized
the advertisement for bids towards the purchase by the village of
s modern electric cash register Aescription and sp~cifications
for which to be on file with the village clerk.
The council having recelvedonly one bid covering the construction
of a p~.~mp house for well No. 3, and that being tine bid

moved by ~inkel and seconded by Pierce that the village award the
contract to the Minnetonka Construction Co. This motion was carried.

seconded this motion, the council agreeing,
Without motion, the clerk was instructed to file claim in connection
with an injured hand sustained by police officer J. S. Adams
while on duty.
The Liquor Committee of the Council announced the hiring of
Robert Kohout of ~,,~ound as the new manager of the Nound ~,~unicipal
Liquor Store. This received general bouncil approval.
On a motion by Pierce, supported by ~,.~,~inkel, the clerk was instruc~ted
to write a letter of commendation to the Upper Tonka Civic Club
for their splendid handling of the Aqua Festival of July 6rd &
~th, this year. ~ I

This business done, the meeting adjourned on a motion to reconvene
on July ~oth, 1948, at 8 P. M.
