Alwin recording. Sresent also were Village~ Attorney Wolner and
~r. Charles~B. Howard, bond attorney of t~inneapolis. Engineer
Arleigh Smith attended later. .....
Upon reviewing the bids submitted August ~rd.with reference to the
purchase.by the village of s. cash r~gister for the village liquor
store, such bids including the offer of a~rebuilt National Cash
Re~ister at a price of $585.00, it was the~¢~nsidered opinion of a
majority of the.council that, in,simple fairnes~ to other cempetitors
and as an advantag~ to the village, ~that all pamt~bids be rejected
and that the matter be readvertimed~for bi~s.on either a new or
used machine, having four totals.and throwing an itemized receipt,
with~a one-year guarantee and a maintenance plan thereafter~ This was
put to a motion by.Pierce, seconded.by Winkel, and earried by a
majority of the council. The date for the.reception of these bids·
to.be at~8 o'clock P. N., Septem~er~?th, 1948.
With reference to the ChipmanAve. development, Wird[el presented the
following resolution and moved its adoption:
"RESOLUTION FOR STREET OPENING
~Whereas the Village of Nound is a duly constituted municipality
in the CounZy of Hennepin and State of ~innesota with authority to
lay out, open and extend streets and alleys under Subdivision 9 of
Section 412.19 of Einnesota Statutes; and,
"Whereas the Council of the Village of Nound has been advised
by its clerk that a petition has been duly filed for the opening
of Chipman Avenue, which has been heretofore vacated; and,
"Whereas the Clerk of the Village of Nound has verified the
signatures-on .the ~said ~petition ~and ~has .presented the same to the
Co~ucil of the said municipality with his findings that more than
51% in frontage of the owners of the real ~roperty abutting on the
p~rts of the proposed street have signed the same; and,
"Whereas the Council of the Villzge of Mound deems it adwtsable
to hold a hearing upon said petition to determine the nature, extent
and method of financing the proposed 'improvemenh~ ...............
"Now, therefore, be it resolved: that the clerk of the Village
of Nound be and he is hereby directed to publish a notice of a
hearing on September ?th, 1948, at seven o'clock in the afternoon
in the Council Rooms in the Village Building in the Village of
Nound for the purpose of considering the opening of Chipman Avenue,
and such other pertinent matters as may come before the Council.
The motion being for the adoption of the above Resolution, the vote
of the Council stood unanimous, and so the resolutionnstood adopted.
In a review of petitions requesting the~exten~ion of village water
mains, ~Vinkel presented the following resolution and moved its
adoption, to wit:

"Whereas the Village of Mound is a duly constituted municipalitY
in the County of Hennepin and State of U~nnesota with authority
under Chapter ~99 of the ~innesot~ Statutes to effect public improve-
ments; and, : "
"Whereas the Council of the Village of Nounal, the governing
body of said municipality, has been advised by its clerk that
petitions hav~ b~en duly filed f~r watermain improvements on
Lakewood and Second Avenue, on Park Avenue, and on [[ound Avenue; and,
"Whereas, the Clerk of the Village of ¥.ound has verified ·
the signatares on the said petitions, and has presented the same
to the Council of the Village of Mound with his findings that eac$
petition has been duly signed by more than 81% percent in frontage
of the owners of~the real property abutting o~ the parts of the
streets named in the petitions as the location of the improvement; and~
"'~/hereas, bhe Clerk of the Village of [!ound has consolidated
the above petitions for the purposes of convenience and efficiency
in prosecuting the objects thereof and has identified the same
as Project #10;
"Now, therefore, be it resolved that the Counc&l of the Village
of ~5ound, County pf Henn'epin and State of Einnesota, does hereby
determine that the required percentage of property owners interested
in Project #10 for the extension of Watermains in said village have
signed the petitions therefor; and,
"Be it further resolved; that the petitions constituting Project
#10 for the extension-of Watermains in the Village of Eound be
referred to Arleigh C. Smith of Wayzata, [iinnesota, a competent
engineer, for the purpose of reporting on the best way to effect
the improvement~ petitioned for, the probable cost of the same, and
such other pertinent information as to him shall seem material; and,
"Be it further ~esolved; that t-he Clerk of the Village of
[[ound be ahd he' is hereby directed to publish, on the receipt of
the engineer's report, a notice of s hearing on September ?th, 19~8
at seven o'clock in the afternoon in the Council R&oms in the
Village Office Building for the purpose of consideration a Watermain
Improvement on the following streets:
"LAK~VOOD AED SECOND AV~YfE: An extension of ~/atermains in
Shirley Hills, Unit "F", in the Village of ~[ound, from the corner
of Elm Street and Lakewood Avenue westerly alon~ Lakewoo.d Avenue
to Second Abenue in said Shirley Hills, Unit F, and thence North
along Second Avenue in said addition to Park Avenue.

?el!owing discu~sion and by f~eneral consent of the~'counci! a permit
was granted to Johnson to maintain a wet gara[~e d~nup upon his
premises within the Northwest angle fo~ed by ~ounty High_way No. ~4
and State Highway No. 110, same to serve as a food supply for ho6s.
This action was taken on the strength of a letter addressed to the
vi!la6e council and signed by Dr. J. P. Wilkins of the Village
Health ~epartm~nt.
With reference to a curb and gutter and walk along the South side
of Church Street and alon~ the .~orth side of the J. C. Krause,property,
for a distance of one-hundred-and-ten (110') feet, more or less,
it was the agreement of the council to authorize a grade for this
work, the villa~e to a~sume the cost of the curb and gutter~
frontage to pa~ for the sidewalk.
On a motion by ~_nkel, supported by Newcomb. the clerk was authorized
to issue the village warrant in the s~n of ~14,?~8.9~ to the
Alexander Construction Co., being 85~ of the cost of Watermaln Project
~fo 9, i. e., ~17,~14.~0, and being due them under contract. Included
in this motion was an authori~ation to th~ Clerk to have this warrant
carried by the State Bank of ~.~ound for a period of 90 days at an
interest rate of 4~. This ~otion was carried.
It was moved by Pierce and seconded by Alwin that a village warrant
in the sum of ~,986.36 be awarded to the Alexander Construction Co.,
as the amount still due them on Project No. 8;-and that the warrant
be carried under the sam~ arrangements as the warrant above. This
was approved by the council.
Following discussion of problems of village finance and the sug~estions
and advice'~of Attorney Howard, it was moved by Winkel to formulate
and adopt a resolution providing for the establishment of a Public
Improvement i~evolvin.~ Fund financed by the issuance of village bonds
in the total sum of ~G~,O00.O0, same to matur~e serially Oct 1st
in the amounts of ~4,000.00, 1951 and 195~, $5,000.00, 1953 to 1963,
the Clerk to cause notices of sale to be published, amd the council
to meet at its regular meeting September ?th, 1948, to consider sealed
bids for Dhe purchase of bonds. This motion was seconded by Pierce,
and carried by th~ c~uncil. See addendum adjoining.
It was moved by Pierce'~that the village advertise for bids on the
construction wcrk in connection with Project No. 10, with itemization
for each of the separate extensions. This was seconded by Winkel, the
Council c, ~rryino.
On a motion by Pierce, seconded by ',~inkel, the meeting adjourned
at 11:30 P. ~.
