All present for roll-call except $ierce, who arrives later. ~'
Mr. Gene White presented h~s compRalnt to the council regarding
manner of enforcement of the new double parkimg and parallel
parking regulations. It being State Law that diagonal parking-
is prohibited on State Highways, the regulation mhst be enforced,
but Mayor Davis agreed to instruct the day policeman more fully
am to the manner of his enforcement policy.
Chlpman Ave. bids were considered, and i% being obvious that there
was some Confusion as to the work required, it wa& moved by
Newcomb that all bids be rejected and that the matter be re-
advertised as soon as all deeds are in covering the ground of the
street improvement. Winkel supported this motion, the council-
carrying.
The council considered the bid of the Minnetonka Construdtion Co.-
in the amount of $91§.00 and covering repairs on the village
Fire Barn. AlthoUgh the council was reluctant to spend much money
on the old building, it was generally agreed that the current~-
need and the terms of the bid ~resented the b~st solution. It
was, therefore, moved by Pierce that the bid be accepted. Wlnkel
seconded the ~otion, the council carr$ing.
The legally designated limitation of 31 mills on a valuation of
$438~991.00 not being sufficient to finance the growing needs of
the village, it was the agreement of the cou$cil to refer the
matter to the legal department of the village to devise legal
means of increasing the mill rate so as to furnish the village
with the money it needs. Action in designating the amount
of a village tax levy was therefore postponed pending the actions .....
of the village attorney which would make possible a special
meeting to be announced by the village clerk.
An adequate heating system and plumbing and water facilities
for the village office building were considered, but in view of
the money shortage it was agreed no action could be t~ken at this
time. Pierce was authorized.to investigate the possibilities
of a central heating plant for the office and store, also the
po~Sibilities of bringing in water to the Municipal Bldg. from
the ~" main in the alley.
