MINUTES OF THE ADJOURNED REGULAR MEETING OF THE ~,~OU~ VILLAGE
COUNCIL, ADJOURNED FROM .- DEC ~[B'ER 7th ( F%ection Day, ) TO
Present at this meeting were Mayor Davis, Couficilmen Pierce and
Winkel, with Alwin reco~ding,: Present .also. was village attorney

Af~ter ~reading and .approval of the minutes of the meeting~ of
..NO.vember Otb, and the Speci.gl Meeting of November l@th, 1948,
the 'megtl'n6 proceeded w.ith a hearing to 'Pat Geyen covering a
heating plant to heat the 'Liquor Store & l~illa~e office, full
detail 6f~.whiqh is a matter of stenograph, ic record~ on file
with the village "clerk. This discussion also sympathetically '
drew in the matter of plumbing and toilets. Because of legal
discrepancies and the excessive costs of wifiter installations,
it.was mo.veal by Winkel to postpone installations and to readvertise
for bids in Spring. Alwin seconded this motion, the council
c ar ry in g.
.The council ~eard Mr. Zirnmerman of the Dominion Co. on chemical
treatment of village water for lime and other deposit removal
from vil. lage water mains.. Action on this was postpaned pending
the completion of the full-installation of Pump No. ;5. The '
detail, of th_~s_ and attending matters is all a matter of stenographic
record.
The~.et~rk was instructed to write Layne-Western of Minnesota, for
them to take over the installation of a Republic Flow Meter on
pump No. 8 and to attend a meeting anticipated for Dec. 17th, 1948.
After.hearing. Andy Farness and Harvey Parker, on. the complaint of
Mrs. Peter Erickson with reference to their oUt-Of-zone activities,
and the.legal advise of Village Attorney Wolner cqver these cases,
the council was convinced that it had no action against Parker
because his activities dated prioD to the passage of the Zoning Law,
but that Andy Farness was definitely out of order and would have
to change location in order.to comply with village law. This he
agreed to.~o .wl~hin a reasonable time, 'or by Spring. The clerk
was instructed to write Mrs. Erickson to that effect.
By general agreement and without motion, the council authorized
action ~n the following matters:
1. A survey. ,of village insurance coverages with reference to
their equitable distribution among the different local
Agencies.
2. The council accepted, the de~ision o~othe Attorney General'
to tt%e..~ef_f.ect that ~tie village could ne.$ p~c~le~t~.gar~terke
and judges in excess of 60¢ per hour.
3. On written request from the school, it was agreed to clear
snow .from school .drive. waYs, following snowstorms (This before
bus operations) at-a.~oharge of'~.,~,..5..O0 per hour.. ,This-offer
of use of the villagec~eep was also extended to private
interests, for private purposes, a~ the same rate.

4. The clerk was empowered to contact Archie Stevens and the
American Legion, Post 398; for the purpose of ~ermi2~ing
the conduct of a Bingo Party at the Legion Hall, Saturday
Dec. 18th, 1.948.
5. It was agreed to withhold payment, of insurance bills pending
action ~t the meeting of Dec. 17th, inst.
6. Petitionars for Light and power extensions to Lots 47, 49, 50 &
51, Residentil Subdiv. "A", Auditor'a Subdivision No. 168, were
referred to the Interstate Power' Co. for attention.
7. It was agreed~to postpone action on a petition to close the
3.2% beer tavern'at Seton until the license was up for renewal
on July 1st, 1949. ·
8. It was 'agreed to table the matter of putting Thomas Platzer
on a monthly basis until the meeting of Dee. 1Vth
9. It was agreed that all employees turn in their time cards to
the clerk every month in order to qualify for their pay-check.
10. In connection with an increase in salary for the Liquor Store
manager,' it was proposed that the Liquor Committee work out
some incentive or bonus plan as a basis for an increase.
ll. On a report by Committeeman Pierce in connection with bad
checks held by the Liquor Store Management in exchange for
liquor, it was the agreement of the council that hereafter
all checks accepted by the store be properly identified.
10. In the matter of $10.00 due Mr. Hoefer for pipe, and $1.50
due the village'from him in connection with wee~-cutting,~
it was proposed that Hoefer be asked to see the clerk.
ll. It was~.agreed, between clerk and council, that:hereafter
publication of minutes of council proceedings be limited
strictly to legal requirements, i. e., publication of ordinances
and explahatory publication of all expenditures, with notice
that the'minutes of council proceedings are onffile with
the village clerk and ~en for inspection at any time.
12. The Mayor received the assurance of the council t~at it would
help in the recommending of persons for the appointments of:
Health Officers (Requirein~g 2; doctor and co~stable);
Zoning Board and Planning Board (5 eaOh); and Bldg. Inspector.
13. The council reviewed the report of Village Treasurer Edna Gooder
in 'its recommendations to the council to transfer monies.
from the Liquor Fund to all funds showing deficits.
14. Following a quotation by Attorney Wolner from Subsection l?,
Section 2A, 0rdi~ance No. 48, stating that no cars were. allowed
~ to park "within a distance of ten feet of the nearest railroad
track," Off£Cer SchWartz was instructed to i.ssue'tags to alt
definite violations.
15.
Acceptance of a T. B. Association Bond was ta~bled pending the
opinion of the village attorney as to the leoality of the action.

On a motion by Winkel, seconded by Alwin, the council authoriZed
payment of all hills exo.~pting those pertaining to insurance.
