MINUTES OF THE REGULAR ~IEETING OF THE MOUND VILLAGE COUNCIL HELD
J4,nuary 4th, 1949
were
Responding to roll-call at 8 P. M./~Iayor W. I. Davis, Councilmen
Pierce, Winkel, Alwin, and White, and btherwise presenb were
Village Treasurer Louise Huestis, and Deputy Treas. Edna Gooder
With the single exception of a correction in '~the Minutes of Dec.
14th in which the minutes were to read "Time cards to be turned in
every day," the Minutes of Dec. 14, 17th, and 30th were approved as
read, this on motions and seconds by Pierce and Winkel.
On a motion by Pierce all bills terminating the Year 1948 were to be
paid, with the exoeption of an item of $63~00 in a bill from the
Hennepin County Relief Board, payment of which was to be withheld
pending investigation as to village res~onsibility. This motion was
supported by ~inkel, the council carrying.
E~ter a discussion of old and unfinished business appertaining
primarily to the installation of a Republic Flow' Met?r, it was
finally agrbed to ihstAll the meter as part of the new business
of 1949, ~?d~d which would finally bring into operation the new
village pump No..3.
?Jith the intro~ucti.on of a new member of the council in Mr. Gene
White, who was replaci~ng A. S. Newcomb, the doNncil proceeded
with explanations by the Mayor to department heads and village
employes (Who had been invited to be present) with reference to the
Committee Organization of the Council covering every department of
the village, and how it was hoped to so co-ordinate Committee in-
structions and department routin~s through the help of the daily
time-card system, as to ~E~lerate the efficiency of every depart-
ment.. The council also agreed to give its full support to the
village police in the enforcement of village laws ahd regulations.
On a criti~is~m advanced by Pierce, it was also agreed to make police
supervision of the village more continuous, especially durin~ the
busy supper hour, by arranging to fill the gap between 5:JO ~. M.,
the closing hour of one officer, and 7 P. M. the opening hour of
the other.

for mag~uetic finder equipment to locate water main breaks as well
as water main valves, and a pipe pusher to facilitate the making of
water service connections. Bowers was referred to Councilman
Winkel foX, the preparation pf a more detailed report covering the
equip~ent and the cost, same to be acted upon at a later meeting.
Upon questions put to Alwin, it .was..di~cov. ered .that. .E~g~n. eer Arleigh'
Smith had supplied the village .with no plats showing the location
of Hain Valves in Project No. 8.

In connection with the Board of Health personnel, it was
recommended by the Eayor that all complaints as to sanitation
be referred directly to the police members~of the Board, and
that technical matters only be referre~ to Dr. ~i~kins; this
being for the purpose of speeding up enforcement of village
samitation laws.
The council received the report of police officer Adams, also his
recommendations, with reference to law enforcement in connection with
parking, right-angular parking on Dell Street, longside the ned 0wl Store
in order to conserve space, the difficulties and problems in con-
nection with parking on railroad property, and the need of more
parking signs. This report also drew observations~from members of
the council' with reference to village responsibility in connection
with. the deportment of Judges while holding traffic court. This
matter was to be referred to the.village attorney.
The council heard ~r. DUval of the Engineering firm of Tolz, King,
& Day with reference to engineering service for the coming Spring
and Summer. It was agreed by the council to consider the' matter
and to let ~,~r. Duval know.
~n reviewing the application of Douglas Bryce for a renewal of his
contract with the village in connection with village taxi service,
the council agreed to a stay of time in order to study the matter
more closely.
As collaborators with the council Park & Recreation Committee, the
whole making up a village Park Board, the council appointed the
following lay membership, i. e., Dale Nelson, Sheldon Boise, and
Rev. 0bert.Voll.
Appointments to the Village Planning & Zoning Board wam temporarily
tabled,, pending conferences with various business groups. This on
a motion by Pierce, Winkel supporting.
After a discussion of compensation for the village ~olice Dept., it
was moved by Pierce and seconded b~ White that the Day Police
receive $185.00 per month, plus $10.00 car allowance, and that the

nlg~t police receive $200.00 .pe~ month~, plus ~15.00 for car allowance.
It was moved by , lnLel and seconded by ?;hl,te toI .raise the salary of
%Valter Bowers fro~ ~200.00 per month to $215.00 per month
It was moved by Wi~_kel and seconded, by ?[hlte that Thomas Platzer
be put, on a monthly basis wlth a salary of' ~200'.00 per month.
After discussion, it was agreed by, the councll that 'Ninkel and
~ierce be cbnstitu~ed a commltt'ee to lnform J. C. Steln that, unless
he confbrm to boU~cll requirements in the performance of his dutles
his te~n of employment would end on April 1st, 1949. It was thereupon
moved by Pierce and seconded by ~,¥1nkel that Stein's salary be set
at ~S00.O0 per month for the months of January, February, and. I~Iarch.

It was recommsndsd by the Chair that Herbert Bly, the newly elected
kssessor, be appointed Building Inspector for the ensuing year snd
t~at ~is compensation be set at 60% of the Building Permit fee, i. e.,
~0% of $1.00 for the first $1,000.00 valuation, and ~0% of 75~ for
every additional $1,000.00 valuation of any new construction. This
was approve~d by the council.
Pierce presented the following resolution and moved its adoption:
RESOLVED, that Toltz, King, & Day, Engineers, be retained as
engineers for the Village of fees for which service ~ to be
~ound,
based on schedules published in the ~.~anual of the Ninnesota Associa-
tion of Professional Engineers, and that the contf~nuance of such an
arrangement be subject entirely to the discretion of the Nound
Village Council.
The motion being for the adoption of the above resolution, the
vote of 6he council was unanimous.
It was moved by Pierce, and seconded by Winke! that the State Bank
Of ~gound be designated as Village Repository for its funds for the
ensuing year and thattthe bank be reouired to furnish s~fficient
collateral to offset village deposites and that such~collateral
be deposited in the First Nat'l B~nk of ~.~inneapolis, ~,[innesota.
This meeting the approval of the Uitlag~ Treasurer, it was car~',ied
bY the council.
It was moved by Pierce that the Village Treasurer be bonded by some
Stock Company in th~ amount of $15,000.00. This was seconded by
,,~lt~ and carried.
~n a motion by vi~lnKel, supported by~Pie~rce, the council appointed
Herbert E. ~?olner as Vil!a~e Attorney for the year~1949.
After discussion, the clerk was instructed to preseht a break-down
of the tot~als of all tax supported funds for the year 1948, same
to be presented at the adJou?ned meeting of January DSth, 1949,
and to serve as a basis to dete~aine village financial needs for
the~ ~ensuing year~and to determine the amounts to be certified to
the County Auditor for collection

By general agreement and without motion, it was decided by the
council to provide bonds, initial and renewal, for all officials
oftthe Village where bonds are required,~ with/ the single
exception of the Village ~ssessor - and as was determined at the
re-organization meeting of January, 1948.
On a motion by Winkel, supported by Alwin, the council reappointed
Arthur Holmquist as Custodian of the Mound Union Cemetery
On a motion by Winkel, supported by Alwin, the cotmcil reappointed
Gilbert Blakstvedt as Caretaker:~of Notmd Union Cesetery and also
of .the Mound Village Park.
Pierce moved that. the compensation of the Village Treasurer should
be fixed at $50.00 per month. This was seconded by White, the
council carrying.
