Mayor Davis, Councilmen Winkel and Alwln responding to roll-call, ~(Councilman Plerge appearing later, and White being absent because of sickness) and the minutes of the Regular Meeting of January 4th, the Special Meeting of January 7th, and the Adjourned Regular Meeting of J~nuary 28th being approved as read, with the 'single exception of an addendum being attached to the minutes of Ja.nuary 28th presenting a .discussion of taxation for the year 1950 at that meeting, the Cou.ncil proceede~ with a hearing to Mrs Mabel Caughren of the .County Relief Office covering the~Rhode. Case in which circum- stances implied that responsibility rested with the City of Minneapolis. Although the case was now being carried by the Village of Mound, because of its urgencies add pending proper investigation, the council was assured that eventually the case would be properly placed.and reimbursement to the .village by Minneapolis should be requested. - Fire Chief Llsyd BowersLLpresented a letter addressed to the Mound Village Fire Dept. over the signature of Attorney James H, Hennessy of Minneapolis, and whlc$.stressed the settlement of the claim of Carl W. Wickland for damages done to his lawn during the J. P. Collins fire. The Clerk was authorized to send a transcript of the Hennessy letter to the appropriate insurance company in order to initiate the proper investigation and adjustment. Following a criticism by Chief Bowers of the Village Building Code in the light of State Law requirements and a consequent dis- cussion which stressed the need of a cdr:~nittee investigation, it was moved by Winkel that the council appoint H. E. Wolner as attorney and chairman, ~.V. Solstah~ as a building contractor, Lloyd Bowers as Fire Chief, the Village Building Inspector, a. nd a licensed plumber, the latter to be chosen by the committee, make up a.cemmittee of .five to .investigate the~needs.of the situation and to .report back.to the .council .at the,ear~tiest possible moment.- This .was seconded by Alwin, the council unanimously carrying. The %%~ii~rd a Mr. Hoag~of the Dixie.Tank.and.Bridge Co. with. refeFence .to reconditioning the village-water .tank,..which included- scaling, resetting of rivets, and ~the laying .of .an asphalt base line~g for the.inside, and a repainting.o~.the entire outside,-alt of this .t.Q come to .a cost of $550~00 and .to .be ~guaranteed for five year~... The .tank havXng been .reconditioned and pa~ted three years ago, the .council would 'not authorize any work,, but was-agreeable, to a tank inspection this .coming Spring in ~the presence .of an authorized vills~ge .r. epresentative. Vill~ 'Treasurer .Louise Huestis having .read her financial .r~port for ~he month of .January, 1949,. it was ~moved by ~Alwin, -and seconded by ~'i.2kel, that the same be approwed as read and that the Treasurer be p~rmitted to present her report in recap form rather than in the .form~previ~usly used. This was Carried .by .the council. On a.suggestion made by Assessor Bly, Attorney ~,Volner was authorized to inv. eatigate the possibilities of having ~a 'new and authentic village · map assembled out of material now 'on file with the County. Auditor; this .by general 'council agreement.' A resolution opDosin~ the passage of the proposed State Liquor Dis- oenssry Law and which was presented to the council for its aooroval and signature by liquor dealers was tabled for further cons!5, eratlon; this on a motion by V~l~kel, Alwin supporting. The. council heard a review of the opinion of Village Attorney Wo!ner with reference to the publication of a village financial report, whlch (Summarizing from a stenographic report) specified a detailed annual report of receipts and disbursements whenever monthly or e~ar%erly r'eports had not been forthcoming. Following discussion, it was the general agreement of the council that the Liquor Store I~anager's salary be raised to $~0.00 per m~nth beginning January 1st 1949. This was on a motion by Pierce, seconded by Winkel. ' On a motion by Winkel, seconded by Pierce, the council authorized payment of all 'village Bills with the single exception of the Cox Bros bill of $1,150.00 for t~e construction of Chlpman Avenue, which had been constructed minus the necessary culverts, and which was up for discussion at the adjourned regular meeting of Feb. 18th, 1949. ~.~Cayor Davis presented to the cotu~cil the resignation of Herbert ABly as Village Assessor and Building Inspector, same to take effect with the appointment of his successor and which had been necessitated · by his return to his job in the East. The matter.was tabled pending recommendations .as to a successor to be made at the adjourned meeting of February 18th. This on a motion by Pierce, Winkel supporting. Councilman Winkel~s report with reference to the wishes of Constable Adams to alternate the Day .... no Nii:4ht Shift with Schwartz and still retain the hi~jher pay was referre~ to the .~.Cayor for adjustment.
