April 5th, 1949.
Answering roll-call at this meeting were Mayor W. I..Davis, Council-
men Gene White, B. F. Winkel, and Ray F. Pierce, with LeRoy V. Alwin
present as clerk. Present, also, wa~ village attorney H. E. Wolner.
With the reading and approval of' the Einutes of March 8th & 19th,
anf~ with the revision of the Minutes of March ~6th in effect leaving
action with reference to the widening of the "Tin Shed" Alley to mere
8iscussion and without definite commitment,' the council proceeded
with a' hearing given to the Interstate Power Co. with reference to
a revision of the Electric Light and Power Franchise and as it
affects the private consumer. After a thorough discussion, it
was finally agreed that White, Alwin, and Wolner get' together and
check local rates with the r~tes of towns within the orbit of
Northern States Power, as well as with other town~ served,by
Interstate Power and report back at the council meeting of
May 3rd, 1949.
The council received a delegation in the persons of County Commissioner
Spencer Earl Ainsworth, County Highway Engineer Zimmerman, and a Mr.
Jensen with reference to the full width paving of a portion of Park
Ave. from its intersection with Central Ave., East for a distance
of five-hundred-and-eighty feet; this in connection with the paving
of' State Aid Highway No. 15, of which Park Ave is a portion, such
pavihg to eventually reach Wayzata and to make a Juncture with State
Highway No. 12. In this connection Councilman White pre~ented the
following resolution and moved its adoption; to wit:
BE ~T ?gSOLVED, pursuant to Section 434-°~8 of Minnesota Statutes,
that the Council of the Village of Mound, deeming it necessary and
expedient to pave and 6the~vise improve and add curb and gutter to
the street in' said village of Moun&, identified ~s Park Avenue,
runnin~ fromtthe intersection of Central Ave. eastward for a distance
of approximately 580 feet to a point 40 feet East of the East end
of the present Fire Hall a's now located and constructed, and to a
width over said areh of 52 feet from back to back of curb; said
paving to be of concrete construction, and to be carried out in con-
Junction with the Project of the County of Hennepin in the Paving of
'Alternate No. 15 running through said Village of Mound along the
street above mentioned.
BE IT FURTHER RESOLVED, that on the D3rd Day of April, 1949,
at ~ P. I,~'~. in the offices of the Village Council in the Villaf~e of
Mound, a hearing will be held for the purpose of determining the
advisability and desirability of effecting such improvement; and
that all partie~nintere~te~ in sai~ proposed improvement shall
aopear at said time and place to be heard in reference to the
propose4 improvement.
BE IT FURTHER RESOLVED, that the Clerk of the Village of L~ound
shall publish this resolution in the Minnetonka Pilot on the 7th
Day of April, 1949; and that the Clerk shall send copies of the
published resolution to all persons owning property abutting said
propose, d improvement.
Whites motion for adoption was seconded by Winkel, and the vote ~f
the council stood as follows: Pierce, Aye; '~finkel, Aye; White, A~e;
Alwin, Aye; and so the resolution stood adopted.

upon the outcome of a conference between councilman Ray Pierce
and Atheletic Coach Oscar Haddorf with regard to plans f~r the
summer.
A petition calling for the brushing out and grading of an alley
platted between Lots 9 AN~[ .3, Blk. ?, and between Lots ~ & 3 Blk.
1,~,~ound Terrace,wa~ presented to the council and then referred to
the clerk for a check as to whether the si~'~atures represented
at,~least 51% of the benefited frontage.
FolTowing~ a..~Isous-s-ion with re,fe~,enc, e .t.o procedure~ in connection with
the publication ~f village financial reports, and. it being discovered
that it co~ts the village more to publish the reports monthly, than
it does to publish a comprehensive Annual report, it was moved by
~ierce that .thei,~gDlication of monthly financial reports be dis-
continued, and that publication be limite~ to one comprehensive
annual financial report. This motion was seconded by White, the
council car:eying.
On a motion by Winkel, supported by White, the council authorized
