1949-05-03VILLAGE OF MOUND 997 ~[!NUTES OF THE PJ,,GULAR I~EETING OF THE I~iOUND V!~_LA~ ~ COUi'ICIL HELD D[ay 3rd, 1949. Respond. lng to roll call were Winkel, '.~hite, Pierce, and Alwin; Ifayor Davis appearing later. After the reading and approval of th~ minutes of the regu!ar meeting of April 5th and of the Hearing and m~eting of.Apri~ ~rd, the council, und,v~r the baton of cou~cilman Pierce, proceeded with a Hearing to the Great L'.orthern R. ~?.. Co. covering the paving and the laying of curb and gutter along Park Ave. over a dista~ce of 580 ft. The Great Northern was represe~'~ted by ~iessers ~7. E. Kelley a~5 J. Howard Evans of the G. N. tax department. As presented at this meeting, the railroad company was agree~ to stand its share of the cost for curb and gutter, since it represented a definite improvement of railroad property. However, it was cdntended that the D5 % of the cost of paving, that was to be borne locally, should be acce!oted by the village, since the benefit went to the public generally. The railroad company also made it clear that it expecte~ that portion of the Park Ave. Improvement fronta~5e bordering on railroad property that had been leased to the Village, would, be taken care of at vi!!a~e expense. The hearin!d concluded with the ass'urance to the raj!real compally that there would be anotl~er heari~'~:~ covering the mahter after~bids for the work had been let by the County. Tith reference to the removal of the 2Seton Crossing" from the Broderick Ave. intersection to a point approximately three-hu~dred (~00) feet furthe~ ~;Test, alon~f; the G. H. tracks, the council was assured that this was agreeable to the railroad company an~ that the railroad company stood re~ady to do its part as soon as the village took the initial steps. It was also agreed to take measures to preve.nt parking' closer than twelve feet from the railroad track at any stra~et intersection The c.ou~cil heard the En~ineer's Report covering the paving and the curb, gutter, and sidewalk installations for Ce'ntr~! Ave. from Dell Street North to the Villas? iimits. Discussion ceutered about a choice of paving mixes and cost differences as between limiting c~rb & gutter construction to Gran~ View Drive, or extend- in~:~ It to the vi!la~e lir~t~; The ~stim~tes:~pr'es~nte~:~W~rei~t~mite~ ~0 C~a~d~>'Eut%er Const~ction to Grand View Drive, with or without concrete gutter aprons, and presenting a difference as between ~8,800.00 and $~9,~00.00. It was the general agreement of the Co~cil that,, aacor~in~_~ to the wqrdin6 0f the petition, the overall~ cost of~ curb and gutter and sidewalk construction was to be assessed against .~rantage. ,It was generally a6ce~bed~ 1 thsit ~the paving of the straet was to be borne by the sta%e.~ In li~t ~of ~the abo. ve, t~e clerk was adthorized ~to ~draw ~up a resolution calling~for a hearing with reference {O'{h~ ~abO~e, ~ame to take ~lace ~h the village office in the e~en~ng ~Of~2 ~2~rd, 19~9, at S.
