Caug~aren of the Hennepin County Relief ..:~O y, ~ ' e .the general agreement of the co~ncll to accept the O~f~c , it was ~ ' case .for hospitalization, 'but not to 'assume the charges of. a psychiatrist · Present at the meeting was a repmesentative delegation of owners of Central Ave. frontage who protested the Central ~ve. develop- ment on the ground that it had gone beyond the te~-as 6f the petition and beyond the frontage limits .of the petition, and, for that .reason, it snoul ~ be tabled After hearing ar~:~um~mtm mostly opposing, it was finally moved by White that the resolution passed at the Adjourned IvIeetint~ of t,!ay 93rd, 1949, with reference to Black-Top paving, widening, leveling, drainage, curb & ~tter and sidewalk on Central Ave., from the intersection of Dell Street, North, to the Vi!la~e Limits, be r~e'.aind~d and that all petitions with reference to it be voided. This motion was seconded by Winkel, the council carrying. The council heard a delegation from the tax d~vision of the Great Northern R. R. Co. who presented the railroad's case in the Park ~'ve. widening and improvement over a distance of 5?0 ft., from th~ intersection with Central Ave. East to beyond the tin shed, or FiTe 'B~rn',' ~.nd' ~v~i'c'h' .lnvo.l~ed -t~e. co.n.structlon of curb & gutter, the laying of twe].ve f~et of the concrete pavement, of a fifty-two ft. width, and the sinking~ of approximately 440 ft of water mains. The delegation protested, the paying of a full assessment, by the Railroad Company, against a frontage of $40 ft, but was agreed to confer with the home office .o-n- t'h'e' ~a.yrne~ffs' o'f' o-n-e~f-o.t~t-h' of the over all cost, exclusive of watermains. This information was to come to the Clerk by $ohone an6 by letter. After a discussion, lead by l:~.r. Fottral of the interstate Power Co., with reference to the establishment of s "White Way" for the Village of l,~ound and its difficulties because of the lack of side streets and allies to cs:fy power lines, the council took up the matter of an electric rate increase ~,oreviously presented for council action and in the form of Vi!ta~e Ordinance No. After certain clari- L'ir Fottral, It was finally agreed by the fications present e..~Y council to accept ~he rate increases for a period of one year, beginning J,~ne 1st, 1949. This was put to motion by 1.,~r. ?finkel, and seconded by !.~r. White, the council carrying. Thus Ordinance No. became village law, and which follows as a part of these minutes. APPROVED 1949 th~ ?tllage of VILLAGE OF MOUND 1005 ~ae council heard the report of Vil!af:;e Engineer Feyder, of Toltz, Xing & Day,~ with reference to the Dell Street Improvement, involvfLn[~ the s%~olization of tlae road bed, -in spots, fronting along Koeh!er's Second Addition, the lengthening of existing culverts, the relocation of some hydrants and stop-boxes, the oartial st~_ii~[.htening out of road an~;les, some clearing, and the laying down of ~ inches of B!ack-~op; all of this at an e~timated cost of ~43,000.00, with only ~,~00 feet of taxable frontage, which, in the opinion of the report, was too excessive to be reasonably considered. The matter was referred to Street Commissioner Winkel for a scaling down to mere essentials and a reDort back to the council. Nei! U, annerud, consulting the council for permission to locate a trailer house in back of Rich's Barber Shop in the Pardee Bldg., was g~ven ~ermission for a period of six months. This on the motion' '~f.:~B~!F. ~i?inkel, supported by Gene Whlte, and carried by the council. Outside of permission to erect sRgns which conform t6 State Hi~;kway reeuirements, no commitments, were made to Mr. Quist, holding the Park Concession, until council members coul6 confer with councilman Pierce, who was absent.. On a motion by White, seconded by Winkel, the council authorized payment of ~100.00 to the Fire Dept. to cover convention expense. A resolution with reference to the Park Ave. paving, which should have 'app-e~red i.n. th.e. minutes of, Hay 93rd, 1949, was placed into the hands of the clerk for proper a].!oeation.
