1949-08-16VILLAGE OF MOUND NINUTES OF THE ADJOURNED REGULAR MEETING OF THE MOUND VILLAGE OOUNOIL Held August 16th, 1949. The purpose of this meeting was to receive and pass upon bids covering plumbing, heating, and sewage dis~posal for the Municipal Building, and in the purchase of a police car for the police dept. The meetin~ was also to pass resolutions to facilitate the paving operatioms on Park Avenue. Responding to roll-call at this meeting were Mayor W. I. Davis, and Councilmen Winkel, White, and Alwin. Councilman R. L. Pierce was absent for cause. T.he meeting proceeded with the following bids on Heating being opened'and read: ' Borman Heating C~. Of ~pls. i.$1,000.00 on specifications, ex- cepting chimney. $ 50.00 in cash enclosed. The Malacheski Heating' Co. Of Mo und '. '. . $1,154 on specifications, including chimney.. This bid was accompanied by a personal check ' in th~ amount of $ 56.00' The Bor~an Heating Co. bid was ~hort in its' coverage, for it did not include the cost of a vent or chimney;' The Malcheski bid was c6nteste~' 6n' the ground that it' was ~companied' by a personal ihstead of a certified cheek as' the bidding terms called for. It waa,' therefore, moved by Winkel, that' both of these bids be t~bled f~r future discussion. 'White' seconded' this motion, the e.~uncil'..Carrying. With relspect %0' plumbing, the following' bids were' opened and read': The B0rm~n C9.:...$ 900,00' $45'.00' in cash inclosed. Mo~nd Hdw. Co ..... g45.00' $17.25' inclosed by Cert. Chec~ The Borman' bid' included bringin~ the wat'er ~n' from the lot line, which' it understood as being the "B~llding Line," a term used in the specif'icat'ions. ~fter consultation with 'the' vllTage attorney and a clarification as to terms~ with 'respect ~o the' meaning of "Buildin~ Line'," which was technically int'erpreted to mean "the line of 'the' building on the lot~," the 'counelI was' assured that it could proceed and award the con'tract 'to the lowest bidder. It was, therefore, moved by White that the Mound Hardware Co. be awarded the work of installing the plumbing for the Municipal Building. This was seconded by Winkel, the council carrying. In the matter of Sewase Disposal: Lake Pumping Service proposed to d~ it for $1,675.00, including rock in the seepage bed, or drain. The bid was qualified by Certified~ Check. in. the. amqun, t .qf.$.~.75. L$oyd Gronberg offered to hold himself to specifications and furnish a septic system at a cost of $1,500.00. His bid enclosed a certified check in the amount.of.S7§.00 VILLAGE OF MOUND 102___~ It was the belief of a majority of the council that the septic drain as specified was too' elaborate for the immediate needs of the building, and, hence, too costly. The council, therefore, yielded to a su.ggestlon from the floor to call in t~e State Health Dept. ~o me~ke a sarvey and submit recommendations. The Clerk was, therefore, authorized to confer with the State Health Office. On a motionb by Winkel, White concurring, the council tabled all bids covering sewage disposal. The following bids were read covering the purchase of a police car: Finley Motor Co.: :'49 Ford, 8 Cylinder Motor, 600x16 Tires :for $1,597.25. This motion was supported by White and carried by~ the council. In view of the above, it wac moved by White that specifications for bids be lmprove, d as to detail and that there be a readvertisemen, t for bids on the heating of the MunEcipal Bldg and on the purchase of a police car, such advertisements to appear in the issues of the Minnetonka Pilot of August 18th and 25th, 1949. Winkel sec~ndeA this motion, the council carrying. In connection with the paving of Park Avenue, from its intersecti&n with Oentral Avenue, East, to the village limits, Councilman Winkel presented the following ResQlution and moved its adoption, to wit: RESOLVED, that, in order to facilitate the work of paving Park Avenue, from its ihtersection with Central Avenue, East, to the village limits, and in order to remove all hinderances and obstructions and possib le damage to this work, the area known as the village dump hwreby 'l~e / declared officially closed. BE IT .E~.RTHER .RESOLVED. ,TJt~T..ALL .T.RAF~I.C .WI. THIN THE AREA of the Park · Avenue Paving Operation, whether on foot, by automobile, or truck, be strictly prohibited, except such traffic as is necessitated by the work. BE IT ~WJRTHER RESOLVED that anyone found violating the provisions ~f this act shall be s~bJect to arrest and fine in an amount no greater than $10.00 (Ten Dollars) and no-less ~than .$~.GO .(T. wo .Dollar. s)~ .for any single offence. This act shall be in force and effect beginning this 16th Day of August, 1949, and shall continue in full force until the ~irst Day of October, VILLAGE OF MOUND 1949, when it shall automaticallynterminate. Councilman White seconding the motion' for adoption, the vote of the council stood as follows: Yeas, Winkel, White & Alwin. Nays, None. And so the Resolution stood adopted. As an act' of replacement in line with the foregoing, Councilman White presented the following as a motion for adoption: RESOLVED that, as an act subsidiary to the closing of the Park Ave. Village Dump as of this date, August 16th, 19~9, a new dump be opened, same to be located at thee alley terminus and angle Just East of the Village "Tin Shed" ,or Fir~ Barn. ,It is specifically to be understood, however, that the approach to this dump, temporary in nature, is to be along the alley only, i. e. traffic is to turn off Highway No. llO at Finley's Garage and follow the alley back of The American Legion Hall, the New Bus Depot, the ~Village Hall, etc, an~ is to return over .~he same ,route. Under no circumstances shall suoh traffic ~be ~allowed rto interfere with the paving operations on Park Ave. pW. SOLVED FURTHEr{ that this new dump be opened for dry dumpage only, and that und, er no .circumstances shall wet dumpage be allowed to be deposited, and that all dumping shall be done by prearrangement and with proper supervision. IT IS FURTHER RESOLVED that Under no circumstances shall the burning of refuse be allowed at .this new dump, and anyone found violating this, or any other provision of this Ordinance, or Resolution, sh~ll be guilty of a misdemeanor, and shall be fined One-Hundred Dollars ($100.00) and costs, or spend Ninety (90) Days in Jail. Winkel seconding the above motion, the vote of the council stood as folloWs: Yeas, Winkel, White, and Alwin. Nays, None. And so the resolution stood adopted. This business done, the meeting adjourned.
