MINUTES OF THE ADJOURNED MEETING OF THE MOUND VILLAGE COUNCIL HELD
' ~ September 19th, 1949.
Present were W. I. Davis, Winkel, and ~lwin, to constitute a quorum.
'Primar~ purpose of this meeting was to receive' and consider'
bids coveri.ng t~e installation of a sewage.disposal plant for the
village Municipal Building. No bids having been received or apoearing,.~
the meeting proceeded with ot~er matters.
The petition of Mr. Kane for an abatement of penalty for non-
payment of taxes was tabled to await the village attorney,s
opinion.
The CoumcK1 heard the personal report of Building Inspector
Martin covering infractions of the village zonimg law and building
code which he hoped to prosecute in the village int~st as soon
as he received a report from the v~llage attorney covering the
pertinent cases.
After a discussion originating with Mr. and Mrs. Aslakson with
respect to a unified Heal, Service for Hennepin County, the clerk was
instructed to indicate the undecided position of the council; that
it was intrinsically opposed to centralization, but that it was
open to commonsense and reason.
On the presentation of a petition calling for the improvement of a
through street along ghurch, Morgan, and Chase Avenues in the
village subdivision of Lakeside Park, the mhtter was referred
to the Clerk as to a verification of its meeting all legal
requirements, same to be ready for the Regular Eeeting of October
4th, 1949. -
Following discussion, the council was generally agreed to proceed
with the installation of mese~aSead~$po~at, op~amZems~e~ul~&a bSethe
.... State Health Department with the hope that it could get a downward
revision as %oothe size of the drainfield. Pending further inquiry,
the matter was-. tabled until the regular meeting of Oct. 4th, 1949.
After a report with respect to drainage for Dell Street, as presented
by Mr. Feyder of Toltz, King & Day, it was moved by Winkel that
Mr. Gilbert of the engineering firm be authorized to come out and
stake out the work and that the needed men be hi,ed to do the digging.
Alwin seconded this motion, the council carrying.
The council was agreed to a surveying and widening of Lakeview
Ave. to its full twenty feet; this in the village subdivision of
Seton. The council,was also assured that necessary steps would
be taken in co~mection with the condemnation and closing of the
Broderick Ave crossing and the opening of a new one abutting
upon Maplewood and Montclair Avenues.
The council heard and received the recommendations of Assessor
Harry Martin to take steps to make uniform and identical th~
assessment records of the county with those 'of the village with
respect t° streets platted b~t not in use, such as Marion $1ace
and Meadow Lane, and others. It was proposed that the council
pass a resolution to that effect. The matter was tabled.

by law effective July 1st, 19~9:

The motion for the adoption of the above resolution was seconded
by 5~. White; the vote on the motion w~s as follows: Pierce Aye,
White Aye, Winkel Aye, Davis Aye; Noes None, And so the Resolution
was adopted.
