Winkel and Pierce and 8olstad agreed to meet with Eidem and others

lake aopr°~ch that had fallen into disuse, such ~petition to con-
form to the regular legal requirements with reference to representing,.
,at tea~st ~fifty-one ~percent of affected frontage, thi~~ being ·
neQessary in order to make action of the council~ legal an~ binding. ·
It might entail a hearing. ·
After discussion it was agreed to table the matter of Budgeting
for the yea~ of 1900 until the meeting of Oct. 8th, 19~9.

Arleigh Smith presenting a bill. of 825.-00 for the staking out

MINUTES OF THE REGULAR MEETING OF THE MOUND VILLAGE COUNCIL ADJOURNED
From Oct 4th, to October 6th, 1949.

The primary purpose of this ~eeting was to consider the resignation
of A~sesaoP Mai%in an& to v~te the village funds for the year 1950.
Present at this meeting Were Davis, Winkel, White, and Pierce.
Alwin was absent for~ cause.
After reviewing the arguments and reasons justifying the resignation
of Assessor Martin and finally tabling the matter for a stay of
time, the meeting preceded~ with the consideration of funds for the
year 1950. Assessed valuations as a basis for ta~es were presented
as follows:

Attorney Wolner presented the statute g~ving amounts the ~lllage is
entitled to assess as follows: ~
1. 2% for general purposes.
2. The amount received in 194~ from Moneys & Credits tax levy in
1942 and as furnished b.y. clerk.
½ Mill for advertising (Not over $1,000.00)
4. i Mill for Firemen's Relief.
5. As needed for poor.
6. l0 Mills for Streets and Bridges.
7. 2 Mills for Parks.
For 19§0 and after, villages of ~,000 or under in the way of population
have a per capita limit of $50.00. Mound's population, figured on the
1940 census, is set at 1,11 ~, which makes the limit $55,650.00
Budget setup is as follows:

It was thereupon moved by .Winkel, and seconded by Pierce, that the village
budget ~or 1950 be set at $ ~5,000.00. This was carried.
Pierce presented and moved the adoption of an Amendment to Ordinance
annexing certain lands to the Village of Mound a0proved ~aturday, October
1st, 1949, - as follows:

transfer to the General Fund from the Liquor Fund of ~2,500.00 for
theY purchase of a Police Car, for accessori~ental of a two-way
radio, this latter to be for one year; and ~7~,200~o th~ Road Fund
in reimbursement for payment made for Road ~ra~,~the ~hole totallin~
