~,~!NUTES OF THE WATER NAIN ASSESS~.&~T HEARING HELD NOVE~.~BER 26th, 1949.
The hearing was called to order at t P. M. in the presence of Mayor
~,¥. I. Davis and ¥illage Trustees Winkel, Pierce, and White, and covered
the assessment levies under project 10, namely, ~/Yatemuain on Mound
Ave. - Central to Greene,~ Watermain on Park Ave. - Yale to Fernside;~
Watermain on Second Ave. - Park.to Lakewood;-Watermain on Lakewood -
Second to Third;~Wate~nain on Park Ave. - Marion Str., East.- Project
l0 also include~ the 441 ft. of~main installation on Park Ave from
Central Ave., East. '
There being no objections to the above assessment, Wi~el presented the
following Resolution and moved its adoption, to wit:
RESOLVED, that inasmuch as a proper hearing has been held covering
the Assessment Levies against~the frontage benefited under watermain
Project No. 10, and inasmuch as there has been no objection to the
assessment levies as presented,
NOW, THEREFORE be it resolved that the same he accepted and ~pread
over a period of ~ifteen Years at an interest rate of ~%.
Pierce seconding the motion.for adoption, 6he vote of the cquncil
stood as follows: Yeas, Winkel, Pierce, and White; Nays, None.
And so the resolution stood adopted.
As prelimimary to the undertakings of Project ll which found its
inception in a petitioned for street improvement and watermain
extensio~.alo~g~ ~hurch~ ~tr. ~ .Morgan.an~.Chase.Avenues~ in the Village
A. L. Subdiv. of Lsd:esidee~ark, the council gave ear to a petition
signed by Mrs Fred Leekley, L[r. Jesson, and I~r. Hennon and which
opposed the extension of the new street and watermain along Chase
to its intersection with Todd. After hearing opinions covering both
sides, it was finally moved by Winkel, secondSd by White, that the
matter be tabled until some more. timely, date.. ·This.was.carried.
This terminating the purpose of the meeting, the meeting gave itself
over to the informal discussion of other matters, after which it
adjourned. This on the motion of White, supported by Winkel.

The Meeting came to order at 8.05 P. I,~. with Davis, Pierce, and
~;~hite of the villa~'~e council presiding. 7[inkel was absent to
attend another meeting; Alwin a~peared later. The council room was
filled with~the Spring Park opposition. 0n the table in the hands
of the ~hair lay a Petition of Withdrawal from the original Petition
cgllin~ for snnextion, and to which were affixed most, if not all,
of the signatures that w~re attached to the Petition for Annexation.
After hearing discussions, mostly from the o~posltion, and it being .~'~"~ .' ,!;
evident from the tone of the meeting that the people of the area.
involved had not yet reached a point of decision and that many of the
petitioners were not even present at the hearing, it was moved by
?fhlte that the Hearing be adjourned to reconvene on January 9th,
1950, at 8. P. L% This was seconded by Pierce an~ carried by the
council.
The purpose of the meeting, to that extent, having been satis-
fied, the meeting adjourned. This on the motion of Pierce, White
su0porting. The time of adjournment was 9:30 P. M.
