Responding to roll-call w.er~Pierce, ?;hite and Alwin. Mayor Davis
aooea~ed later, as previously understood~,but.';;inkel was definitely
absent, for. cause.
The,Minutes of the Special Lfeeting of, November. lst~.of the Regular m
Meeting of November 8th, of the,ChaseAve,,Street,Extension Hearing
of November 26th, and of the Hearing ef,Deeember, gth, eovering the
annexation of that oortion of Auditor~s~Smbdivision,No. ~9 known as
Minnetonka~Park and Ska~ & Lindquist~s,Rese-Hill to the Village
of Mound~were read for approval, It was.thereupon moved by White
that~the,minutes of the meetings of Nev,~ls%~and,of-Nov. 8th be
approved-as.read.~ However, tha~ the minutes of Nov. 96th be re-
worded,so as to eliminate,a~ mention.ef~water~mains as being
included.as.part of the extension, or.improvement~ , ,Further, that
the~minutes of the Hearing~of December. Bib be revampt so as to
include the legal obse~a%ion that the,Viltage.Gouncil had no choice
but to act en the initial petition for.annexation, and that a second
petition~of~withdrawal could:~egally have.no wei~t in the co~cil's
decisions.,, ~This,was seconded by Pieree,and-carried,by,the council.
The[~ierk~r~orting on the Village Annuat Etect~on held Dec. 6th, 1949,
it was ,found that, out of a total vote ~of 'Five~H~ndred-Ninety (590)
the .distribution of votes cast was a f0II0Ws:' 'F0~ '~a~0~,%v. I. Davis
had .516,, ,no ,or, position; for councilman, H.~ A.' Bly had 351, B. F..%~inkel
had .3~6,..N...Fr~k Brakke had 39,~ Geo. B.' 'Lo'ckhgrt ~had '300, and Charles
~est-had .35.,~ ,For Justice of 'the Peace, ~GOrdo'n E, B~td0~f hsd 359,
and ~M...C,hs~rtes Kelley had 198. For Co, St'ab!e,' Jo~ ~g. Skinner had
38V,- and. James ,S. Adams had t78.' The 'ba!Io't~ 'slectsd 'two councilmen, ac~
ing .to th~eir vote, they being H.' A. Bly,' 'amd B. F. ~ginkel. Gordon

rein~%a%ement of James S. Adams as Vi!la~e' P01Ic~e~,~ hhd~ thee co~cil
having read Mr. Adam's own written appeal for reinstatement, the
council heard the personal appeals on Mr. Adam's behalf of Rev.
C. ~g. Fagerlln, of L[rs. Rubie Wilklns, of I~{r. Harry I~artin, and of
Mr. N. A. Cobb. The council's position rested upon a defense of the
respect and dimity of the Village Law Enforcement A~ency. After
a discussion and review of Mr Adam's years of faithful so,ice to
the village and his experience and ability as an officer, it was
moved by Alwin that ~r. Ad~s be reinstated. There bein~ no seconds
to support the motion, the matter was temporarily tablwd, for a
statement for action that would more clearly p~es&nt the position
of a majority of the council.
Thereupon Mr. %';hite moved that the suspension of Mr. Adams be contlnu~d,
that he be offered the opportunity of a Public Hearing, that, if
· he .does ,not 'want 'such 'a 'hearihg,' 'His '~Ssi~atlon be accepted as of
Dec. ~lst, 1949. Pierce seconding this motion, the vote of the
council stood as follows: Yeas, Pierce, ~,Thite and Alwin. Nayes, None.
0n a motion by Pierce, White supporting, the council authorized
