The meeting wa~ called to order at 1:40 by l.~ayor Davis.
Present were ]~:essrs. Bly, Winkel, White, Davis and Pierce.
Dr. Davis, reported on his and ~r. Bly'~ conference with ;Ir. Harry
Mar~in regarding the position ,of vilia~e manager, that ~. ~lartin ex-
piained his' reasons for including the paragraph concerning the" appoint-
men~ of the village attorney~ as follows:
1. He feel~ that the village would save monet by u~inE the services
of th~ Lea~ae of Hinnesota !~unicipalities and the Attorney General's
Office for general legal guidance concerning village needs.
Z. It se~med important to him to know in. s~dvance of his acceptance
of the position that ~he council would approve of his consulting any
attorney with offices in i,[ound, when he found it necessary to obtain
leg.al assistance other than specified above.
He therefore declined to delete the paragraph in question~
Dr. Davis requested that -the letter f~-om ~r. '~artin and his own supple-
mentary report be made a part of the minutes.
Following discussion, motion was made by Hr. v~ite, seconded by
Winkel, that the council withdraw its offer to ~. Hartin of the posi-
tion of Village }~[anager, b~cause he has not deleted from his letter of
~cceptance th~ paragraph which the council had requested be deleted.
Carried unanimously.
?Iotion was made by !-Ir. Bly, seconded by ~r. ~ite, that the Citizens
Committee be re'~uested, to. continue to Give the council their assistance;
that they ~ive further study to the applications which have been re-
ceived and ~o any others which may hereafter come in~ and tha~ they
increa~ their n~ber by th~ addition of two or three more members as
~ugj~ted by the council; and that they recommend to the co,oil their
selection by m?~jority vote of the thre~ or four best ~u~llfied appli-
cants so Zhat the co,oil mau mak~ their own e~lection at as early a
tim~ as po~-ible. Carried.
The following additional members of the comr~itte~ wer~ sugue~t~d:

lfotion was made by ~r. ?ierc~, second~d by !ir. Winkel, theft in order
that the busin.oss of the vill:~:se may be carried on with:ut interruption
pending the appointment of the village manager, ~.Ms. Edna Gooder ~
appointed Acting Clerk, with power to perform all duties ordinarily
delegated to the Vil~oe Clez'k ~der the law, with compensation at the
rate of ~jSO0.O0 per month, and with the power to reco~.end the employ-
~m~nZ of such added clerical assistance a~ ~he deems necessary Zo
properly diecharg~ thos~ duties. Carried Unanimously.
It w=s agreed that i[rs. ~o...d~r would be bonded; this to be taken care
of by ~he Insurance Committee.
Dr. Davi~ re~iuested that the council allow deferment of committee
api~,ointmonts fo,' a time, and in the meantime a~ked Hr. Bly to serve

on Zhe committees wher~ ;!=. A!win had served - namely the Police,
~.ncl the Poor or Relief Corm~itte~. ;~r. ~hite e.~reed to work with
!~r. Bly on the Police Committee.

reoard to the State Bank .of 7~ound, officis. 1 depository for v~_lao~
funds one stipulation is ~s?_e that colls~ters~l shall cover the
