Regular meeting of ~ound Village Council was held ~ebruary ?t~h, 1950,
with Trustees Pierce, Winkel, White and Bly present ~a~or Davis
present but was called away, and meeting was called to order by

Bly and second by ~.~. Vinkel.

Discussion of project :':':10 and Park.~ve. It was found that these
csmnot be ~p~ead to be collected this year. Ordered certified to
the County Auditor, s. nd iD_'. Bly agreed to take care of delivery of
assessment roll . ~
Letter read from :.~_~. Alwin requesting reimbursement for expenses, in
the form of car repairs. After discussion, it was decided this
could not be done, and Clerk to be directed 'to write to ;~r. ~lwin
to this effect.
After discussion of insurance policy on the ~unicipal bu~.~dmn~,
five year premium on which had formerly been paid in one arum, motion
ws, s ma~e ,by ~'...ir. White, seconded by Hr. Winkel, and carz'ied, that
this paTment be made in four payments plus an extra !')9.00 added
for the privilege of paying in this way, in order ths~t the expense
can be budgeted more easily.
~ Recommendation co~eidered, to manager that other insurance premiums
be budgeted in this way, %,here possible.
FIN~_NCE~ - ~-r. Bly bs~t prepared figures on the de, ficits in the
General and ~qoad funds, and explained to the council the resolu-
tions he proposed to make in ord®r to put the village finances i~
order for the next two or three months; and after his-explanation
and discussion of same, the following resolution was offered by
Hr. Bly, who moved its adoption:
"RESOLVED, that the Treasurer be instructed to make the
following transfers of moneys in the Liquor Fund: To the
Road Fund the s~mm of '-'"14,000.00, and to the Gener¢.l Fund
the stur~ of ~'?$,000.00."
The motion v~ss seconded by I'~.r. White; and. the vote on the motion
was ?s follows: Yeas, Winkel, Bly, Pierce, Fhite; lfoee, none.
offered the following resolution and moved its adoption:
"WHEREAS, the Village of ~(ound is confronted with the
situation of having insufficient fzmds in the General
?und and in the Road s-~_~, Brid~e Fund, and Park F~md,
~.,hil~ at the s~.me ti~e it has unnecessary funds in the
Permanent Imp_ovem~nt Revo!v~:~,g ~nd on ~.~=ch it iR
payin$ interest ~o~e~oney borrowed to create such fund; and,

3, 1950 rendered his opinion that surplus moneys in the Permanent
Improvement Revolving fund might ~ temporarily transferred to the

,~-~ow~. ~,~.,, it is necessary to remove the deficits in the ~,~ner~l~ ~ Fund
and the Road & B~idge ~nd in order to'avoid the payment of inte:'est

which would not b~ paid fo~~ want of funds~ and,

be requested.

IvIr. Pierce stated that on some insurance ~o!icles where they are
wrltten by an a~ency i~ the vll!ase, a part of the premi~ ls returned
to the ¥1~lage Flre Dep]%., and[ that this £ac% should. ~-n some way be
publicized. The matter was to be checked on for future reference.
Mr. ~Volner was asked to ad~?~.se the Councll of the status of Gordon
Batdorf, whether or not he defaulted by not certifying his acceptance
within a stated period.
~[r. Bly re~:orted that ~r. Storey and bls fatally would arrlve Thursday
or Friday.
