November 7, 1950. Regular meeting called to order by Mr. White.
Councilmen White, ?ie~ce, Winkel and Bly present. Mayo~ Davis expected.
Minutes of October 3, 16 and 23 meetings read. Motion by Pierce,
second by Winkel to approve~ as read. Carried. Drl Davis arrived.
Discussion of the 1951 budget. Entire budget read by manager and
various items were explained more fully after questions.
MOTION by White that the manager be authorized to purchase two
acres of land i~m~ediately adjoining the Mound cemetery on the
east at a purchase price not to exceed $500. an acre. Second by
Winkel. Ca~ried. Formal acceptance of the budget deferred to
sn adjourned ~eeting.
Th~ manager read a proposal ~or a bond issue for road imp-
rovements to be put on the December ballot. Cost figures arrived
at after consultation with Harry Holmstrom, engineer for the Rep~
ub~ic Creosoting Co. of St. Louis Park. 12 miles of village streets
to be black-topped for $5400. per mile using~villag~ personnel and
equipment. Engineering--S8,000., culverts--S2600., equipment
$6600., and seal coat ~ver~. three yea~s for ten-year period-
$18,000. for $100,000. total. Lengthy discussion followed.
RESOLUTION off,red by Pierce:
WHEREAS, the streets and roads in the village of Mound, County of
Hennepin and State of Minnesota a~e in need of iNn~ediate repair
and improvement, and,
WHERE~S, the cost of such repair and improvement will approximate
the sum of $116,200., and,
WHERE~S, the repair and improve~ nt of the streets and roads in
said village shoul~ be borne by the general taxpayers and the
benefited frontage,
now, Therefore, BE IT RESOLVED, that the proposition as to whether
or not the Village of Mound shall issue bonds in the amount of
$100,000. for the improvement and ~epair of streets and roads in said
village be submitted to t~ electors of said village at the next
annaml~village election to be held on the 5th da~ of December, 1950,
BE IT FURTHER RESOLVED, that the said issue of Improvement Bonds
shall be retired over a period of ten years in the smount of
$10,000. plus interest, each yea~ commencing in the year 1952, and
that the cost of retiring such obligation shall be borne by the
taxpayers in the Village of Mound generally, and the said bond
issue shall be a general obligation of said village. In addition,
twenty-five per cent (25%) of the cost of surfacing shall be borne
by the benefiting frontage~
BE IT FURTHER RESOLVED, that the manager of the Village of Mound
be, and he is hereby, authorized to prepare the necessary notice
of election on such bond issue, and to prepare the necessary
ballots therefore, and to do all things required to effectuate
a valid election on such proposition. Second by White.
VOTE--AYES--Winkel, Davis, Pierce, and White. No--Bly.
Mr. Bly opposed t~B proposition because of the short time
left before the election~in which to publicize the bond issue
and uaint the citizens of the facts involved.

Pierce called the attention of the council to the antiNuated
ordinanee e~m~e~ing non-intoxicating malt liquors and suggested
that the por$fon requiring ~It~en a~proval of a majority of all
property owners within 1000 f~et be eliminated since it should be
the decision of the council as to who should have a license. S
Suggested by Mayor Davis that Mr. Wolner make a recommendation.

VILLAGE OF MOUND
November 14, 1950. Adjourned meeting called to order at 8:05 p.m.
by Mayor Davis. White, Pierce, Winkel and Blv present. Village
Attorney Wolner, Manager Storey and Harold Moody of Juran mud Moody,
municipal investments, also in attendance.
Mr. Moody had been invited to give the council some expert
opinion on municipal bonds. He advised the council to get the
sentiment of the people by putting the road improvement bond
issue on the ballot but to proceed under the special assessment
feature of the Village Code in issuing the bonds and thereby
remain under the 10% net indebtedness of the assessed valuation
as required by statute. The interest rate would be the same
but the village would have all its bonds available for trust
funds in the future in case of a sewage disposal plant or some
other big project.
A delegation opposing the proposed "On Sale" Liquor Store
was present to express disapproval of the plan.
MOTION bv Pierce that adoption of the 1951 budget be postponed
until after the Dec. 5 election. Second by White. Carried.
