1950-12-06VILLAGE OF MOUND i239 Dec. 6, 1950 Regular meeting called to order by Acting Mayor White. Councilmen Blv and Winkel present. Mayor Davis and Council- man Pierce absent for Cause. Resolution to postpone reading of minutes~of November 7 and 14, 1950, meetings bo adjourned .meeting later this month was offere~ by Bly. Second by White. Carried unanimously. Discussion of proposed budget followed. Items taken into consideration were~ influence of annexation proceedings upon budget, reminder bv Bly that budget need not contain utility funds, possibility of leaving out funds where both income and expenditures were impossible to predict accurately--liquor fund, and contingent fund for the water department to cover emergency expenditures for rapairing water main breaks. No final action taken on budget. Posslbilit~ of extension of rent control followed. Winkel offered a resolution to extend rent control in Mound: WHEREAS, IN view of the national emergency and preparedness program, continued rent controls will be required beyond December 31, 1950, in the Village of Mound: NOW, THEREFORE, BE IT RESOLVED by the Village Council, State of Minnesota, as follows: (1) Pursuant to the Housing and Rent Act of 1950, Public Law 574, 81st Congress, Chapter 35~, Second Session, it is hereby declared that a shortage of rental housing accomodations exists which requires the continuation of rent control in said village of Mound. (2) The Village manager be and he is hereby directed to transmit a certified copy of this resolution to the Office of the Housing Expediter, Tighe Woods, Washington 25, D.C. (Dated this 6th day of December, 1950) Sedond by Bly. Approved unanimously. Certificates of Indebtedness for fire department equipment discussed. No bids were received in reply to the advertisement printed in the PILOT. The council authorized the manager to sell the certificates to the State B~nk of Mound, or to the P.I.R. Fund if this was permissable. Motion made by Winkel, second by Bly that the following bills be paid: (Dec. 6 bills follow Nov. 7 minutes--below are bills approved for payment on Dec. 6, 1950.) MOVED by Winkel that the election results as reported by the election judges be adopted: 697 votes were cast on an extremely cold, snow-filled day. ~ proposal to issue $100,000. in bonds for street improve- ments was turned down, 444 to 225.
