The Mound Housing and Redevelopment Authority in and for the City of Mound,
Minnesota, met in regular session on Tuesday, July 24, 2007 at 7:25 p.m. in the
council chambers of city hall.
Members present: Chair Mark Hanus; Commissioners David Osmek and John
Beise
Members absent: Commissioners Mike Specht and Greg Skinner
Others present: Executive Director Kandis Hanson, City Clerk Bonnie Ritter,
Community Development Director Sarah Smith, Cindy Reiter
1. Open meeting
Chair Hanus called the meeting to order at 7:25 p.m.
2. Approve agenda
MOTION by Beise, seconded by Osmek to approve the agenda. All voted in
favor. Motion carried.
3. Approve minutes
MOTION by Beise, seconded by Hanus to approve the minutes of the July 10,
2007 regular meeting. All voted in favor. Motion carried.
4. Indian Knoll Manager's Monthly Report
Cindy Reiter presented the monthly report as follows:

C. Review of bills paid: MOTION by Osmek, seconded by Beise to
approve the payment of bills for June 2007.

Re: Removal of 2354 Wilshire Blvd parcel (PID No. 13-117-24-34-0022) from Mound
TIF District 1-2.
SUMMARY. As the HRA maybe aware, the Mound City Council approved a resolution in
2004 which approved a subdivision exemption to split of Lot 3 from original PID No. 13-117-
24-34-0086 (LOTS 3 THRU 15 /NCL BLK 2 INCL ADJ % OF VAC ALLEY, SHIRLEY
HILLS, UNIT F) owned by Frontier so it combined with the adjacent property located at
2354 Wilshire Boulevard owned by Penguin Rocks LLC (Peter Norton..) The "new" PID for
Lot 3 is 13-117-24-34-0116.
As the 2354 Wilshire Boulevard property (Lots 1 and 2) was located in TIF District 1-2, and
Lot 3, which was part of the larger Frontier parcel was not, Hennepin County was not able to
combine the lots as required by the resolution. Members are advised that Staff was
previously notified of this issue and recommended that the owner wait until such time as the
new MHR TIF District was created as it was discussed that the parcel may be removed as part
of this process which did not occur. Therefore, this action is being now being undertaken as a
separate process as the applicant is pursuing a possible building construction/site enhancement
project, which involves both parcel(s).
Based on the review by the City Attorney, this task can be accomplished by adoption of a
resolution by the HRA which removes Lots 1 and 2 from District 1-2 which would then allow
the lots to be combined at Hennepin County. Members are advised that removal of the
subject parcel has been reviewed by Sid Inman of Ehlers who determined that there are no
impacts to the qualification of the district in the event it is removed.

RESOLUTION MODIFYING TAX INCREMENT DISTRICT
BY THE ELIMINATION OF PARCEL THEREFROM
BE IT RESOLVED, by the Housing and Redevelopment Authority in and for the City of
Mound, Minnesota as follows:
1. Redevelopment Tax Increment Financing District No. 1-2 is hereby modified by
eliminating therefrom the following parcel of land, to wit:
Lots 1 and 2, Block 2, Shirley Hills, Unit F, Hennepin County, Minnesota
(PID No. 13-117-24-34-0022)
2. The current net tax capacity of the parcel equals or exceeds the original net tax
capacity of the area of land comprising the parcel.
3. The Finance Director of the City of Mound is hereby authorized and directed to
provide the County Auditor with all information and documents necessary to carry out the
objectives of this resolution.
