The Housing and Redevelopment Authority of the City of Mound, Hennepin County,
Minnesota, met in a regular session on Tuesday, November 9, 1999, at 7:00 p. m. , in the
Council Chambers at 5341 Maywood Road, in said City.
Those present: Mayor Pat Meisel; Councilmembers Andrea Ahrens, Bob Brown, Mark
Hanus, and Leah Weycker; Acting City Manager Fran Clark; City Attorney John Dean; and
Secretary Sue McCulloch.
Mayor Meisel called the meeting to order at 7:03 p. m.
1~(1 APPROVAL OF MINUTES OF OCTOBER 26. 1999.
Councilmember Weycker stated on page 3705, Section 1.1, lines 13 and 14 should read as
follows: agreement or a contract for private redevelopment; and (5) the assistance available
under the Agreement has to be equivalent or less than the anticipated relocation benefit
would be due.
Councilmember Hanus stated page 3706, fourth paragraph, lines 5 and 6 should read as
follows: the costs will not be as high as if they were occupied. The property owner will
• save monies of wear and tear on the buildings under the Rent Forbearance Agreement.
MOTION by Ahrens, seconded by Hanus, to accept the minutes as amended
above. The vote was unanimously in favor. Motion carried. 5-0.
1.1 ESTABLISH DATE FOR TOINT HRA/CITY COUNCIL PUBLIC HEARING
ON BUSINESS SUBSIDY POLICY.
There was discussion with the councilmembers that December 14, 1999, would possibly be
considered the last City Council meeting for the year.
Councilmember Brown stated the November 23, 1999, City Council meeting would be
consumed with the public hearing regarding the Comprehensive Plan. There appeared to be
no other date to have this public hearing regarding a business subsidy policy than December
14, 1999.
MOTION by Ahrens, seconded by Weycker, to hold the public hearing regarding
Business Subsidy Policy on December 14, 1999. The vote was unanimously in
favor. Motion carried. 5-0.
0.2 CONFIRM EXPENDITURES FOR PHASE II ENVIRONMENTAL
INVESTI ATION FOR BALBOA CENTER PROPERTIES.

• Mayor Meisel stated she thought this phase of the Balboa Center would be a conscientious
effort by the Housing and Redevelopment Board to have the soil testing performed by a
private individual. She is cautioned by the cost of the testing, but still deems it appropriate.
Councilmember Hanus asked what information exists that can verify the $17,000 amount for
this soil testing. He stated this amount appears to be an extraordinary amount.
The City Attorney stated the cost arises from potential contamination that exists on the site.
He stated this contractor is not only doing a wood test, but multiple tests that are much more
complex. This testing is call geotechnical analysis. The City Attorney stated this fee is
competitive with other labs.
Councilmember Hanus restated the cost is due to the multiple chemicals that are being tested,
not the normal boring tests that have occurred at other sites.
The City Attorney stated there would be difficulties in the boring tests as well because right
now the City does not know where the buildings are going to be positioned on the property.
Councilmember Hanus stated if contamination is located, than the City could possibly move
the project elsewhere.
• Councilmember Weycker asked if the City could still back out of the agreement if the
testing was not found favorable to the City of Mound. The City Attorney stated this was a
possible scenario.
The City Attorney stated when the results of the testing has occurred, at that same time, we
would know where Hasbro, Inc. it at with the agreement.
Councilmember Hanus asked if the costs of the testing could be recoverable if the Hasbro,
Inc.'s agreement is signed. The City Attorney stated they would be.
Mayor Meisel stated, and Ahrens agreed, even though there is great cost in the testing, this
phase of the project should be accomplished.
MOTION by Ahrens, seconded by Weycker, to confirm the expenditures for the
phase II environmental investigation for the Balboa Center. The vote was
unanimously in favor. Motion carried. 5-0.

MOTION by Hanus, seconded by Brown, to adjourn the meeting at 7:15 p.m.
The vote was unanimously in favor. Motion carried. 5-0.
