MINUTES OF REGULAR MEETING, February 9, 1953
Meeting was called to order in the Village Office at 8:00
P.M. Present were Mayor Behmler, Trustees Pierce, Livingston~
and Wenkstern, and Manager Leikvold.
The minutes of the Regular Meeting of January 5, 1953 and
Adjourned Regular Meetings of January 12 and January 19 were
read. Livingston moved to ammend the minutes on the Adoption
of the Budget under General Fund, Personal Services, to read
$5,780 in place of $5,880; and Other Expenses to read $8,050
in place of $7,950- Wenkstern seconded, and it was passed
unanimously- Pierce moved to accept the minutes as amended.
Livingston seconded, and it was passed unanimously.
Pierce made a motion, Wenkstern seconded, and it was passed
unanimously to pay the following bills where funds are available:

Livingston asked the Manager to check to see if the insurance
on the Liquor 'Stock could be reduced. Pierce wished a check made
to see when the radio costs are comi~ down. He understood they
were to diminish after the first year.
Pierce moved, Wenkstern seconded, and it was unanimously car-
ried to grant the following building permits:

L. P. Brechet and John All appeared on behalf of the citizens
along Cooks Bay, complaining about the operation of the Casino.
They requested a hearing so that both sides ~ould have a fair
chance to be heard. The Council decided on the 4th Monday in March
the 23rd) for the hearing. Mr. Brechet said he would donate
50.00 toward any non-profit organization taking over the pavilion,
and he was sure the other neighbors would match this amount. Mr.
All, being present, said he would.
Livingston moved, Wenkstern seconded, and it was unanimously
carried to transfer $100 from the Liquor Fund to Project #6.
The following motion was offered by Wenkstern and seconded

by Pierce:
WHEREAS Ed J. Behmler did on the 12th day of January, 1953,
tender his formal resignation as elected trustee of the Village
of Mound to the Village Council of the Village of Mound to
become effective when that body accepted the same, and
WHEREAS the Village Council did on the 12th day of January,
1953, by formal Resolution, passed by unanimous vote of the
Council members present, receipt for and accept the resignation
of Ed. J. Behmler, and did then and therel.by Resolution declare
that a vacancy did exist in the elective office of Trustee of
the Village of Mound, and
WHEREAS the Village Council of the Village of Mound is
authorized and empowered to fill the same vacancy for the re-
mainder of the vacated term by appointing a successor, now
therefore
BE IT RESOLVED that Raymond N. Litts be and is herewith
appointed Trustee and Member of the Village COuncil of MOUnd, with
his. term expiring December 31, 1954. '
On a roll call vote on the adoption of the Resolution,
the vote was as follows: Pierce (Yea), Livingston(Yea),
Wenkstern (Yea), Behmler (Yea).
Mr. Litts was contacted and informed of the Council's
action, and showed his acceptance by appearing at the Village
Office. He was administered the Oath of Office and took pert
in the meeting thereafter.
Liv$~gston moved, Pierce seconded, and it was unanimously
carried that the Manager be instructed to deposit $15,000 in
a Certificate of Deposit for a period of six months provided
that he would have the right to withdraw it after three months,
foregoing not more than one percent of the interest.
Wenkstern moved, Livingston seconded, and it was unani-
mously carried that the Village books be audited, the time
and type dependent upon further investigation.
Livingston moved to transfer $475.00 from the Liquor
Fund to Morgan Avenue to pay back the money loaned to this
project from the P.I.R. Fund. Wenkstern seconded, and the
resolution was carried.
Manager Leikvold outlined a road oiling program which
could be started in the Village. Pierce moved that the
Manager be instructed to proceed with what he considered the
best road program for Mound. Wenkstern seconded, and it was
passed unanimously.
Leikvold recommended the appointment of William J.
Kelly as Village Attorney. Livingston moved that the Council
turn down Leikvold's rec~wendation. Wenkstern seconded,
and the vote on the resolution was as follows: Wenkstern (yea), ~

Livingston (Yea), Litts (Yea), Pierce (Nay). The Manager then
recommended the apointment of Bonham and Kavanagh as our Village
Attorney. Livingston moved, Litts seconded that the Council
approve the recommendation of the Manager. The vote on the re-
sol',~tion was as follows: Livingston (Yea), Litts (Yea), Pierce
, (Nay),, ~Be~hmler (Yea).
Livingston moved we advertise fo~ a new police ca~, the ca~
to be a police special. Pierce seconded, and it was c~ried
unanimously ·
The Manage~ reco~ended that Charles ~ittake~ and Ronald
David be given a $10.00 a month increase in wages. Wenkste~n
moved, and Pierce seconded t~t the Manager's ~eco~endation be
followed. The vote on the resolution was as follows: ~e~ste~n
(Yea), Pierce (Yea), Litts (Yea), Livingston (Nay).
On motion duly made, seconded, and carried ~nanim~sly, the
