MINUTES OF REGULAR MEETING, APRIL
13, 1953
Meeting called to order in the Village Office at 8:00 P.M.
Present were Mayor Behmler, Trustees Livingston, Pierce, and
Wenkstern, Attorneys Bonham & Kavanagh and Manager Leikvold.
Trustee Litts absent.
Minutes of the regular meeting, March 9th, and minutes of
Hearing held March 23 were read. Livingston moved, Pierce seconded
and it was unanimously carried to accept the minutes as read.
Pierce moved, ~Livingston seconded, and it was passed unani-
mously to pay the following bills where funds are available:

?ierce moved, Wenkstern seconded, and it was unanimously
carried to approve the following building permits:

A representative from the Interstate Power Company presented
facts and figures on a White Way for Mound, and also requested a
new 25-year franchise. The Council is in favor of the White Way,
but financing it would be the deciding factor. Walter G. Olson,
representative from the Chamber of Commerce, was to report back to
to the Council after bringing it up to the Chamber again this week,
and possibly the two could work together.
Leikvold reported the following bids for Police Car:

Pierce moved, Livingston seconded, and it was unanimously
carried that the bid of Piche Chevrolet Company in the amount of
$1,519.00 for a police car be accepted and all other bids be
returned.
Pierce moved, Livingston seconded, and it was unanimously
carried to sell the police car we now have to Minneapolis Motor
Mart for~OO.O0.
Manager Leikvold reported that Anchor Casualty Company has
given the Village a binder on Civil Liability for the liquor
store in the amount of 25,000/50,000 pending acceptance of the
Village Council. The cost will be $14.86 for the remainder of
the policy, w~ich runs out in September, and it will cost approxi-
mately $30 per year. Wenkstern moved, Livingston seconded, and
it was unanimously carried to accept this binder.
Attorney Bonham reported the following on the operation of

the Casino:
(1) %~at thev were doing before January 8, 1952, thew can
still do.
(2) If they have increased since then, they will have to
come before the Council and receive special permit.
(3) Someone should make an investigation to determine the
facts.
(4) The Council should determine the use and limitations.
(5) The Council may grant, may deny, or may partially grant
or deny, or restrict.
Pierce moved, Livingston seconded, and it was unanimously
carried that a letter should be drawn up and sent to the Spokesman
for the Petitioners and to the Casino Inc. This letter should
attempt to strike a happy medium, and should be answered within
the next two weeks with reaction to contemplated restrictions
according to the following:
(1) Dancing according to Ordinance.
(2) Power Boats - Operate to 7:00 p.m. daily.
Operate with limited throttle until 300
yds out in lake. Same on return.
(3) Wa~er S~iZng School - None on Saturday and Sunday.
Other days: 9:00 to ll:00 a.m.
2:00 to 4:00 p.m.
Wenkstern offered the following resolution and moved its
adoption:
WHEREAS, The Village Council of the Village of Mound, Hennepin
County, Minnesota, has received from the County Auditor of Hennepin
County, Minnesota, a list of lands in said village which became
the property of the State of Minnesota under the provisions of law
declaring the forfeiture of lands to the State for non-paw~nent of
taxes, which said list has been designated as List 362 C; and
WHEREAS, each parcel of land described in said list has here-
tofore been classified by the Board of County Commissioners of
Hennepin County, Minnesota as non-conservation land and the sale
thereof has heretofore been authorized by said Board of County
Commissioners:
NOW, THEREFORE, BE IT RESOLVED, by said Village Council, act-
ing pursuant to Minnesota Statutes for 1945, Section 282.01, that
the said classification by said Board of County Commissioners of
each parcel of land described in said list as non-conservation land
be and the same is hereby approved and that the sale of each such
parcel of land be and the same is hereby approved.
The question was on the adoption of the resolution and the roll
being called, there were 4 Yeas and 0 Nays, as follows: Wenk-
stern Yea, Livingston Yea, Pierce Yea, Behmler Yea.

Pierce moved, Livingston seconded, and it was carried 'unani-
mously that very serious thought should be given to Garbage

Disposal. Possibilities should be investigated as soon as possible.
In regard to Sewage Disposal, Livingston made the suggestion
that the University does a lot of work of this kind. We should get
all the information we can, pamphlets, experience of other towns,
Golden Valley, Crystal and others.

Manager Leikvold asked for authority to do something about the
dogs running in the Village. It was decided that the Attoroev
should draft an amendment to Ordinance #25, whereby~.a pound,could
be designated and provision made for the keep and disposition of
unlicensed dogs.
On motion made by Pierce, seconded by Wenkstern and unanimously
carried, the meeting adjourned at 12:00 P.M. to reconvene on April
27, 1953 at 8:00 P.M.

MINUTES OF ADJOURNED REGULAR MEETING, April 27, 1953
Meeting called to orde~ in the Village Office at 8:00 P.M.
Present were Mayor Behmler, Trustees Livingston, Wenkstern and
Litts, and Manager Leikvold.
The Lighting System prepared by the Interstate Power Company
was discussed thoroughly. Behmler felt that there wasn,t any
hurry about the franchise inasmuch as it wasn't due to be renewed
until next year. Walter G. 01son, representing the Mound Chamber
of Commerce, reported that the businessmen were in favor of a
White Way, but felt that the cost should be borne by the whole
Village. Wenkstern expressed an opinion that more people should
be heard from and suggested a hearing. Livingston said that he
thought more parking lots would benefit the businessmen more.
The matter was tabled for further study.
Litts moved that we advertise for bids on oiling of Dell
Street, Harrison Avenue, Grandview Drive, Yale Street, Highland
Avenue and Highland Boulevard. Livingston seconded, and it was
carried unanimously.
Livingston moved, Wenkstern seconded and it was carried
unanimously that the Village install up to 15 feet of driveway
culverts where needed. Anything longer than 15 feet will be
