MINUTES OF REGULAR MEETINg, JUNE 8, 1913
Meeting called to order at 8:00 P.M. Present were Msyor Beb~mler,
Trustees Livingston, Wenkstern and Litts, Manager Leikvold and
Attorney Bonham. Trustee Pierce out of town.
The minutes of the Maw [lth meeting were read. Lifts moved the
minutes be approved as read, Wenkstern seconded, and it was carried.
The minutes of the May 25th meeting were read. There was a
question raised on changing the wording in the resolution relative
to the P.I.R. Fund. Beneficiaries of such improvements shall con-
tinue to be charged the 6~. The 4% internal interest is ~hat the
Council had in mind to eliminate. Livingston moved to accept the
minutes with this resolution changed to read:
[~EREAS, on August 10, 1948, a resolution creating a Permanent
Improvement Revolving Fund and Providing for the Issuance of Bonds
to Create and Maintain said Fund was duly adopted, and,
~HEREAS, Paragraph 1 of said resolution reads as follows:
"It is hereby determined that it is necessary and expedient to
create a Permanent Improvement Revolving Fund for the purpose of
financing local improvements. Said fund shall be a permanent
general fund and said fund shall be used solel~ to finance local
improvements and shall be a revolving fund to provide moneys in
the special improvement funds, which moneys shall be restored to
such fund when and as~ assessments are collected for local improve-
ments. In order to ~reserve the solvency and permanency of said
Permanent Improvement Revolving Fund it is hereby determined that
all money furnished to local improvement funds shall be repaid with
interest at the r~te of not less than four per cent during the time
for which said money has been so furnished.~ and,
~YHEREAS, interest has not been charged on ~oney fnrnished from
said fund to local improvement funds since its inception, and,
WHEREAS, the Village Council is of the opinion that said
solvency and permanency of said Permanent Improvement Revolving
Fund has not been and will not be impaired by the elimination of
the interest requirement on money furnished from said fund to local
improvement funds,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Mound that Paragrat~h 1 of said resolution be and it is
hereb~ amended to read as follows:
"1. It is hereby determined that it is necessary and expedi-
ent to create a Permanent Improvement Revolving Fund for the pur-
pose of financing local improvements. Said fund shall be a per-
manent general fund an.d said fund shall be used solely to finance
local improvements and shall be a revolving fund to provide moneys in
the special improvement funds, ~hich moneys shall be restored to
such fund when and as assessments are collected for local improve-
ments."

This resolution is not to be construed to eliminate or other-
wise affect the charge of 6~ interest made upon assessments for
public improvements.
Wenkstern seconded the motion, and it was carried unanimously.
Mr. W. 01son, representative from the Mound Chamber of Comm~erce,
was heard relative to asking the Council to reconsider the
Way and include it in the 1954 Budget. Mr. J. E. Fottral of the
Interstate Power Company was again present and said what he was
particularly interested in was renewing the franchise, and thought
it was a good time to bring in the White Way, but said a clause
co,~ld be included in t!~e franchise whereby within the next fifteen
year~ or the length of the franchis~ a ~ite Wav could be put in
Mound when it is ready for it. In our present contract we can in-
crease the number of lights and also the lumens. The Council is
planning a nu'mber of adjourned maetings later in the year in prepar-
ation for the Budget and postponed action until that time.
Li¥~ngston moved, Litts seconded, and it was carried unanimousl~
that the following bills be paid where mone~ is available:

On motion by Livingston, seconded Dy Wenkstern~ .the renewal
of Licenses as listed above was approved by unanimous vote.
In regard to the drainage problem at the intersection of
Highways 7 & 125, Livingston moved, Wenkstern seconded, and it was
unanimously carried that the Council instruct the Manager to write
a letter to School Distr_ct #85 informing them that it is their
problem, that it should be cured as soon as possible, and that the
Council regrets it can be of no appreciable aid to them.
Livingston moved, Litts seconded, and it was carried
unanimously to transfer $12,000 from the Liquor Fund to the General
Fund.
At present the V~llage is charging ~0 for material and

~1.2~ per hour for labor for Village Water Main hook-ups. In line with
costs, the Mann.get recommended that the charges for material be
increased from .~40 to ~,60 and a flat price of ~;1~ be charged for
labor. There was some discussion on equalizing the cost regard-
less of on which side of the road the customer lives. The Council
asked the Manager to check into this further.
Mr. Leikvold reported that Dr. Mitchell ~uld like to
give a 10-foot strip of land bordering the present alle~ back of
the Village Hall to the Village to be used for road purposes. The
Council referred this to the Village Attorney.
The Manager reported that there is a ~;7~0 insurance polic~
on the l?ire-fighting equipment which is in force onl.v while in
transit as it is covered bv the fleet polic~ while in the tin shed.
On recommendation of the Manager, Litts moved, Livingston seconded,
and it was carried unanimously to drop this polic~.
It was called to the attention of the Council bT the
Manager that there is no collision insurance on the police car.
Livingston moved, Wenkstern seconded, and it was unanimously carried
that collision insurance be taken on the police car.
Litts moved, Livingston seconded, and it was carried
unanimously to authorize the Treasurer to disburse a sum up to .~100
for convention expenses so Manager Leikvo!d can attend the Minnesota
League of Municipalities Convention at Virginia, Minnesota on June
11, 12, and 13.
Wenkstern moved, Livingston seconded and it was unani-
mously carried to allow two additional street lights requested b~
Mr. Orachek, one on each end of Crocker Avenue.
