MINUTES OF THE ADJOURNED REGULAR MEETING, Sept. 29, 1953
Meeting called to order at 8:00 P.M. at the Village Hall.
present were Mayor Behmler, Trustees Pierce, Livingston, Litts and
Wenkstern and Manager Leikvold.
P.I.R. FUND
The P.I.R. Fund and the 1954 Budget were discussed. Mr.
Livingston said that he would like to have more time to study the
legality of abolishing the P.I.R. Fund.
On Motion duly made, seconded and carried, the mc. sting ad-

P.I.R. FUND
There was considerable discussion on the legality of abolish-
ing the P.I.R. Fund.
/Mr. Litts offered the following resolution and ~ved its~
Option:
WHEREAS, on August 10, 1948, a resolution creating a permanent
Improvement Revolving Fund and providing for the issuance of Bonds
to Create and Maintain Said Fund Was duly adopted, and,
WHEREAS, on September 7, 1948, a Resolution Fixing The Form
and Details of sixty-three Thousand and No/lO0 ($63,000.00)
Dollars permanent improvement Revolving Fund Bonds, Relating to
Their Execution and Delivery, And Providing Funds For Their
pa~rment, was duly adopted, wherein there was levied a direct
annual ad valorem tax for the years 1948 to 1962, both inclusive,
each of which levies were irrepealable except that the Village~
reserved the right to cancel said levies in the manner and to
extent permitted by Minnesota Statutes Annotated, Section 475.26~
and, WHEREAS, said Minnesota Statutes Annotated, Section 475.26

was repealed and replaced by Minnesota Statutes Annotated, Section
475.61 (3) by Laws of 1949, chapter 682, section 11, as amended
by Laws of 1951, chapter 422, section 5, and,
WHEREAS, there remains in said Permanent Imp~~nt Revolving
Fund a sum in excess of $6,600, and,
WHEREAS, the council has determined that no project will be
undertaken in which said funds will be utilized,
NOW THEREFORE BE IT RESOLVED THAT:
1. The balance of $6,600 in said Permanent Improvement Re-
volving Fund is hereby irrevocably appropriated to the Sinking
Fund created by Paragraph Number #5 of the said Resolution of
September 7, 1948, and
2. The recording officer shall certify the amount so irrevo-
cably appropriated to said Binking Fund to the County Auditor.
3. The sum of $20,000 of the P.I.R. Fund monies to be in-
vested during 1954 in 12-month C.D.s of $5,000 denomination.
Mr. Wenkstern seconded the motion to adopt said resolution
and, the roll being called, the same was adopted by the following
vote:

1954 BUDGET
Mr. Wenkstern moved to adopt the budget as finally presented by
the Manager. There was no second. Pierce felt that the budget
could be trimmed somewhat. Behmler decided to poll the Council on
each item. In the General Fund under Administration, it was 'unani-
mously decided to cut $300 from dog control and $500 from sewer
study. On the Street Dept. appropriation the vote was as follows:
Litts aye, Wenkstern aye, Pierce aye, Behmler aye, Livingston nav.
Police Dept., the vote was as follows: Litts aye, Wenkstern aye,
Pierce aye, Behmler aye, Livingston nay. Under the Fire Dept. it
was unanimously decided to cut $250 from Firemen's Relief and $250
from Equipment Repair. It was unanimously agreed not to levy for
the Poor Fund in 1954.
RESOLUTION ADOPTING BUDGET

Mr. Wenkstern offered the following resolution and moved its
adoptisn:

Mr. Livingston offered the following resolution and moved its
adoption:
Be it resolved that the following sums of money be raised
upon the taxable property of the Village, for the following pur-
poses, for the current year:
General Fund
Firemen's Relief
Park Fund

and further not to levy the $2,600 that had been certified·
to the County. Auditor previously on Project 14, and to levy only
$1,570 on the P.I.R. Fund instead of the $6,600 that had been
certified to the County Auditor previously.

MINUTES OF REGULAR MEETING, 0ctoher 12, 1953
Meeting called to order at 8:00 P.M. at the Village Office.
Present were M~yor Behmler, Trustees Livingston, Litts, Pierce and
Wenkstern, Manager Leikvold and Attorney Bonham. There were also
reprementatives from the League of Women Voters and the Fire Dept.
Minutes of the regular meeting of September 18, 1953 were
read. Litts pointed out that there was an error in the second
paragraph/that he could not have seconded the motion to approve
the minutes because he was not present. This. paragraph should
be amended to read, "Minutes of the regular meeting of August 10,
1953 were read. Pierce moved, Wenkstern seconded, and it was
unanimously carried to approve the minutes as read." With this
correction, Pierce moved, Litts seconded and it was unanimously
carried to approve the minutes.
The minutes of the adjourned regular meeting of September 2~,
1955 Were read. Pierce moved, Litts seconded and it was unani-
mously carried that the minutes be approved as read.
The minutes of the adjourned regular meeting of September 24,
1953 w~re read. Wenkstern moved that the minutes be approved as
read with the exception of the paragraph dealing with the P.I.R.
Fund. Pierce seconded, and it was unanimously carried.
The minutes of the adjourned regular meeting of September 29,
1953 were read. Pierce moved, Wenkstern seconded, and it was
unanimously carried that the minutes be approved as read.
The minutes of the adjourned regular meeting of October 1,
1953 were read. Livingston moved, Litts seconded and it was
unanimously carried to approve the minutes as read.
