1954-02-08VILLAGE OF MOUND 1.45.3 MI}~JTES OF REGULAR MEETING, Febmaary 8, 1954 Meeting called to order at 8:00 P.M. at the Village office. Present were Mayor Behmler, Trustees Livingston, Litts, Pierce and Wemkstern, Attorney Bonham and Manager Leikvold. The minutes of the regular meeting of January 11 were read. Livingston moved, Litts seconded and it was unanimously carried that the minutes be adopted as read. The minutes of the adjourned regular meeting of January 25 were read and on 'motion by Wenkstern, seconded by Livingston and unanimous vote were approved as read. FUND Certificate 2,000.00 Interest 75.00 Livingston oFf~,~d the following resolution and moved its adoption: WHEREAS, on August 10, 1948, a 2. solution creating a Perman- ent Improvement Revolving Fund and Providing for the Issuance of Bonds to Create and Maintain Said Fund was duly adopted, and, WHEREAS, on September 7, 1948, a Resolution Fixing the Form and Details of Sixty-three Thousand and No/100 ($63,000.00) Dollars Permanent Improvement Revolving Fund Bonds, Relating to Their Execution and Delivery, and ~.Providing Funds For Their Pay- ment, was duly adopted, wherein there was levied a direct annual ad valorem tax for the years 1948 to 1962, both inclusive, each of which levies were irrepealable except that the Village reserved the right to cancel said levies in the manner and to extent per- mitted by Minnesota Statutes Annotated, Section 475.26 and, WHEREAS, said Minnesota Statutes Annotated, Section 475.26 was repealed and replaced by Minnesota Statutes Annotated, Section 475.61 (3) by Laws of 1949, chapter 682, section 11, as amended by Laws of 1951, chapter 422, section 5, and, WHEREAS, there remains in said Permanent Improvement Revolving Fund a sum in excess of $3,500, and, WHEREAS, the Council has determined that no project will be undertaken in which said funds will be utilized, NOW THEREFORE BE IT RESOLVED THAT: 1. The balance of $3,500 in said Permanent Improvement Re- volving Fund is hereby irrevocably appropriated to the Sinking Fund created by Paragraph Number 5 of the said Resolution of September 7, 1948, and 2. The recording officer shall certify the amount so irre- vocably appropriated to said Sinking Fund to the County Auditor. Litts seconded the motion to adopt said resolution and, VILLAGE OF MOUND ;[455 the roll being called, the same was adopted by the following vote: Ayes: Livingston Nayes: None Lifts pierce Wenkstern J~ Behmler ~ ~ Litts moved, pierce seconded and it was unanimously carried to transfer $65 from the Liquor Fund to Special Assessments to make up what project ~6 is behind; $1,060 from the Liquor Fund to Bond and Interest to make up what Certificates of indebtedness is behind; and $2,500 from the Liquor fund, as budgeted, to the Bond and In- terest Fund for project ~i4. ~. ~. :, Pierce moved, Litts seconded and it was unanimously carried to invest $3,500 of the money in the sinking Fund in a 12-month C.D.; $12,000 of the money in the Bond and interest Fund in a 6-month C.D.; $5,000 of the Mater Fund in a 6-month C.D.; and $10,000 of the Liquor Fund in two $5,000 six-month C.Ds. Unit D Residence LIGHT FRANCHISE No · Attorney Bonham reported that there was still no agreement on Section 7 of the proposed power franchise. The Council instructed her to pursue the argument further. CURFEW LAW The curfew ordinance was discussed, but no action was taken. CASINO, INC. Mr. Guy of Casino, Inc., together with Mr. Ross man and Mr. McClean, presented to the Council some tentative plans regarding the Casino, which involved motels, a restaurant and a liquor license. There was no action taken by the council. on motion duly made, seconded and unanimously carried, the meeting adjourned at 11:20 P.M. Village Manager
