MINUTES OF REGULAR MEETING, May 10, 1954
Meeting was called to order at 8:00 P.M. at the Village Office.
Present were Mayor Bebmler, Trustees Litts, Pierce, Wenkstern and
Livingston, Attorney Bonham and .Manager Leikvold.
The minutes of the regular meeting of April 12 were read, and
on motion by Pierce seconded by Litts, it was unanimously carried
that they be adopted as read.
Pierce moved and Litts seconded that the following bills be
paid where funds are available:

VILLAGE OF MOUND
The amount of the Standard 0il bill was to be verified because
the delivery tickets showed a higher cost than the statement sent
out by the Standard Oil Company. Payment of this bill was to be
made as soon as verification was made. The payment of exchange on
foreign checks presented by the State Bank of Mound was to be with-
held and the Manager was instructed to ask the bank why such charge
was made inasmuch as the Village maintains a large balance in its
account. The motion was passed four to one, Wenkstern opposing.
BUILDING PERMITS
Livingston moved, Pierce seconded, and it was passed to approve
the following building permits. Wenkstern abstained from voting.

OFF-SALE BEER
Pierce moved, Litts seconded, and it was unanimously passed to
grant the request for an Off-Sale beer license presented by Brockerts
Food Market.
CURB & GUTTER HIWAY #15
Pierce moved the following resolution:
WHEREAS, a resolution of the Village Council adopted the 8th
day of March, 1954, fixed a date for a hearing on the proposed im-
provement of Highway 15 between the west line of Highway ll0 and a
line extended between the north line of Lot 30 and 31 Lyn~ld Park
by curb and gutter, and
WHEREAS, all property owners whose property is liable to be
assessed for the making of this improvement were g~ven ten days,
published notice of the Council Hearing through two weekly publica-
tions of the required notice, and the Hearing was held and property
owners heard thereon on the 22nd day of March 1954,
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village
of Mound that such improvement is hereby ordered as proposed in the
Council resolution adopted March 8, 1954 with the exception that
curb and gutter will not be installed in the front of Lots 31, 32,
33, 34, 35 and 36 Lynwold Park.
The resolution was seconded by Wenkstern and carried by unani-
mous vote.

0~INANCE N0. 51. An Ordinance Relating to Nuis~nces, Their
Abatement and Removal. (Amendment No. 1)
The Village Council of ~und 9o Ordain as Follows: Section 2
(b) (10) is hereby amended, so that as amended, it shall read:
(10) Any dog, or other animal ~ich ~bitually worries, chases
or molests persons traveling peacefully on a public thoroug~are.
Any dog, or other animal not penned or leashed when such peking or
leashing Is required in an area fop a period of time, oP both,
designated by the Council pursuant to resolution duly adopted and
published once in the legal newspaper of the Village. The Council
may, from time to time, in its discretion, by resolution duly adopted
and published once in the legal newspaper of the Village, require
the owner oP owners of any dog or dogs or other ~als to pen or
leash the s~e, in an area or for a period of time, or"both, as
specified in the resolution.
Section 2 (o) is hereb7 amended, so that~ as amended, it shall
re ad:
(c) PERSONS LIABLE. The o~er, occupant and agent for prop-
erty upon which a public nuisance exists and the o~er of any dog,
or other animal as set forth in Section 2 (b) (10) hereof sh~l be
deemed liable for the violation of this ordinance; and a notice
one of them s~ll be deemed a notice to them all. A person who
creates, maint~ns, or ts responsible for and fails to remove a
public nuisance is liable for the violation of this ordinance.

BUILDING CODE

A committee of five men, composed of J. M. Baird, Charles
Jackson, J. Milton Uner, G. A. Tyler and Lloyd Gronberg, represent-
ing the builders in the community was present and recommended that
the Village adopt the ~Uniform Building Code." No action was taken
at this meeting other than to call an adjourned meeting at 8:00 P.M.
on May 24th for the purpose of studying this code and determining

the advantages of such a code, the cost of enforcing, etc.

Manager Leikvold reported that he had received the following

Wenkstern moved, Livingston seconded and it was unanimously
carried to accept the bid of Jay W. Craig for road asphalt and
Keller Bros. for gravel.
PARK PAVILION
Litts moved, Wenkstern seconded, and it was passed unanimously
to advertise for bids on the Park Pavilion.
LAND TRADE
Pierce offered the following resolution
and moved its adoption:
WHEREAS, the Village of Mound is the owner
of Lot Thirty (30), Subdivision of Lots One
(1) and Thirty-two (32), Skarp and Lindquist,s
Ravenswood, according to the plat thereof on
file and of record in the office of the Register
of Deeds in and for Hennepin County, Minnesota,
and, '
WHEREAS, said real estate is no longer
needed fOr public purposes save for the res-
ervation, to the Village of Mound of an ease-
ment thereon for road purposes, and,
WHEREAS, Edward L. Larson and Emma L.
Larson, husband and wife, and Robert H. Nelses
and JoAnn Neises, husband and wife, are the owners of Lot Thirty-one
(31) Subdivision of Lots One (1) and Thirty-two (32), Skarp and Lind-
quist,s Ravenswood, according to the plat thereof on file'and of re-
cord in the office of the Register of Deeds in and for Hennepin
REQUEST FOR BIDS
The Village of Mound will ac-
cept bids for the Mound Park
Pavilion building. Bidder must
state price, date by which build-
ing will be removed, and if used
in the Village, where it ,will be
moved to and for what purpose
it will be used. Cash or certified
check equal to ten percent (10%)
of the bid must accompany each
bid. The Village Council reserves
the right to reject any or all bids.
Bids will be opened at 8:00 p. m.
Monday, May 24, 1954 at the Vil-
lage office.

WHEREAS, said Edward L. Larson and Emma Larson, husband and
wife, and Robert H. Neises and JoAnn Neises, husband and wife, have
proposed to exchange that part of said Lot Thirty-one (31) lying
easterly of a line running from the northeasterly corner of said
lot to a point on the southerly line of said lot distant twenty-
five (25) feet from the southeasterly corner of said lot for said
Lot Thirty (30), reserving, however, to the Village of Mound, of an
easement thereon for road purposes, and
~EREAS, it is to the best interests of the Village of Mound to
accept said proposal,
NOW THEREFORE, BE IT RESOLVED THAT:
1. The Village of Mound hereby accepts the proposal of the
owners of the said Lot Thirty-one (31) to exchange the aforesaid
Lot Thirty (30), save for the reservation thereof of an easement
thereon to the Village of Mound for road purposes, for the afore-
said portion of said Lot Thirty-one;
2. The Village Attorney is hereby directed to prepare the
appropriate conveyances to effect said exchange;
3. The Mayor and Village Clerk are hereby authorized and
directed to execute the appropriate conveyance of said Lot Thirty
(30) to Robert H. Neises and JoAnn Neises, husband and wife, as
joint tenants to said Lot Thirty (30), reserving therefrom an
easement to the Village of Mound for road purposes upon the delivery
to the Village of Mound of an appropriate conveyance to the afore-
said portion of said Lot Thirty-one (31), hereinbefore described.
Livingston seconded the motion to adopt said resolution and,
the roll being called, the same was adopted by the following vote:

There were no nays, and so the resolution was passed.
RAILROAD CROSSING
Litts moved, Livingston seconded, that the interested persons
of the proposed street running from Highway #15 to #ll0 be1~nformed
that the Council has set the date of Jul.~ 30th as the dead ~ine at
which time they would like to have the facts and figures in order
to arrive at a decision in regard to an additional railroad crossing
in Mound. The vote was four yeas and one nay, Pierce opposing.
SHIRLEY HILLS DRAINAGE
In regard to the Shirley Hills Drainage problem, Litts moved,

Wenkstern seconded, and it was passed unanimously to authorize the
Village Manager to employ engineering services up to the amount of
$200.00 to determine the best drainage outlet toward the lake.
FRANK GROSCHEN - Retiring Fire Chief
Trustee Pierce offered the following resolution and moved its
adoption:
WHEREAS, Frank Groschen, a charter member of the Mound Volun-
teer Fire Department, has recently retired from said Department,
and
WHEREAS, he has served faithfully for thirty-one years, an-
swering fire calls at all hours, at great inconvenience to himself,
and danger to life and limb, and
¥~EREAS, all his services have been voluntary,
of the Village and its citizens offer their
sincere thanks to Mr. Groschen for all his
years of faithful service, and hope that he
will continue to take an active interest in
the Fire Department and Village affairs.
NOW, THEREFORE, BE IT RESOLVED: That this council in behalf

Litts moved, Livingston seconded, and
it was carried unanimously to adjourn to
May 24, 1954 at 8:00 P.M. The meeting ad-
