1954-09-201492 VILLAGE OF MOUND DITCH BY GEORGE 0HMAN A request by George Ohman for a culvert across Elm Street to divert the water which flows into his yard into the school yard instead of flowing in an open ditch between his property and Elm Street, was read. The cost of this culvert was estimated at $156.00. Livingston moved, Wenkstern seconded and it was unani- mously carried that if 0hman would pay part of the expense, the Village would pay up to $100 toward it inasmuch as this situation was caused when Elm Street was put in a few years ago and blocked the natural flow of the water. ROAD IN AUDITOR,S SUB #1~8 A letter was read asking the Village to accept the south thirty feet of Lot 50 Auditor,s Sub #168 for road purposes. Wenkstern moved,~Livingston seconded and it was passed unanimously to accept the land offered. Present were M~yor Behmler, Trustees Wenkstern, Pierce,. Livingston, Attorney Bonham and Manager Leikvold. MUNICIPAL BUILDING Architects Petri and Patch reported on their study of the site for the proposed Village Hall and Fire Station. They recom- mended, depending on soil investigation reports, the present Fire Station site to be considered by the Village Council. Wenkstern moved, Livingston seconded, and it was passed unanimously that a maximum of $150 be authorized for the investi- gation of the subsoil. TRANSFERS Pierce moved, Livingston seconded, and"~it was passed unani- mously that the following transfers be made: VILLAGE OF MOUND 1493. Liciuor Fund to Project 7 $ 1~O L- Liquor Fund to Project 11 800 Project 8 to ?.I.R. Sinking 1,000 SNOW PLOW& TRUCK Livingston moved that the Manager advertise for a new truck and snow plow. Pierce seconded the motion and it was carried unanimously. RAILROAD CROSSING Wenkstern offered the following resolution and moved its adoption: WHEREAS, The Village of Mound is the owner of Lot 34 and all of Lot 33 except the easterly 17.4 feet thereof, Koehler,s Addi- tion to Mound, according to the plat thereof on file and of re- cord in the office of the Register of Deeds in and for Hennepin County, Minnesota, and, WHEREAS, The Villageof Mound has an easement for road pur- poses along and over a triangular strip of land, the easterly boundary of which is the westerly line of Lot 36, Auditor,s Subdivision #170, according to the plat thereof on file and of record in the office of the RegiSter of Deeds in and for Hennepin County, Minnesota, the northerlyboundary of which strip of land is the southerly line of the Great'Northern Railway Company right- of-way and the southerly boundary of ~hich is the northerly line of County road #15, the northerly and southerly boundaries of which triangular piece of land meet at approximately 200 feet easterly from the westerly boundary of said Lot 36, and, WHEREAS, The right-of-way of the Great Northern Railroad Company lies bstween the foregoing described premises and is described as follows: 1. A strip of land 100 feet wide, being 50 feet wide on the north side and 50 feet ~wide on the south side of the center line of the railway of said railway company as the same is now located and established and extended across from the east side to the west side of the Southwest quarter of the Southwest quarter (SW~ of SW~) of Section 13, Township ll7, Range 24, as described in that certain deed dated November 7, 1899, filed Novem- ber2~, 1899 and recorded in Book 518 of Deeds, page 40, and, 2. A public street is hereby opened and established in the Village of Mound along and over that por- tion of the Southwest quarter of the Southwest quarter (SW~ of SW~) of Section 13, Township ll7, described as follows: Beginning at a point on the north line of County road #15, which point is 796.6 feet east of the west line of said Section 13; thence north to a point on the south line of Dell Street, which point is 796.6 feet east of the west line of said Section 13; thence west along the south line of Dell Street 66 feet; thence south at right angles to the north line of County road #15; thence easterly along the north line of County road #15 to the place of beginning. 2. The Mayor and the Village Manager are hereby authorized and directed, in the name of the Village 1496 VILLAGE Of MOUND Pierce offered the following resolution and moved its adop- tion: WHEREAS, The Council of the Village of Mound has been negotiating with the Mound section of Local 918 public Employees I.B. of T.C.W and H on the Matter of compensation and benefits for village employ- ees belonging to the union, and, WHEREAS, the Council has extensively considered the funds avail- able to the Village for the claendar year 1955, the proper distri- bution of said funds, the completion of the budget for the year 1955, the appropriate tax levy for the calendar year 1955 and the certification thereof before October 10, 1954, and WHEREAS, The Council has given comprehensive consideration to such compensation and benefits and has received from said union no proposals of any nature beyond its original demands, the Council has concluded that the following rates of compensation and benefits are in line with the level of such compensation and benefits paid by communities and enterprises in the Mound area and its vicinity for like positions and are consistent with the funds available for the year 1955, NOW, THEREFORE, BE IT RESOLVED THAT The Council instruct the Village Manager to propose to the union the following rates of compensation and benefits for Village employees belonging to said 'union: 1. Beginning January 1, 1955, the following positions shall carry the maximum respective compensation set opposite each position. Save for police, time over a work week of 44 hours shall be compensated for at the rate of time and one- half rate of pay. VILLAGE Of MOUND of Mound, to petition the Railroad and Warehouse Commission of the State of Minnesota to investigate and approve the opening and establishment of said street and for such other action by the Commission as may be deemed by it to be proper in the matter. 3. A certified copy of this resolution shall be attached to and accompany said petition. Present were Mayor Behmler, Trustees Litts, Livingston, Pierce and Wenkstern, Attorney Bonham and Manager Leikvold. The Fire Department Budget was discussed. Pierce moved that: 1. The Fire Department budget be set at $4,644 and that an approximate contingency of $1,200 be made available as collected. 2. Monies from outside fire calls be collected by the Village as provided by law. 3. The men in the Fire Department be paid $2.00 per ho'ur for fire calls. Litts seconded the resolution and it was carried unanimously.
