MINUTES OF SPECIAL MEETING
November 20, 1954
The special meeting was called to order in the Village Office
at 2:00 P.U. Present were Mayor Behmler, Trustees Litt~,Ligingsten &
Wenkstern, Attorney Bonham 8nd Manager Leikvold.
Litts offered the following resolution and moved its adop-
tion:
WHEREAS, the Village of Mound has been negotiating the
matter of wages and hours of Village employees with Public Employees
Union Local N.~mber 918 of which a majority of said employees are
members, and,
WHEREAS, said Union has attempted to invoke the fact find.-
ing procedure provided by M.S.A. #179.51 to 179.58 and has demanded
the appointment of the Village member of the fact finding panel,
and,
%~HEREAS, the Council has had under consideration the appoint-
ment of said member, and,
WHEREAS, the Council has been and still is of the opinion
that further negotiations with said Union will produce settlement
of said matter without resorting to said procedure, and,
WHEREAS, the Council has given extensive consideration to
the submission to said Union of a schedule of wages and hours of
Village employees for the further consideration by said Union, and,
WHERE~S, the Council has delayed the appointment of its
representative pending determination of whether said matter can
be negotiated without emp~owing the fact finding procedure, and,
~EREAS, the Council has worked out a schedule of hours and
wages for the Village employees which it has this day instructed
the Village Manager to submit to said Union for its consideration,
and,
RE4EREAS, on or about November 12, 1954, said Union, by
letter, demanded the appointment of the Village member of said
panel within ten (10) daws from the receipt of said letter,
NOW, THEREFORE, BE IT RESOLVED THAT:
The Village Manager be and is hereby instructed to answer
said letter.
Wenkstern seconded the motion, and the roll being called
the vote was:

918, which Union purports to represent a majority of Village employees,
and,
WHERE,iS, The Council has given extensive consideration to the
Union requests, the wages and hours of public employees in urban,
suburban, ~aral and semi-rural communities in Hennepin and adjacent
counties, and,
W~EREAS, The Council has found that differentials in wages
and hours exist between such communities, which differentials are
based, in large measure, upon the character of such co~zaunities as
urban, suburban, rural and semi-rural, and~,
kq~EREAS, The Council has determined that the Union requests
are based upon wages and hours for public employees in communities
of an urban nature, and,
~E'~EAS, The Council has found that the Village of Mound is
neither urban nor suburban in character, and,
WHEREAS, The Council has found that, based upon a 44-hour
work week, and overall differential of 8.75% below the Union re-
quests is the appropriate differential between such requests and
the rural or semi-rural classification of the Village of Mound and
that such differential is in line with those existing between urban
and suburban communities on the one hand and fatal and semi-rural
communities on the other in Henne0in and adjacent counties,
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Village Manager be and he is hereby instructed to
submit, on behalf of the Village of Mound, to Public Employees
Union Number 918, the following schedule of wages and hours for
Village employees belonging to said Union:

2. The Village Manager be and he is hereby, instructed, on
behalf of the Village of Mound, to request that said Union give
full consideration to said schedule toward the end that the matter
of wages and hours of Village employees belonging to said Union be
disposed of without resorting to fact finding procedure.
Wenkstern seconded the motion, and, the roll being called,

MINUTES OF ADJOURNED REGULAR MEETING November 29, 1954
Meeting called to order at 8:00 P.M. Present were Mayor
Bebmler, Trustees Livingston, Pierce and Wenkstern, Manager Leik-
vold and Attorney Bonham.
A letter from the Chamber of Commerce in regard to the pro-
posed fire station and Village Hall was read.
Wenkstern moved that Mr. Bronson,s option on Lot 9 Block 3
Shirley Hills Unit "D" be accepted subject to Mr. Bronson securing
the proper releases and subject to him extending the option to
July l, 1955. Livingston seconded the motion and it was carried
unanimously.
On motion duly made, seconded and carried, the meeting
adjourned at 10:00 ~.W.
