1956-02-271632 VILLAGE OF MOUND MINUTES OF ADJOURNED REGULAR MEETING, February 27, 1956 Meeting called to order by Mayor Behmler. Present were Trustees Pierce, Livingston, Litts, and Adams, Attorney Bonham and Acting Village Manager Harry Martin. LAND CLASSIFIED TAX Land Classified Tax l~ved over to ascertain more information, and particu- larly the effect on special improvements. FIRE CONTRACTS Pierce moved, Adams seconded, and it was unanimously carried that in the event of Spring Park accepting our Fire Contract, the Attorney is to write the resolution. VILLAGE HALL BUILDING Fox Appraisal of Village Hall Building was received and discussed. SOLICITATION Solicitation for Blind by Ira Walker of Christian Record Benevolent Asso- ciation, Inc., Lincoln Nebraska, to be checked with Better Business Bureau. SOLICITORS In accordance with the Ordinances, all solicitors are to be registered at $4.00 per solicitor. BILLBOARDS No action was taken on National. Advertising Company's request for informa- tion on ordinance requirements or restrictions on billboard proposed at Piche Used Car Lot until application is made. RELIEF CASES Douglas matter presented to the Council for consideration and referred to Mrs. Caughren. Mrs. Decker's status for relief was discussed and referred to the Acting Manager and Mrs. Caughren. SEWAGE TREATMENT PLANT Pierce moved, Livingston seconded, and it was unanimously carried that the Sewage Treatment Plant report be heard, if possible, March 19th at an open meeting to be held at the Mound High School, to which the petitioners and Cliff Tank, Mayor of Spring Park and Merrill Love, Mayor of Island. Park are to be invited. VILLAGE OF MOUND 1633 STREET LIGHT At the request of Mrs. Calvin Jensen, Pierce moved, Livingston seconded, and it was unanimously carried that a street light be installed, at the end of Carman Boulevard. Livingston offered the following resolution and moved its adoption: BE IT RESOLVED That the Village Manager make application to the Inter- state Power Company of the installation of one additional Mast Arm 12' street lamp of 1000 Lumens capacity at the end of Carmen Boulevard near the Calvin Jensen residence in the Highlands. Litts seconded the resolu- tion and on a roll call the vote was as follows: Pierce Yea Livingston Yea Litts Yea Adams Yea Behmler Yea and so the resolution was passed. YOUTH PROBLEM Mayor Behmler presented the Youth Problem. No action was taken other than a suggested schedule be set up as to activities in Mound, such as high school and others. ADVISORY ASSISTANCE Litts offered the following resolution, seconded by Adams, and unani- mously carried: "We accept with gratitude the offer of advisory assistance in matters of general village welfare proposed by the Chamber of Commerce of Mound. The assistance of the gentlemen named bythe Chamber is an agreeable prospect. The men named were Dale Mickelson, Chairman; Russell Wenkstern, P. M. David, Gordon Batdorf, Bert Larson and L. A. Urban. ANNEXATION Trustee R. L. Pierce offered the following resolution and moved its adoption: ~HEHEAS, a majority of the owners of the following described property abutting on the Village of Mound and located in the Village of Orono: Lots 27, 28 and 29, Subdivision of Lots i to 32, Skarp and Linquist's Ravenswood, according to the plat thereof on file and of record in the office of the Register of Deeds in and for Hennepin County, Minnesota, have duly petitioned the Village of Mound to be annexed to the Village of Mound, and ~HEREAS, the Village of Orono has duly detached said territory from the Village of Orono, such detachment to be effective upon the annexation bythe Village of Mound of such territory, and ~HEREAS, the Council of the Village of Mound deems it for the benefit of the Village of Mound and of the territory above described that such ad- justment of Village boundaries be made, i634 VILLAGE OF MOUND NOW, THEREFORE, BE IT RESOLVED THAT: 1. The petition of the majority of the property owners of such territory be granted, and 2. The Village attorney is hereby instructed to prepare an ordinance accordingly. Trustee R. N. HA PJ~Y MARTIN Litts moved, Adams seconded, and it was unanimouslycarried that Harry Martin be paid from February l4th to March 31st compensation at the rate of $200 per month plus all reported expenses. The Council instructed Mr. Martin that the intent of his appointment includes the exercise of all powers and VILLAGE OF MOUND authority inherent in the position of Village Manager under the law. The Council ordered that the Griggs, Cooper & Co. invoice of February 23, 1956 be paid in order to receive the discount of $9.38. On motion made by Pierce, seconded by Livingston and carried unanimously, the meeting adjourned.
