Mi~UTES OF REGULAR MEETING, April 9, 1956
Meeting called to order in the Village Office at 8:00 P.M. Present were
Ma~or Behmler, Trustees Pierce, Livingston, and Adams, Attorney Bonh~n and
Acting Manager Harry Mar~in.
Minutes of the Regular Meeting of March 12, 1956 were read. Livingston moved,
Adams seconded, and were approved with the foll~wlng corrections.
A. Specify Police Uniforms are to be furnished by the employees.
B. Figures on Project ~16 corrected as follows; The Share of $$,098.8S be
corrected to $8,098.96, and the assessment ~'property owners are getting
reduoed will be $7,206.46 instead of

Pierce moved, Adams seconded that we grant the use cf highway 15 from the
Liquor Store to highway 110 at Mound ~ryGoods Store to the Mohawk Ja~cees for
Ma~ 19th I2 nooh:t~ n~t later th~5 P.M. for a Road-e-o and to grant a permit
for a concession booth, and we waive the per,it fee. Motion carried.
NORTHLAND CAFE
Moved Pierce, seconded Livingston. Frederick Olsen proprietor of Northland
Cafe requests consideration of extending the closing hours to 1 A.M. daily except
Sunde~. The council decided to take the matter under consideration, to check the
State Law ~ d directed the Acting Manager wi th the Village Attorney to present an
amsnded ordinance at the next regular meeting if possible. Motion carried.
AUDITOR
Pierce moved, Adams seconded that the Marsh 16th letter from Robert Xratt
auditor be acknowledged. Motion carried.
HARBOR LISHTS
The League of Mimnetonka Municipalities proposed ordinance for Minnetonka
Municipalities estab~ shing harbor lights and prohibiting nuisances was reported
by Livingston.
Livingston moved, seconded by Adams the adaption of the League of Minnetonka
Municipalities proposed ordimance as an ordinance of the Village of Mound.
VILLAGE OF MOUND
The question was on the adoption of the resolution md the roll being
called there were 4 YEAS and No NAYS, as follows:

Behmler YEA
Pierce moved, seconded Adams that we request Livingston to have the bathing
beach matter clarified with'the League and report back before publication of
the above ordinance. Motion carried.

Letter from Indemnity Insursmce Company referred to Village Attorney for
report.
HENNEPIN COUNTY AGRICULTURAL SOCIETY
Read letter from Hmnepin County Agricultural Society, same was tabled.
BOARD OF HENNEPIN COUNTY

DOG LICENSE
The Acting Manager is directed to publisize that it is necessary to get a
dog license for every dog before May 1st or the authorities will pick dogs with-
out licenses.

money and if such was put in the General Fund. Same shall be transferred to the
Park Fund and all other Park Funds are to be transferred to the Park Fund. Mo~ion

Lake Avenue. Same referred to the Aoting Manager and Winkel.
C~UNCIL VACANCY
Pierce moved seconded Behmler. We appoint Bert Larson to fill the vacmaoy on the
council. The vote on the question was 2 YEAS and 2 NAYS.
Livingston moved, seconded Ad,ms. Fred Sinkler be appointed to fill the
vacancy on the council. The vote on the resolution was YEAS 2 NAYS 2.
Livingston moved, seconded Adams~ that George Lookhart be appointed to fill
the vacancy on the council. The vote on the question was 3 YEAS and 1 NAY.
Ma~or Behmler declared George Lockhart be appointed to the council to fill the
unexpired term of R. L. Litts.
APPLICATIONS FOR MANAGER
Applications for ~nager are to be considered at the adjourned meeting
~.April 16th.
Acting Manager is directed to communicate with Vernon Boxell, ~8, Donald
L. Wallioh, ~4, and Riohard J. Kroon, ~9, as to the possibility of an inter-
viowwith the council if they desire.

MINUTES OF THE ADJOURNED REGULAR MEETING
April 16, 1956
The meeting was called to order at 8 P.M. in the Village Office by Mayor
Behmler ~ Present were Ma~or Behmle r, Trustees Pierce, Livingston, Adams, Lock-
hart and Aciing Manager Harry Martin.
VILLAGE MANAGER APPLICANTS
Richard J. Kroon of Sioux Center, Iowa was interviewed as to his qualifi-
cations for the position of Mound Village Manager.
Donald L. Wallick, 253 Herman Terrace, Hopkins, Minnesota, was heard on his
application for Village Manager cf Mound.
Vernon Boxell~ of Minneapolis and Howard Lake, Minnesota, also met with the
council in regard to the position of Village Mauager.
Discussion of applicants followed.
ORDINANCE ON HARBOR LIMITS AND NUISANCES
Mr. Livingston moved the adoption ~f the ordinance establishing harbor
limits md prohibiting nuisances therein as corrected, ch~aged and amended as
follows: AN ORDINANCE ESTABLISHING HARBOR LIMITS AND PROHIBITING NUISANCES T~EREIN
The Village Council of the Village of Mound ordains:
SECTION 1. Harbor Limits. The geographical and jurisdictional limits of the
village in, on and over navigable waters in or adjacent to the village shall extend
to the harbor limits of any adjoining municipality or other governmental uni~.
SECTION 2. Primary Harbor Limit. The area within 300 feet of the water line on
the shore cf any lake or ether body of water in or adjacent to the village shall
be known as the "Primary Harbor Limit."
SECTION $. Secondary Harbor Limit. The area extending from 300 feet of the
water line on the shore of any la~e or other body of water in or adjacent to
the village and to the harbor limits of an adjoining municipality or other gover-
nmental unit shall be known as the "Secondary Harbor Limit."
SECTION 4. Juridictional Limit. The harbor limits of thAs village shall be
deemed not to extend beyond a point half way between the shore cf the body of
water located in another village or governmental unit.
SECTION 8. Nuisances Prohibited. No person shall commit or maintain a public
nuis~ce in or upon the waters of any l~e or other body of water within the
jurisdiction of this village; nor, shall any person let, permit, or enable any
