1956-07-02VILLAGE OF MOUND 1657 MINUTES OF REGULAR MEETING July 2, 1956 The meeting was called to order in the Village Office at 8:00 P.M. Present were Mayor Behmler, Trustees Pierce, Livingston, and Adams, Attorney Bonham and Village l~muager Vernon Boxell. l~inutes of the Special Meeting of June 14, 1956 were read. Livingston moved Adams seconded and they were approved as read. TAXICAB FRANCHISE The request for a taxicab franchise by Mr. Ferd Schwartz was read. Motion made by Adams, seconded by Livingston to have village attorney Bonham draw up a contract or franchise and then present it to the village council for granting. The motion was carried unanimously. M~iss Bonham stated legally the Village does not have power to grant a franchise SUBUPJtAN HENNEPIN countrY RELIEF BOARD CONTPJ~CT The following resolution was offered by trustee Adams. WHEREAS the governing body of Village of Mound has heretofore entered into a written contract dated March, 1954, between said m~micipality and the Suburban Hennepin County Relief Board of the County of Hennepin for the administration and supervision of poor relief in said municipality, and NO~f THEREFORE IT IS HEREBy6 RESOLVED, that all of the terms, conditions and provisions of that certain contract heretofore entered into between said Village of i~und and the Suburban Hennepin County Relief Board, be and the same hereby are continued in full force and effect and are binding upon both parties thereto the same as though said contract was at this date signed and made anew, and said contract shall remain in full force and effect until the terms and conditions as provided in said contract. BE IT HEREBY FURTHER RESOLVED that a copy of this resolution shall be signed and executed and filed with the Suburban Hennepin County Relief Board. The question was.on the adoption of the resolution and the roll being called there were 5 yeas and no nays, as follows: George Lockhart Yea R.L. Pierce Yea James Adams Yea E.J. Behmler Yea Frank H. Livingston Yea And so the resolution was adopted. ~'~ ~ GRAVEL BIDS Harvey Bros., Minnetonka Bldd. and Williston Pmad, Hopkins, Route ~Minnesota, bid ~ms excepted at low bid of 655 per cubic yard, loading fee of 155 per cubic yard, total cost per cubic yard 80$,' Mileage of 12.5 was used to compute total cost per cubic yard to Village. Motion by Livingston, seconded by adams. Motion carried unanimously. VILLAGE OF MOUND ROAD OIL BID Gay W. Craig Company, 1814 California Street N.E., Minneapolis 18, Minn. bid was excepted at a low bid of 15~ per gallon for Mc.- O,l,2,or 3, grade or type of oil to meet the specifications of the Minnesota Department of Highways. Motion by Pierce, seconded Admms. Motion carried unanimously. PROJECT #16 FINANCING The financing of Project #16 was voted to be layed over to next meeting. Motion by Pierce, seconded by Adams. The motion was carried unanimously. Motion by Pierce, seconded by Livingston that we adjourn to meet again on July 13, 1956 at 8:00 P.M. at the Village Office. Present were ~-~yor Behmler, ~rustees Livingston, Lockhart, and Adams, Attorney Bonham~ and Village Manager Vernon Boxell. FINANCING OF PHOJECT #16 Project #16 to be financed by Village of Mound without a bond issue as follows: By cash payments from property owners on a special assessment estimated at about $5,000.00. The balance of which the property owners owe from special assessment (which is payable on ten~s) estimated sum of $3,514.42, to be borrowed from water fund at interest rate of 3%. Both the principle end interest to be re-paid to Water Fund as this ~speCial assessment is paid up. The balance due on Project, ~iich is the Village share estimated sum of $4,092,52 to be financed by 1956 receipts from Projects 9, 10, and ll. If these funds are not available the sum is to be borrowed from Water Fund, and re-paid to Water Fund when the funds are available from above named projects. If borrowed from Water Fund the principle to bear a 3% rate of interest which is to be paid to Water Fund. Motion by Livingston, seconded by Adams. Motion carried unanimously.
