Present were Mayor Behmler, Trustees_ Livingston, Lockhart, and Adams, Attorney Bonham~ and Village Manager Vernon Boxell. FINANCING OF PROJECT #16 Project #16 to be financed by Village of Mound without a bond issue as follows: By cash payments from property owners on a special assessment estimated at about $5,000.00. The balance of which the property owners owe from special assessment (which is payable on ten~s) estimated sum of $3,514.42, to be borrowed from water fund at interest rate of 3%. Both the principle and interest to be re-paid to Water Fund as this special assessment is paid up.. The balance due on Project, ~iich is the Village share estimated sum of $4,092~52 to be financed by 1956 receipts from Projects 9, 10, and ll. If these funds are not available the sum is to be borrowed from Water Fund, and re-paid to Water Fund when the funds are available from above named projects. If borrowed from Water ~md the principle to bear a 3% rate of interest which is to be paid to Water Fund. Motion by Livingston, seconded by Adams. PETITION July l~, 19§6 To: THE COUNCIL OF THE VILLAGE OF MOUND: Gentl emen~ Your petitioner, Mildred Gault Bronce, contemplates purchasing the J.M. Richardson premises and operating a Salon for Figure Beauty employing the Stauffer Method of Passive Exercise for Posture Beautifying and Relaxatio~ The Stauffer System is an International organiaation which has been in operation for more than 20 years with Salons in more than $00 cities. ~r. & Mrs. Edward V. Hayes will be the resident directors. The entire staff will be qualified registered Stauffer operators. This Salon will be patterned after the Elizabeth Arden "Last Chance" Salon in Arizona, on a smaller scale. We will cater to local daily patrons by appointment and to out of town guests who will live in for two or more weeks by reservation only. We understand that the Richardson premises are located in the m~ltiple dwelling district. We believe that the use to which we propose to put the premises conforms to the uses permitted in that district. The permit to be granted on basis of a gentlemen's agreement that the persons involved present a sewage disposal plan approved by the Minnesota State Health Department, to the Village Council by July23, 1956 adjourned meeting. The meeting adjourned to meet again on July 23, 19~6 at the village office, at the Tax Equalization Board Meeting.
