OCTOBER 28, 2008
The Housing and Redevelopment Authority in and for the City of Mound, Minnesota met
in regular session on Tuesday, October 28, 2008, at 7:25 p.m. in the council chambers
of city hall.
Members present: Chair Mark Hanus; Commissioners David Osmek, Mike Specht, John
Beise, and Greg Skinner
Others Present: City Attorney Melissa Manderschied, Executive Director Kandis Hanson,
City Clerk Bonnie Ritter, Community Development Director Sarah Smith, Amanda
Schwarze
1. Open meeting
Chair Hanus called the meeting to order at 7:25 p.m.
2. Approve agenda
MOTION by Osmek, seconded by Specht to approve the agenda. All voted in favor.
Motion carried.
3. Approve minutes
MOTION by Beise, seconded by Osmek, to approve the minutes of the September 30,
2008 meeting. The following voted in favor: Osmek, Specht, Hanus, and Beise. The
,`~'` following voted against: None. Skinner abstained from voting because he was absent
from that meeting.
4. Monthly Manager's Report for Indian Knoll Manor
Kandis Hanson presented the monthly report as follows:
A. July bank statement
B. July income statement
C. Review of bills paid: MOTION by Osmek, seconded by Beise to approve
payment of the bills from September, 2008. All voted in favor. Motion carried.
D. Manager's report -Hanson reported that RFPs for management firms for Indian
Knoll have been distributed and a recommendation is expected at the December
meeting.
7. Adjourn
MOTION by Osmek, seconded by Beise to adjourn at 7:29 p.m. All voted in favor.

Memorandum

Re: Former House of Moy building -cat colony
Summary. As the HRA may recall, the House of Moy (HOM) lease with the City/HRA was
voluntarily terminated by the HOM effective October 31, 2008 and was surrendered to the HRA
last Friday following an inspection by Mound Staff and representatives from the House of Moy.
Approximately a month or so ago, Staff was contacted by a group of community individuals who
have affiliations with a feral cat rescue organization(s) Cie. Arlirrlal Ark, Neuter Commuter, etc) who
have offered their assistance regarding a group of stray and/or feral cats living in and around the
House of Moy building at 5555 Shoreline Drive. As the building is currently vacant and subject of
a possible upcoming redevelopment project, the group would like to pursue the humane trapping
of the cats which would been be spayed/neutered and be relocated. Kittens also be evaluated to see
if tYiey are able to be adopted.
Comments.
• Members may recall that the Mound Police Department no longer impounds stray cats.
• Based on recent site visit and discussions with HOM representatives, it is estimated that
there approximately 10-15 cats, however, there could be more or less.
• Staff suggests that this project could be organized in cooperation with the CSO as the
Police Department is very experienced with animal control
• Staff will extend an invitation for the interested parties to attend the 11 /10 meeting.
Recommendation. Staff respectfully requests permission and authorization from the HRA to
continue discussions with the involved individuals and/or organizations(s) on the proposed project
so as to humanely remove and relocate the existing cats/kittens, which may include the
preparation of a hold harmless and/or consent and waiver agreement and submittal of certificate of
insurance if deemed necessary by the City Attorney and/or I.MCIT.
