1977-04-1975 MINUTES OF THE ADJOURNED MEETING OF APRIL 19, 1977 AT 8:00 P M AT THE MOUND COUNCIL CHAMBERS Present were: Mayor Tim Lovaasen; Councilmen Gordon Sorenson, Robert Polston, Orval Fenstad and Ben Withhart; City Manager Leonard L Kopp. MINUTES The minutes of the meeting of April 12, 1977 were presented for consideration. Mr Withhart corrected Part A of Roanoke Access (Page 67 of Minutes) Resolution 77 150 should be corrected to read as follows: "Resolution opening Roanoke Access for the abutting property owners and providing for addition of 7 docks to be set aside for inland residents." Motion seconded by Fenstad rather than Polston. Lovaasen moved and Fenstad seconded a motion to accept the minutes of April 12, 1977 meeting as corrected. The vote was unanimously in favor. CONSULTANT ON PUBLIC WORKS Kent Lsnde of Public Works Consultant, Ind. made a presentation on a Public Works maintenance management program. He discussed improvements a municipality might make to increase quality and quantity productivity through efficient programming in scheduling work and use of equipment and getting a job done for the least cost. Mr. Lande stated that after looking at the City's program, he'd be better able to give the Council idea of City's needs and cost of developing sound program. Mayor Lovaasen requested Mr. Lande to confer with the City Manager and Public Works Director on what the City has and report back with findings. Council will look at system for more efficient means of operation in order to give taxpayers the most for their money. COUNCIL MEMORANDUMS 77-81 County Road 15 By-Pass 77-89 Sidewalks - Shoreline Boulevard Mayor Lovaasen recommended that the above two items be held over until a meeting with businessmen can be scheduled - need their feelings on developing definite plan - tentative date for meeting - May 3rd. Discussed condition of sidewalk. Staff requested to make a recommendation on condition of sidewalks in downtown and possibly look into revision of ordinance regarding assessment and maintenance of. Whose responsibility? Hold over until information available on funding and setting down policies that are fair and equitable. COMMENTS AND SUGGESTIONS BY CITIZENS PRESENT Miles Roe stated that he thinks downtown businessmen are ready for the County Road 15 improvement and believes that they want 15 to by-pass downtown and the downtown to be improved. COUNCIL MEMORANDUM 77-83 Dog Ordinance Police Chief Johnson was present to answer questions regarding the changes he had recommended in this ordinance. Withhart moved and Lovaasen seconded a motion RESOLUTION 77-167 RESOLUTION DIRECTING ATTORNEY TO DRAW UP A REVISED "DOG" ORDINANCE WITH THE FOLLOWING CHANGES: 1. License fees to be - $3.00 for spayed females and neutered males, X6.00 for unspayed females and unneutered males. 2. Change ordinance so other animals can be picked up - such as changing word "dog" to "animal". 3. Pickup fees to be changed to $15.00 for the first time with an additional $25.00 if the dog is un- licensed. Fees for the second and third pickup within 12 month period to be X50.00 each time. 76 7e TAX FORFEIT LAND - Lot 1, Block 13, Dreamwood Owner of Lot 15 has requested release of Lot 1, Block 13, Dreamwood to add to his for a building site. Lovaasen moved and Fenstad seconded a motion to table action on Lot 1, Block 13, Dreamwood for further information on whether this will form a building site. The vote was unanimously in favor of tabling. TAX FORFEIT LAND - Lot 1, Block 26, Wychwood Owner of adjoining parcel has requested this lot be release for sale to add to their parcel. Swenson moved and Withhart seconded a motion RESOLUTION 77-170 RESOLUTION REQUESTING RELEASE FOR SALE OF TAX FORFEIT UNDERSIZED LOT - Lot 1, Block 26, Wychwood The vote was unanimously in favor. COUNCIL MEMORANDUM 77-102 Hold this over DOCK LIST N0. 2 - COUNCIL MEMORANDUM 77-103 Swenson moved and Withhart seconded a motion RESOLUTION 77-171 RESOLUTION APPROVING DOCK LIST N0. 2 FOR 1977 LICENSES - List attached. The vote was unanimously in favor. YOUTH COMMISSION APPOINTMENTS Withhart moved and Fenstad seconded a motion RESOLUTION 77-172 RESOLUTION APPOINTING HEIDI OLSON, DEBBIE MC INTYRE AND SHERRY SVOBODA TO THE MOUND YOUTH COMMISSION AS SCHOOL AGE MEMBERS FOR A TERM ENDING AUGUST 31, 1977 The vote was unanimously in favor. COVER THE CLOCK Fenstad moved and Polston seconded a motion to waive the requirements of Resolution 77-16 and ignore the time. The vote was unanimously in favor. TAX F3~RFETT L.OT City Manager has had a request for the special assessments on a tax forfeit lot to be dropped. Discussed. Council feeling is that they must stand. Swenson moved and Withhart seconded a motion to adjourn until the April 26, 1977 meeting at 7:30 P.M. at the Mound Council Chambers. The vote was unanimously in favor, so carried and adjourned.
