AT THE MOUND COUNCIL CHAMBERS Present were: Mayor Tim Lovaasen, Councilmen Gordon Swenson, Orval Fenstad, Robert Polston and Ben Withhart, City Engineer William McCombs and City T~lanager Leonard L. Kopp. INFORMAL BEARING - TONKAWOOD ROAD AREA City Engineer William rlcCombs presented a slide presentation of proposed improvement program for Tonkawood Road area consisting of two parts: 1} Storm sewer and 2} Curb and gutter and blacktopped street to carry water. Extensive drainage system needed in this area. Also presented alternative method of handling water by using ponding area between Spruce and Tonkawood Roads. Persons present asking questions or having comments: Dick Meinhardt, 2186 Cedar Lane - wants Cedar done all the way to I4ynwood Vernon Crane, Jr., 2168 Cedar Lane - concerned about Tonka Toys traffic Phil Arones, 5409 Church Road Bud Schlee, Owner of Lots 6,7 & 8 Block 7 - wants Basswood extended South Bob McClelland, 2117 Fern Road A1, Mason, 5501 Tonkawood Road Bob Johnson, 5488 Tonkawood Road Bob Burlet, 2072 Commerce Bill Nelson, 2058 Commerce - asked about drainage from other side of Comp- coerce Boulevard into this area Ed Behmler, 2130 Noble - wanted to know Easterly line of project Bill Eisler, 2122 Noble Wayne Grimes, 5524 Spruce Road Mel Boehner, 2050 Waterside Road Pat Meiseheimer, 2175 Cedar Lane -asked how existing driveways handled Rosemary Luedke, 5421 Tonkawood Ellen Scholer, 2100 Fern Lane Gail Rhodes, 5504 Spruce Road Melvin Gimmestad, 5514 Spruce Road Marilyn Carl, 5517 Spruce Gloria Fechter, 2138 Noble Lane And several unidentified persons. Residents present were against the ponding area of handling water. Expand- ing area Easterly to Morton Channel was discussed; this being a more natural dividing line. Big concern was traffic through area--it was recommended to have radar put in area to check speeders. Council advised citizens that they are having a special street improvement meeting to work on a 5 year total street improvement plan and would be dis- cussing this project. Also discussed working out plan for deferred assess- ments for the elderly. Fenstad moved and Sorenson seconded a motion to adjourn the informal hearing at 9:15 P. M., all in favor, so adjourned. After a short break, Mayor Lovaasen called the Council Meeting to order. MIl~1U'1'ES The minutes of the Informal Hearing of June 14: 1977 were presented for consideration. Swenson moved and Fenstad seconded a motion to accept the minutes as presented. The vote was unanimously in favor, so carried. 111 The minutes of the Council meeting of June 14, 1977 were presented for consideration. On page 106, Resolution 77-256 should read deck rather than dock. Swenson moved and Fenstad seconded a motion to accept the minutes as corrected. The vote was unanimously in favor, so carried. DISEASED TREE PROGRAM The City Manager reported on the diseased tree program and the State re- imbursing up to 45~ of costs. It was recommended that the citizen pay for tree cutting portion and the City pay for hauling and disposing of diseased trees. Discussed contracting and taking bids for work with property owners signing waivers for work on private property. Homeowner would be special assessed with credit for reimbursement from State... Withhart moved and Swenson seconded a motion RESOLUTION 77-272 RESOLUTION ESTABLISHING CRITERIA. FOR DIS- EASED TREE PROGRAM AS RECOMMENDED BY CITY MANAGER The vote was unanimously in favor. 1 1 Tree Inspector reported State funds being retroactive to January 1, 1977. Discussed trying to get ftiinds for trees taken down already. Lovaasen moved and Withhart seconded a motion RESOLUTION 77-273 RESOLUTION AUTHORIZING MAYOR AND MANAGER TO ENTER INTO AGREEMENT WITH MINNESOTA DEPART- MENT OF AGRICULTURE FOR FUNDS FOR SHADE TREE SANITATION PROGRAM The vote was unanimously in favor. EMPLOYEE ASSISTANCE PROGRAM Withhart moved and Polston seconded a motion RESOLUTION 77-274 RESOLUTION APPROVING THE GUIDELINES AS SET FOR1^H IN THE EMPLOYEE ASSISTANCE PROGRAM POLICY STATEMENT The vote was unanimously in favor. Withhart moved and Polston seconded a motion RESOLUTION 77-275 RESOLUTION AUTHORIZING THE MAYOR AND MANAGER TO ENTER INTO AGREEMENT WITH METROPOLITAN CLIl`iIC The vote was unanimously in favor. REQUEST FOR WATER Mrs. Kehoe, 3210 County Road 44, was present. This is the property owner for whom riinnetrista is requesting sewer and water service hookups. Kehoes want to run lines on easement they would get thru Lovkvist~s property next to City line. Discussed. Was suggested Kehoes bring in plans. No action taken. C02~'IEIy'TS AND SUGGESTIONS BY CITIZENS PRESENT - No one answered the call.. 1 ~. 1976 C IT'I AUDIT Merrill F.ansen, Auditor, and i~ar'~c Babcock, his assistant, were present to answer questions on the 1976 City Audit. Discussed depreciated surplus fund for replacing utility equipment, etc. out of operating funds.
