1977-09-21156 SPECIAL MEETING OF THE CITY COUNCIL September 21, 1977 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Mound, Hennepin County, Minnesota was held at 5341 1"aywood P.oad in said City on September 21, 1977 at 7:30 p.m. Those present were Mayor Tim Lovaasen, Councilmembers Gordon Swenson, Orval Fenstad and Robert Polston. Also present were City Engineer William McCombs, Assistant City Engineer Lyle Swanson, City Manager Leonard L. Kopp and Acting City Clerk Debris Schwalbe. SHIRLEY HILLS U'JIT B - STREET & STORM SEIJER ASSESSMENTS The Acting City Clerk presented an affidavit of publication in the official newspaper of the notice of public hearing on said street and storm sewer assessments. Said affidavit was then examined, approved and ordered filed in the office of the City Clerk. City Engineer !Jilliam i9cCombs outlined the project and stated the cost was $96,919.00 for the street and $10,112.00 for the storm sewer. The Mayor then opened the hearing for public input on said street and storm sewer assessments and persons present to do so were afforded an opportunity to express their views thereon. Persons present offering questions or comments included: Richard Halvarson, 2501 Emerald Drive Helen Halvarson, 2501 Emerald Drive Frank Platachek, 2530 P,uby Lane Harry Smith, 2509 Avon Drive Vernon Marsh, 5040 Glendale Road The Mayor then closed the public hearing. Lovaasen moved and Swenson seconded a motion RESOLUTION 77-431 RESOLUTION APPROVING THE SPECIAL ASSESSMENT FOR SHIRLEY HILLS UNIT B FOR STREET 111PR0~lE- MENTS AND STORM SEWER (8% - 15 YEP.RS - PAY 4!(THIN 30 DAYS AT NO INTEREST CHARGE) The vote was unanimously in favor. THREE POINTS STP.EET IMPROVEMENT AND STORM SEWER ASSESSMENTS City Engineer William McCombs outlined the project and stated the cost was $66,541.00 for the streets and $19,774.00 for the storm sewer. COUNTY ROAD 44 1JATER ASSESSMENT City Engineer b:illiam McCombs outlinted the project and stated the cost was $21,788.00. Swenson - Aye Fenstad - Aye Polston - Aye Lovaasen - Aye The vote was unanimously in favor. 1977 C.B.D. PARKING MAINTENANCE Assistant City Engineer Lyle Swanson outlined the project. Persons present offering r;uestions or comments included: John Royer - Ben Franklin Bill Netka - Netka Furniture Rev. Robert McClelland - Bethel Methodist Church Polston moved and Fenstad seconded a motion to removed Bethel Methodist Church from the assessment roll. The vote was unanimously in favor.
