1956-12-05VILLAGE OF MOUND the Northern States Power contract to Miss Bonham to negotiate a franchise similar to the present ordinance with Interstate Power Company. FIRE ENGINE Mr. Lockhart reported that no equipment on present fire engine is trans- ferable. CANVASSING BOARD Pierce moved, Adams seconded and it was unanimously carried to meet as a Canvassing Board on Wednesday, December 5, 1956. CLERK RESIGNATION Lockhart mowed, Pierce seconded and it was unanimously carried to accept the resignation of Edna J. Gooder as Clerk of the Village of Mound and to send a letter of appreciation and recognition for services. T EEASU RER RESIGNATION Adams moved, Lockhart seconded and it was unanimously carried to accept the resignation of Louise Huestis as Treasurer of the Village of Mound and to sem~ a letter of appreciation and recognition for services. UPPER TONKA CGJNCIL Livingston moved, Adams seconded and it was unanimously carried to grant $100.00 to the Upper Tonka Council for recreational purposes as requested by Herb Miller, the request to be granted when funds are available. HAYES DALTON Hayes Dalton appeared before the council and thanked for work done on Lake Street. Also requested a beer license for the Casino. Adams moved, Pierce seconded and it was unanimously carried to refer the request to Attorney ~ Bonham. On motion duly made, seconded and carried, meeting adjourned to reconvene December 5, 1956. Present were Ma~or Behmler, Trustees Pierce, Livingston, Lockhart and Adams and Mauager Boxell i696 VILLAGE OF MOUND Pierce offered the following resolution and moved its adoption: WH~P~EAS, on December ~, 19~6 a Village Election was duly held in the Village of Mound for the election of one (1) Trustee for a term of three (3) years, a Justice of the Peace for the term of (2) years and a constable for the term of two (2) years, and WHEREAS, the Judges for said election, having duly counted the votes cast therein, proclaimed the results and recorded the same in the tally book provided for the purpose as follows: Trustee - 3 years A. Brazman Justice of the Peace -- Bradley Morrison Constable Paul Farren The Village Clerk is hereby instructed to give written notice to each person chosen of his election to the office named and to certify the results of said election to the County Auditor. Hold out the Mound Fire Department Salaries in the amount of $1,576.25 3. Hold out the payment on Project #16 in the amount of $13,594.36 4. Pay Liquor Bills in the amount of $5,154.49. 5. Cash the C.D. for Project #1~. Pierce moved, Livingston seconded and it was unanimously carried to go on record as taking a negative stand on this pruposal. NORTHERN STATES POWER Bert Larson of the Markson Company, spokesman for the Chamber of Commerce, appeared before the Council and suggested the following: 1. Council accept the Northern States Power contract at once so as to gain the benefits from it for the next billing. e All communities but three have accepted the contract and two are going to at once, leaving Mound as the only one not doing so. The Council in the past had expressed the desire for Northern States Power coming into Mound to furnish service. By being an island of resistance, we cause an increased cost to Northern States Power for billing. Trustee Pierce objected to the 20-year length of the contract. Attorney Bonham outlined the differences between the existing contract VILLAGE OF MOUND 1699 with Interstate Power and the new contract offered by Northern States Power. She referred to Section 3 of the N .S.P. contraat and Section 5 of our present ordinauce, the same as Section 3. We also have a section 7 clause covering general liability. Pierce moved, Lockhart seconded and it was unanimously carried that the Council instruct Attorney Bonham to contact Northern States Power by letter in regard to Section 17 of our present contract and Section 2 of bhe proposed contract in regard to rates. The question was raised: "Why can't we receive N.S.P. rates at once and sign franchise later~ FIP~ DEPT. T~JCK Livin4~ston moved, Lockhart seconded, and it was unanimously carried to advertise for bids according to the specifications. UNION WAGE DISCUSSION! The Union Wage discussion was tabled.
