1977-11-01177 REGULAR MEETING OF THE CITY COUNCIL November 1, 1977 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Mound, Hennepin County, Minnesota was held at 5341 Maywood Road in said City on November 1, 1977 at 7:30 P.M. Those present were: Mayor Tim Lovaasen, Councilmembers Orval Fenstad, Robert Polston, Gordon Swenson and Benjamin Withhart Acting City Manager, Mary H. Marske and Acting City Clerk, Marjorie Stutsman. PAIDIUTES The minutes of the meetings of October 18, 1977 and of October 25, 1977 were presented for consideration. Swenson moved and Withhart seconded a motion to accept the minutes of the meeting of October 18, 1977 as presented. The vote was unanimously in favor. On Page 174 of the October 25, 1977 minutes, correct Resolution 77-496 to read: Appointing City Clerk as Acting City Manager....to November 13, 1977. Polston moved and Withhart seconded a motion to accept the minutes of October 25, 1977 as corrected. The vote was unanimously in favor. POLICF. UNION AGREEMEPJT Swenson moved and Fenstad seconded a motion RESOLUTION 77-502 RESOLUTION AUTHORIZING THE MAYOR AND CITY MAPJAGER TO ENTER INTO AN AGREE.^2ENT WITH THE MINNESOTA TEAMSTERS PUBLIC AND LAW ENFORCEMENT EMPLOYEES' UNION LOCAL # 320 The vote was unanimously in favor. SALARY REVIEW Fr7ithhart moved and Swenson seconded a motion RESOLUTION 77-503 RESOLUTION CONCURRING WITH THE ACTING CITY MANAGER'S RECOP~IMENDATION AND APPROVE SALARY INCREASE FOR RECEPTIONIST FROM $624 TO $700 PER MONTH EFFECTIVE OCTO- BER 1, 1977 The vote was unanimously in favor. COMMENTS AND SUGGESTIONS BY CITIZEDIS PRESENT Ted .Tameson, 2021 Arbor Lane - On rental of dwellings: Should speculators be allowed to own several properties in City and not keep them up? Does any inspection take place before allowing rental; what is City policy on this? Can a formal complaint be filed against a property to require cleaning up and bringing up to code? Could present fire hazard. The Mayor addressed the problem and a discussion followed. Polston moved and Swenson seconded a motion RESOLUTION NO. 77-504 RESOLUTIOIJ REQUESTING CITY PLP.NNER AND CITY ATTORNEY TO PREPARE A FEASIBILITY REPOPT AT TI3F. EARLIEST POSSIBLE DATE AS TO THE BEST SOLUTION TO THIS PROBLEM ON PROPERTIES & PARTICULARLY RENTALS. The vote was unanimously in favor except Fenstad voted nay - Not position of Planner to be put on this type of job. '' Jim Whitesell, Box 234, Mound, commented on 1) keeping to the 2 minute limit on "comments and suggestions by citizens present" and 2) Acting City Manager better looking than....... 178 Ray Tharalson stated that it is commendable when tiro negotiating teams can sit down and work out agreements that the Council passes unanimously--a great example for the Lake area. CITY HALL ROOF The Acting City Manager reported that the roof is leaking (and in different places) since the work done by Central Roofing last week. Job was inspected by P~Ir. O'Brien, Architect, who stated to the Acting City P^.anager that he had sent a letter to the Roofing Company conveying his disappointment in the job done. The Council directed the Acting City Tdanager to notify the City Attorney that the City plans to take whatever action is necessary. MULTIPLE DWELLING ORDINANCE The Acting City Manager reported the material presented by the City Planner. on this is not in appropriate ordinance form as confirmed by the. City Attor- ney. Swenson moved and Fenstad seconded a motion to carry this item over to the November 15th meeting. The vote was unanimously in favor. I.M. 77-192 Grandview-Lynwood Storm Sewer The Council briefly discussed information in the letter from the Engineer relative to the MSA portion of the Grandview Storm Sewer and the options to keeping this as a State Aid Road. No action was taken. I.M. 77-193 L.M_C.D. Councilman Fenstad reported to the Council on the actions being considered by the LMCD. Proposed ordinance which would result in a $3 charge for each of Mound's dock permits was discussed. Since we inspect and regulate our own docks, it was felt PQound doesn't belong under commercial docking. Withhart moved and Polston seconded a motion RESOLUTION 77-505 RESOLUTION DIRECTI~iG THAT THE CHAIRMAN AND THE EXECUTIVE DIRECTOR OF THE LAKE MINNETONKA CONSERVATION DISTRICT BE INVITED TO THE NOVEMBER 15, 1977 COUNCIL MEETING The vote was unanimously in favor. PLANNING COMMISSION CHAIRM_Z1N Withhart moved and Swenson seconded a motion RESOLUTION 77-506 RESOLUTION ACCEPTING THE RESIGNATION OF LOUIS OBERDECK FRO2~! THE PLANNING COMP4ISSIOP7 AT THE EXPIRATION OF HIS TERM - DECEh'[BER 31, 1977 The vote was unanimously in favor. Withhart moved and Swenson seconded a motion RESOLUTION 77-507 RESOLUTION DIRECTING STAFF TO DRAW UP RESOLUTIONS OF COi•L~~3DATION FOR LOUIS OBERDECK AND FRANK 'rJEILAAID The vote was unanimously in favor. Fenstad moved and Swenson seconded a motion to adjourn the meeting to the next regular meeting on November 8,•1977. The vote was unanimously in favor, so carried and adjourned.
