1977-12-06t89 REGULAR MEETING OF THE CITY COUNCIL December 6, 1977 }pursuant to due call and notice thereof, a regular meeting of the City Council of the City of 1lound, Hennepin County, Minnesota was held at 5341 Maywood Road in said City on December 6, 1977 at 7:30 p.m. Those present. were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson, Robert Polston, Orval Fenstad and Benjamin Withhart. Also present were. City Manager Leonard L< Kopp, City Engineer William McCombs and City Clerk Mary H. Marske. MINUTES The minutes of the meeting of November 29, 1977 were presented for consideration. Polston moved and Fenstad seconded a motion to accept the minutes of the Council meeting of November 29, 1977 as presented. The vote was unanimously in favor< PUBLIC HEARING - PROPOSED VACATION - PART OF THREE POINTS BOULEVARD The City Clerk I; resented an affidavit of publication in the official newspaper of the notice of public hearing on said street vacation. Said affidavit was then examined, approved and ordered filed in the office of the City Clerk. The Mayor then opened the public hearing for input on said street vacation and persons present to do so were afforded an opportunity to express their views thereon. No persons presented objections and the Mayor then closed the public hearing. Fenstad moved and Withhart seconded a motion RESOLUTION 77-544 The vote was unanimously in favor. -OFF STREET PARKING VAR I APJCES RESOLUTION APPROVING THE VACATION OF CERTAIN PROPERTY AT THE INTERSECTION OF THREE POINTS BOULEVARD AND COUNTY ROAD ~r110 WITN THE STIPULATION THAT A SMALL PORTION OF THE PROPERTY AD- JACENT TO THE VACATION BE DEEDED TO THE CITY PRIOR TO SAID VACATION. Swenson moved and Polston seconded a motion RESOLUTION 77-545 The vote was unanimously in favor. HOh1E 1 MPROVEMEPIT GRANTS RESOLUTION CONCURP.ING WITH THE RECOMMEND- ATION OF THE PUBLIC WORKS DIRECTOR TO DENY THE OFF STREET PARKING VARIANCES REQUESTED BY TWO RESIDENTS. Polston moved and 4ithhart seconded a motion RESOLUTION 77-546 The vote was unanimously in .favor. BIKE HIKE WAYS - 1978 CONSTRUCTION RESOLUTION I NCRG'~.`.: I NG THE M I N I MUM I NCOME FOR PERSONS ELIGIBLE FOR HO!•1E IMPROVEMENT GRANTS TO $7,500. Withhart moved and Polston seconded a motion RESOLUTION 77-547 The vote was unanimously in favor. RESOLUTION AUTHORIZING THE CITY ENGINEER TO PREPARE SPECIFICATIONS AP1D ADVERTISE FOR BIDS ON THE CONSTRUCTION OF BIKE HIKE PATHS FOR 1978. December 6, 1977 190 COMMENTS AND SUGGESTIONS FROM CITIZENS PRESENT No comments or suggestions were presented at this time. DUMP TRUCK - SNOW PLOW SPECIFICATIONS Potston moved and Fenstad seconded a motion RESOLUTfON 77-548 RESOLUTION ACCEPTING THE SPECIFICATIONS FOR DUMP TRUCK-SNOW PLOW AND AUTHORIZING ADVERTISEMENT FOR BIDS ON SAME. The vote was unanimously in favor. LAMBERTON ROAD PROPERTY NUISANCE Swenson moved and Withhart seconded a motion RESOLUTION 77-54g 1 LJ The vote was unanimously in favor. FLOOD INSURANCE RESOLUTION AUTHORIZING THE CLEAN UP OF THE PROPERTY AT 4432 LAMBERTON ROAD AS REQUIRED PER SECTION 60.52 OF THE CITY CODE. The Council reviewed. the memo from the City Manager regarding the letter re- ceived from H.U.D. regarding the National Flood Insurance Act of 1963 and its effect on the City of Mound. The Council determined that there was no action to be taken at this time. POLICE RULES AND REGULATIONS Swenson moved and Withhart seconded a motion ~;t=soLUT I ON 77-550 F RESOLUTION ADOPTING THE RULES AND REG- ULATIONS GOVERNING COPJDUCT OF THE PER- SONNEL OF THE POLICE DEPARTMENT AS AMENDED. The vote was unanimously in favor. CITY OFFICES CLOSED DECEMBER 23, 1977 Polston moved and Fenstad seconded a motion to authorize the City offices to be closed on December 23, 1977• The vote was unanimously in favor. Fenstad moved and Swenson seconded a motion to adjourn to the next regular. meeting scheduled for December i3, 1977. The vote was unanimously in favor, so carried and adjourned. Leonar L.
