1958-09-111860 VILLAGE OF MOUND MINUTES OF ADJOURNED MEETING OF SEPTEMBER ll, 1958 - 8:00 P.M. - Mou~d Fire Hall Present were Mayor Behmler, Trustees Livingston, Adams, Larson, Brazman and Manager Boxer This meeting was for the purpose of discussing Union Wage Demands for the Vkllage Employees for 1959 and the 1959 Village Budget. UNION 1959 COUNTER PROPOSAL The Pay Schedule was offered, Brazman moved the Pay Schedule clause based on the Cost of Linving Index for the year 1958, not to exceed 3~ an hour per employee. Livingston seconded the motion. The motion was withdrawn by Brazman. withdrawn by Li~im gston. The second to the motion was PAY SCHEDULE PAY DAY Larson moved the pay schedule be increased 3~ per hour per employee · for the year 1959, in recognition of the cost of living increase. Livingston seconded the motion; the vote was unanimous in favor. So carried and passed. The Pay Day change was offered, Adams moved the current practice to continue, for pay days on the 15th and the last day of each month. Brazman seconded the motion; the vote was unanimous in favor. So carried and passed. WORK WEEK The Work Week Schedule was offered, Brazman moved the Work Week Schedule be: Liquor Store Employees, Monday through Saturday, 40 hours per week; except part-time and extra help, to be used as needed. Police personel to work 40 hours per week as needed. Street Department, Monday through Friday, 40 hours per week. VILLAGE OF MOUND 1861 harson seconded the motion; the vote was unanimous in favor. carried so passed. So Overtime Pay Sm,~dule was offered, Brazman moved the principle of compensatory time to be employed for Liquor Store employees and Police Department. In regard to Street Department, the following rates will apply: OVER- TIME Saturdays, Sunday and Holidays: Saturdays - Time and one/half Sundays - Double Time Holidays - Regular Time plus. Holiday Pay The motion was seconded by Livingston; the vote was unanimous in favor. So carried so passed. Holiday Schedule was offered, Adams moved the following Legal Holidays be observed as paid holidays for the Liquor Store: New Years Day Memorial Day Independence Day If the above dates fall on Sunday, Labor Day Thnaks giving Christmas Good Friday - 1/Z day they get Monday off. The Street Department and Police Department are to receive the above mentioned holidays plus Washingtons Birthday. Election days to be observed as paid holidays by the Liquor Store employees. Larson seconded the motion; the vote was unanimous in favor. So carried so passed. HOLIDAY: The Sick Leave Schedule was offered, SICK LEAVE Larson moved that Sick Leave shall be accumulated at one day per month up to 60 days. Any employee who has an illness of 3 days or more must have a doctor in attendance and must furnish proof of such with medical certificate. Adams seconded the motion; the vote'w-~s unanimous in favor. So passed,. 1862 VILLAGE OF MOUND SEVERANCE The Severance Pay Schedule was offered, PAY Adams moved the Severance Pay be omitted. Livingston seconded the motion; the vote was unanimous in favor, so carried so passed. VACATION SCHEDULE The Vacation Schedule was offered, Larson moved that Vacation be granted at the rate of 10 working days (2 full weeks) with full pay after one year and 15 working days ( 3 full weeks) with full pay after 10 years. Such vacations will be taken when Village Manager or department head shall designate. When a designated holiday occurs during the vacation period of an employee, he shall be entitled to an additional day vacation. Vacation days are not accumulative past the end of each year and vacation periods cannot be Worked on a double time basis. Adams seconded the motion, the vote was unanimous in favor. So passed. So carried HEALTH AND WE LFARE DUES DEDUCT- ION Health and Welfare Benefits are offered, Adams moved that a Health and Welfare policy to cover the Village employees, only, be purchased by the the Village with the following benefits: Life Insurance Accidential Death, Double Indemnity 3,000.00 3,000.00 Daily Benefit 15.00 Maximum for Special Services 200.00 Plus 75% of the excess to 2,000~ 00 Maximum Surgical Expense 300.00 Diagnostic Laboratory and X-Ray 50.00 Medical Expense Benefit Maximum Hospital Day 3.00 Maximum for one disability 210.00 Livingston seconded the motion; the vote was unanimous in favor. Dues Deduction Suggestion was offered, Brazman moved that upon receipt of an authorization card from an employee, union dues will be deducted from the employee's pay- roll check and forwarded to said union. VILLAGE OF MOUND 1868 Larson seconded the motion and the vote was unanimous in favor. So passed. The subject of Uniforms was offered, Adams moved that in future, the Village supply original uniform for Police; per annum for present force, the Village will supply, Z shirts Z ties and 1 cap. Livingston seconded the motion; the vote was unanimous in favor. So carried So passed. POLICE UNIFORI~ The Retirement Schedule was offered, Larson moved that the retirement age of Village employees to be sixty-five (65) years. Adams seconded the motion; the vote was unanimous in favor. So carried so passed. RETIRE- MENT Livingston moved that the Village Manager be hereby instructed to forward the Counter-Proposal to the Municipal Drivers and Helpers Local Union No. 664, in answer to their request in the letter of September 2, 1958. Adams seconded the motion; the vote was unanimous in favor. carried so passed. So Brazman moved the meeting be adjourned until September 17, 1958 8:00 P.M. at the Mound Fire Hall.
