HEA_KING ON VACATION OF SUSSEX LANE
Ed Bertz and Mike Caron were present
The need for a utility easement was stressed, and the Council was polled as to
granting the vacation if quit claim deeds were secured for utility easements, it
wa sunanimously in favor of such granting if such easements we[re given under a
quit claim deed; such fees to be paid by the receiver of the properties so vacated
and such filing notice fees - estimated cost to be approximately, $18.00
The hearing was continued until July 18, 1961 at the Island Park Hall, by
executive order of the Mayor.
INTERIM ZONING
The Planning Commission recommends the Village Council accept Plan A but no
less than Plan B and in conjunction with it eliminate front footage requirements
to enable the most reasonable and economical use of parcels of [land now in
existance within the Village of Mound and to enable builders to ~ake advantage
of the natural terrain. '
Helen Newell made the presentation with maps illustrating her Points, and with
emphasis on Plan A
Petersen moved and Pfeifer seconded a motion.
BE IT MOVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF MOUND,
MINNESOTA
1. That by council initiative there be had on July 18, 196~ at 8:30 P. M.
o'clock at the Island Park Hall there be a public hearing of ~he proposal to amend
Chapter 23, Mound Code of Ordinances entitled "Zoning" bY establishment of
Residential Use Districts A -/and A-2, by establishment of regulations and
conforining uses therefor, and by reclassification of certain parcels now
zoned Residential A and Residential B as Residential A-1, A-2, Residential
B or Commercial.
That the clerk be instructed to publish notice thereof aS required by law.

BEER LICENSES
Thrifty Drug will have to comply with the Ordinance before a hearing is held.
MOUND LANES ON AND OFF SALE 3.2 BEER LICENSE
A petition with the majority of owners within 1,000 feet ~i~tng as in favor of
such permit - was presented.
Orn moved and Pfeifer seconded a motion.
BE IT MOVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF MOUND,
MINNESOTA
1. Pursuant to documentary evidence produced and testimony received
there be entered a finding that written consent of a majority of all property
owners within 1,000 feet of the proposed 3. Z On and Off Sale Beer License
location, Mound Lanes, Inc. has been obtained.
2. That a hearing on the application f~'~ license be held on July 18, 1961
at the Island Park I-Iall at 9:00 P.M. om as soon thereafter as the matter
can be heard.
The vote was unanimously in favor. So carried.
REQUEST FOR STREET LIGHT
Pfeifer moved and Orn seconded a motion.
BE IT MOVED THE VILLAGE COUWCIL accept the 'Managers recommendation
and authorize Northern States Power to install a 6,000 lumen light in the
middle of the hill on #110 between the park and Highland Blvd.
The vote was unanimously in favor-so carried.
FIRE CONTRACT WITH ORONO VILLAGE
The Mayor appointed a Committee of-Trustee Om, Manager Kopp and himself
to meet with the Mayor and two councilmen from Orono Village to discusw ::a.
Fire Contract with the Village of Orono. The Mayor directed the Manger to
set up such a meeting.
LAND TRADE - Robert Neises and the Village of Mound
In 1954 the Village of Mound made a land trade with Mr. NeiseS with a certain
parcel of lmmd in Subdivision of Lots 1 - 32 Skarp and Lindquists Ravenswood.
The papers were evidently never completed but the Village uses such land they
received in the trade for road purposes. Matter continued until July 11, 196,1

That Chapter 31, Momnd Code of Ordinances, ent~itled, .Intoxi-
cating Liquor" be amended By amemding Sea%ion 31.0~ "Unlawful
Acta" thereof by adding the~et~ the folle~ng~ to-wit~
It shall be unlawful for any private club or publia
place, directly or indirectly or upon amy pretense
or by any device to allow the eonaumptiOn or display
of intoxicating liquor, er the serving ef any liquid
for the purpose of mixing with intoxicating liquor
without first securing a permit from the Liquor Control
Commission and paying the annual fee as. provided by
Section 31.O4 hereof.
That Chapter 31, Mound Code of Ordinances, entitled, "Intoxi-
cating Liquor" be amended by adding thereto Sections 31.04 -
31.O7 as follows, to-wit: '
"31.04 Annual Fee. Every private club or pubic place desiring
to allow~he eon~'~aption or display of intoxi0ating liquor, or
to serve any liquid for the purpose of ,'nixing. with intoxicating
tiqme~,. ~ett ~ ~ before July t off eaeh-yea~ pay to the Village
T~easurer a fee of $75.00 and shall be issuedl a written receipt
therefor. If a portion of the year has elapsed when payment is
made, a pro rate fee shall be paid; bet no sUeh pro rata fee
shall be aecepted f~om any private clnb or public place which
ham viclsted Seetion 1 cf this erdimanee. Im cm~puting aueh
fee, any unex~d fraction of a month shall be oounted aa oma
month. The written receipt sha~.l be posted in some eonspicuous
plaee upon the premises alongside the permit issued by the
Liquor Control Commissioner and shall be kept posted at all
times.
,Section 31.O5. ~tiona. Any private elub or oublic place
allowing the con~mption ~ display of intcm~cating liquor shall
be open at all reasonable hours for inspection by the Liquor
Control Commissioner, his desigmated agents, !and duly authorized
peace officers ef the Village. Refusal tc Permit much inspection
shall be a violation of this ordinance. ~
"Section 31.06 Em~eptiona_. Th.is ordinance does not apply to any
premises licensed "for the sale of intoxicating liquor.
"Section 31.07 Penalt[.. Any person violating any provision of

FIRE DEPARTMENT RELIEF FUNDS

BE IT MOVED that the Liquor Store Manager be, and hereby is, directed and
authorized to dispose of the damaged safe in the Liquor Store. Salvage
was released to the Village by the insurance company.
The vote was unanimously in favor. So carried.
Mayor H. B. R. Larson stepped down from the Mayor's chair and appointed
Trustee Orn to be the chairman of the meeting.
