newspaper and in the CONSTRUCTION BULLETIN sn advertisement for bids upon the

3. The advertisement shall be published for not less than one day, shall
specify the work to be done, shall state that bids will be opened and considered
by the council on August 31, 1961 at 8 P.M. in the office of the Village Manager,

and filed with the clerk and accompanied by a cash deposit, cashier's check, bid
bond or certified check in the amount of 9% of such bid.
